JOB SUMMARY
The Bernikow JCC Staten Island is seeking a Director of Career Services Programs and Workforce Initiatives to lead workforce development, career training, and employment programs within the Career Services Department. Reporting to the Senior Director of Career Services, the Director will oversee a portfolio of publicly and privately funded programs, initially focusing on the implementation and management of the Keystone Program. The Director will collaborate with the Director of CRED and other department leaders to ensure programs meet contractual requirements and achieve measurable outcomes for youth, young adults, and adults.

WHAT YOU’LL DO

Program Leadership and Implementation

  • Lead the planning, launch, implementation, and evaluation of workforce development, career training, and employment programs.
  • Oversee the Keystone Program and other assigned initiatives funded outside of DYCD.
  • Translate grant requirements into clear workflows, timelines, staff assignments, and performance expectations.
  • Ensure programs meet enrollment, completion, credentialing, employment, retention, and other required outcomes.
  • Develop effective referral, enrollment, service-delivery, and participant follow-up procedures.
  • Identify implementation challenges and develop timely corrective-action plans.

Staff Leadership and Supervision

  • Recruit, onboard, supervise, coach, and evaluate assigned program staff.
  • Establish clear responsibilities, performance expectations, and communication procedures.
  • Facilitate team meetings, case reviews, program-planning sessions, and professional development.
  • Support the delivery of consistent, participant-centered services.

Partnerships and Employer Engagement

  • Build relationships with employers, training providers, educational institutions, government agencies, and community organizations.
  • Coordinate partner responsibilities, referrals, training schedules, data sharing, and program communication.
  • Support work-based learning, job-placement, and career-advancement opportunities.
  • Represent Career Services at meetings, events, and partner convenings.

Compliance, Data, and Program Growth

  • Monitor program performance, participant records, budgets, contractual deliverables, and reporting deadlines.
  • Ensure compliance with funder requirements, organizational policies, and applicable regulations.
  • Use program data and participant feedback to evaluate effectiveness and recommend improvements.
  • Assist with developing new workforce initiatives, funding proposals, program models, and partnerships.
  • Monitor workforce trends, employer needs, and emerging training opportunities.
  • Perform other related duties as assigned by the Senior Director of Career Services.
OUR REQUIREMENTS
  • Bachelor’s degree in workforce development, education, social services, public or business administration, nonprofit management, or a related field
  • At least five years of progressively responsible experience in workforce development, career services, education, human services, or a related area
  • At least three years of staff-supervision or program-management experience
  • Experience managing grant-funded programs, contracts, performance goals, and reporting requirements
  • Knowledge of career coaching, job-readiness training, employment services, and participant case management
  • Strong project-management, problem-solving, facilitation, and relationship-building skills
  • Proficiency with Microsoft Office, Google Workspace, databases, and program-tracking systems
  • Ability to work occasional evenings or weekends based on program needs

PREFERRED REQUIREMENTS
  • Master’s degree in a related field
  • Experience launching or expanding workforce-development programs
  • Knowledge of Staten Island’s workforce ecosystem and community resources
  • Experience developing employer, education, and training-provider partnerships
  • Familiarity with government contracts, public funding, and nonprofit fiscal procedures

SALARY
$65,000–$70,000 annually.
This is a full-time, 35-hour-per-week position.
