Reporting to: Senior Procurement Manager
Job Purpose:
The Procurement & Category Manager – HROC AMWA is responsible for leading the HROC AMWA procurement organization and assigned categories across the region. Working closely with HROC, Area, Group and Country stakeholders, the role drives procurement performance, organizational excellence and value creation, while taking direct ownership of assigned categories.
The role provides leadership and direction to the HRCO AMWA procurement organization and proactively identifies opportunities, develops and executes category initiatives, and drives implementation to maximize value across the assigned categories. It challenges existing practices, analyzes data, leverages market intelligence, influences stakeholders, and ensures the realization of procurement value across the organization.

The position is based at the HROC headquarters in Cairo, Egypt.
Roles and Responsibilities:
Procurement Leadership & People Management
- Lead and develop the HROC AMWA procurement organization, ensuring alignment with business objectives and priorities.
- Set procurement objectives, monitor performance and ensure delivery of agreed targets across the region.
- Attract, assess, develop and retain procurement talent to ensure a high-performing organization.
- Provide coaching, guidance and support to Category Managers and country procurement teams.
- Promote a culture of ownership, accountability, collaboration and value creation.
- Ensure effective succession planning and capability development across the procurement organization.
- Drive organizational excellence and continuous improvement across procurement activities and ways of working.
Category Leadership & Strategy
- Lead the assigned categories across the AMWA region, with full accountability for performance excellence.
- Develop, maintain and execute strategies aligned with business priorities, objectives, and market conditions.
- Identify, evaluate and execute bundling and aggregation opportunities across the area.
- Support the implementation of global and HROC driven value creation initiatives.
- Continuously identify, prioritize and drive value creation.
- Challenge established practices and drive the adoption of best practices to maximize performance.
- Ensure systematic identification and implementation of Best Cost Country opportunities were beneficial.
Strategic Sourcing & Value Creation
- Lead activities such as assessment, evaluation, tendering, negotiations, contracting, execution and follow up.
- Maximize cost reduction, cash availability, efficiency, compliance and overall procurement performance.
- Ensure agreed savings and value creation initiatives are implemented, tracked and realized.
- Develop robust business cases and ensure realization and tracking of agreed benefits.
- Leverage internal and external benchmarking to identify additional value creation opportunities.
Digital Procurement & Process Excellence
- Drive procurement digitalization and atomization.
- Drive effective utilization of eRFQs, eAuctions, Contract Management Systems and eBuying solutions (catalogues).
- Drive P2P efficiency, compliance and transparency through increased digital adoption and process optimization.
- Lead and support implementation of new technologies, tools and best practices.
Operational Support & Business Continuity
- Ensure that country procurement effectively plan and execute all procurement activities, e.g. related to planned shutdowns, CAPEX projects and improvement initiatives, securing timely material and service availability and preventing delays, disruptions and cost overruns.
- Monitor procurement readiness and resolve issues that may impact timelines or operational performance.
- Support supply continuity through effective risk identification, mitigation planning and supplier coordination.
Stakeholder Management & Execution
- Act as the primary procurement representative towards HROC management and other senior stakeholders.
- Ensure effective alignment between HROC, Area, Country and Group Procurement objectives and priorities.
- Build and maintain effective relationships with HROC, Area, Group and Country stakeholders.
- Influence and support country teams to ensure effective execution of strategies and initiatives.
- Align stakeholders around common objectives and drive implementation of agreed actions.
- Act as the primary point of contact for all category-related matters within the region.
- Ensure effective procurement support for HROC driven initiatives by working closely with HROC and country teams.
Data Analytics & Market Intelligence
- Collect, analyze and interpret data to identify opportunities, risks and performance improvement areas.
- Monitor market developments, industry trends and supplier dynamics to proactively adjust category strategies.
- Utilize data-driven insights to support decision-making and prioritization of initiatives.
Supplier Performance & Risk Management
- Develop and maintain strategic supplier relationships to support business objectives.
- Monitor supplier performance and drive corrective and improvement actions where required.
- Identify, assess and mitigate supply, commercial and operational risks within the assigned categories.
- Ensure supply continuity through appropriate risk management and contingency planning.
Governance, Compliance & Process Excellence
- Drive compliance with procurement policies, standards, contracts and governance requirements.
- Promote and support P2P efficiency, compliance and transparency across the assigned categories.
- Ensure accurate reporting, documentation and tracking of procurement initiatives and benefits.
- Support continuous development of procurement processes, tools and ways of working.
Organizational Excellence
- Drive organizational effectiveness across the procurement function through clear accountability, performance management and continuous improvement.
- Strengthen procurement capabilities, processes and ways of working.
- Support the development and mentoring of procurement professionals across the region.
- Promote knowledge sharing and adoption of procurement best practices.
- Foster a culture of ownership, accountability and high performance.
- Support talent assessment and succession planning activities within the procurement organization.
Job Qualifications, Requirements & Experience:
Education
Education
- Bachelor's degree in Procurement, Supply Chain Management, Business Administration, Engineering, Economics, or a related field. Master's degree is an advantage.
Professional Experience
- Minimum 10 years of procurement, strategic sourcing, or category management experience within a multinational environment. Experience within the cement industry is an advantage.
- Experience in talent development, coaching and performance management.
- Experience managing regional procurement organizations and cross-country teams.
- Proven track record of delivering procurement value through strategic sourcing and category management.
- Experience managing regional and/or multi-country procurement initiatives.
- Experience in supplier relationship management, contract negotiations, and procurement performance.
- Experience working in cross-functional and matrix organizations.

- Experience digital procurement tools, including eRFQs, eAuctions, Contract Management Systems, and eBuying solutions. Experience with the full Ariba procurement suite is an advantage.
- Familiarity with procurement analytics and reporting tools.
Languages
- Fluent in English, both written and spoken. Additional languages relevant to the region are an advantage.

Willingness and ability to travel internationally on regular basis, upon defined need.
