Description

The Massachusetts League of Community Health Centers (League) was founded in 1972 as one of the country's first state Primary Care Associations (PCAs). Established under the same federal authorizing legislation as the health center program (Section 330 of the Public Health Service Act), PCAs are organized around a set of core functions and competencies that provide a framework for support and assistance to health centers and the communities they serve.

The League is a non-profit 501(c)(3) organization registered as a public charity with the Commonwealth's Secretary of State. It maintains a professional staff at its headquarters in Boston and its training center in Worcester.


Position Summary

Reporting directly to the Senior Vice President of Workforce Development and Training, the Senior Manager of Grants & Operations drives the operational infrastructure-including systems administration, budget tracking, fiscal workflows, and audit-ready data repositories-while serving as the division's primary operational liaison to the League's Compliance and Risk Management team.

This critical role oversees the administrative lifecycle of state, federal, and philanthropic grants, leads multi-source financial reconciliations in close partnership with the Finance Division, establishes divisional Standard Operating Procedures (SOPs), and maintains executive performance dashboards. The Senior Operations Manager monitors departmental Key Performance Indicators (KPIs), identifies operational variances, and collaborates with leaders to implement performance improvement plans for operational accountability. Additionally, the role, administratively manages the department's SharePoint and workforce webpages and provides management support as assigned for major departmental programs and convenings including the annual Community Health Institute (CHI) conference.


Essential Functions:

Grant Management, Fiscal Operations & Compliance (40%)

  • Oversee the complete lifecycle of departmental grants, contracts, and funding streams, ensuring strict alignment with state, federal, and philanthropic compliance mandates.
  • Lead daily and monthly fiscal tracking, invoice processing, revenue analysis, and expense allocations in direct coordination with the League's Finance Division.
  • Perform monthly budget reconciliations, resolve general ledger discrepancies, and build expenditure models to forecast divisional cash flow and resource utilization.
  • Draft, edit, and consolidate financial narratives, budget justifications, and operational schedules for new grant proposals and funding renewals.
  • Establish and maintain standardized internal controls, audit-ready central repositories, and SOPs for department grants and not grant programs/initiatives, expenditure documentation, and contract tracking.

Operations, Systems Governance & Quality Assurance (25%)

  • Design, organize, and govern the division's SharePoint architecture, central document repositories.
  • Partner with leaders to standardize formats, apply timely revision controls, and put in place a verification process to demonstrate staff training on updated SOPs is executed to demonstrate compliance and an SOP evaluation process to obtain feedback from staff to ensure the SOPs are clear and concise to support their roles and responsibilities.
  • Direct administrative updates for the division's web pages in close collaboration with the Marketing and Communications team to ensure public accuracy.
  • Lead department-specific quality assurance workflows across workforce programs, identifying and documenting operational risks submitted to SVP and departments leaders for review, input and to support the development of performance improvement plans.

Program Analytics, KPI Dashboards & Performance Reporting (20%)

  • Develop, monitor, and update executive KPI dashboards tracking grant deliverables, participant enrollment, and workforce outcomes.
  • Analyze metric trends against benchmark targets; collaborate with division leadership to draft and execute targeted performance improvements to address operational or compliance deficiencies.
  • Compile program evaluations, post-event surveys, and develop impact analyses for programs, symposia, training and network convenings.
  • Manage the training calendar.
  • Synthesize operational data into clear briefings and presentations for SVP.

Operations & Division Management Support (15%)

  • Provide administrative, technological, and operations support, as needed for major departmental events and convenings, including the annual Community Health Institute (CHI) conference.
  • Provide operational leadership on cross-departmental projects, supporting member health center requests and broader League strategic initiatives.
  • Execute related operational, financial, and workforce initiatives assigned by executive leadership.

  • Proven capability to translate raw operational and financial data into actionable executive reporting and strategic insights.
  • Ability to navigate matrixed organizational structures, build consensus across disparate departments, and align internal teams toward shared strategic goals.

Technical & Systems Proficiency

  • Expert proficiency in Microsoft Excel (complex financial modeling, nested formulas, pivot tables, dynamic dashboards) and enterprise accounting software. Familiarity with BI platforms (e.g., Power BI, Tableau) for executive visual reporting.
  • Mastery of modern work management ecosystems (e.g., Asana, Monday.com, Smartsheet) to drive complex initiatives across teams.
  • Strong working knowledge of Microsoft SharePoint enterprise, document governance, and digital asset management.

Education/Experience

Required Education

  • Bachelor's Degree: Required in Healthcare Administration, Business Administration, Finance, Accounting, Public Health, or a closely related field.

Preferred Education & Credentials

  • Master's Degree: Preferred (MBA, MHA, MPH, or MS in Finance/Non-Profit Management).
  • Certifications: PMP (Project Management Professional), or relevant financial/operational certifications are a plus.

Alternative Experience & Substitution Policy

  • In lieu of a formal degree, equivalent skills-based experience will be considered: a minimum of eight (8) years of progressive, documented experience in grant management, healthcare administration, financial operations, or non-profit administration.

Professional Experience & Qualifications

Required Work Experience

  • Minimum of 7 -10 years of progressive experience managing end-to-end grant lifecycles, operational workflows, and complex budget forecasting within a non-profit, healthcare, or public sector environment.
  • Minimum of 5 years of direct supervisory or team leadership experience, with a track record of driving staff accountability and professional development.
  • Demonstrated proficiency in executing general ledger reconciliations, interpreting financial statements, managing cost allocations, and implementing cost-control frameworks across multi-source funding streams.
  • Working knowledge of Community Health Centers (CHCs), Primary Care Associations (PCAs), Federally Qualified Health Centers (FQHCs), or safety-net healthcare delivery systems.
