Mandatory Reference Checking Scheme (“MRC”) for Hong Kong
The Mandatory Reference Checking Scheme is a framework to facilitate Authorized Institutions (“AIs”) to bilaterally obtain reference information during their recruitment process for certain positions, such that misconduct information in an individual’s previous employments can be provided to AIs to inform their employment decisions.

• Analyze complex business needs presented by the user and recommends technical solutions.
• Ensures the consistency and maintainability of existing applications.
• Reviews all designs, code, and unit test plans where applicable.
• Participates in all hardware and software evaluations.
• Support and maintain existing applications and development of new technical solutions.
• Manage the deployment, monitoring, maintenance, development, upgrade, and support of all IT systems, including servers, PCs, operating systems, telephones, software applications and peripherals.
• Provide expertise and support during systems upgrades, installations, conversions, and file maintenance.
• Oversee systems development and enhancement, and the integration of new systems within the existing environment.
• Manage IT inventory of hardware and software, and ensure compliance of acquisition policy and end-of-life policy of the bank;
• Lead technical review and test of any newly developed systems or applications;
• Conduct periodical security review of network, application systems, and user assess;
• Review and implement regulatory requirements in IT policies and procedures;
• Develop and implement all IT policies and procedures, including providing written protocols and guidance to IT staff and to end-users.
• Provide user training/support as needed.
• Ensure the creation and maintenance of all written documentation, including system and procedure manuals, license agreements, and documentation of changes and upgrades.
• Manage servers, network, hardware and equipment, with particular emphasis on stability, resilience and security.
• Manage telecommunications infrastructure and development plans, projects, policies and procedures.
• Perform liaison duties between users, operations, and programming personnel in the areas of system design, modifications or trouble shooting.
• Negotiate and maintain vendor service agreements, outsourcer and consultant contracts.
• Assure IT related disaster recovery and business continuity plans are in place.
• Support frontline and adhere to anti-money laundering / counter terrorist financing requirement and sanction risks controls in accordance with regulatory standards and CNCBI policies.
