DEPARTMENT SUMMARY: The Facilities team provides a safe, comfortable healing environment for our patients, visitors and caregivers by ensuring facilities and critical building infrastructure across all St. Charles Health System hospitals and associated locations are maintained in safe, reliable, and peak operational condition.

POSITION OVERVIEW: The Facilities Manager oversees building operations for the Facilities Department in Bend and fosters a professional, supportive, accountable, customer-focused, and safety-oriented work environment. The position serves as a key resource for caregivers and other departments and provides leadership to Facilities Services caregivers to ensure the safety, comfort, and well-being of patients, caregivers, and guests. The role also oversees stewardship activities for hospital facilities, building systems, and ambulatory clinics throughout the Bend region in accordance with ownership and lease agreements.

This position directly manages caregivers in the Facilities Department.

ESSENTIAL FUNCTIONS AND DUTIES:

Serves as the primary Facilities point of escalation for Bend campus operations, including preventive and corrective maintenance, building systems, utilities, infrastructure reliability, and facility-related operational issues.

Manages the work order and preventative maintenance program for the Facilities service area, ensuring timely completion, documentation, and performance in accordance with system standards.

Provides continuing safety, education, and communications within the department.

Functions as a member of the system’s Safety and Disaster committees.

Manages larger department initiatives and provides leadership to the hospital’s Facilities caregivers to ensure an uninterrupted, efficient and safe, generation and delivery of all utilities to the hospital community.

Ensures compliance with state and federal operational, environmental and safety regulations, ensures compliance with Joint Commission and ISO requirements.

Acts as a point of escalation and strategic partner to support the day-to-day operations of preventive and corrective maintenance programs, building operations, facilities maintenance, environmental and safety training, new employee orientation, and water chemistry programs. 

Reviews and provides input to the Director of Facilities concerning changes to utility, Life Safety, security plans and procedures, and equipment operation and management procedures.

Participates in organizational safety, emergency preparedness, Environment of Care, and other committees or activities as assigned, representing Facilities operations for the Bend campus.

Ensures Bend Facilities operations comply with applicable state and federal operational, environmental, and safety regulations; Joint Commission requirements; NFPA standards; and organizational policies.

Manages fuel supplies/deliveries with respective suppliers, i.e., natural gas and #2 fuel oil. Ensures natural gas nominations and usage balance to avoid penalties.

Manages the purchase of materials, equipment, and services used in the operation of the facility’s mechanical, electrical, and utilities systems.

Assists with energy management functions, long-range planning, and asset management for facility and utility needs.

Participates in the organizations various committees and teams as assigned.     

Responsible for budget development, regular monitoring, accountability and meeting all operational targets for all areas within span of control.

Hires, directs, coaches and monitors the performance of all direct reports, to develop and maintain a high performing team that meets organizational and department goals.

Monitors and ensures all direct reports are current with compliance and safety requirements. Implements and manages all organizational safety directives and goals.

Provides and oversees team’s delivery of customer service in a manner that promotes goodwill, is timely, efficient and accurate.

Collaborates with teams to review processes and identify/implement opportunities for improvements, applying Value Improvement Practice concepts and tools.

Supports the vision, mission and values of the organization in all respects.

EDUCATION:                   

Required: High school diploma or GED. 

Preferred: Bachelor’s degree or above in related field.

LICENSURE/CERTIFICATION/REGISTRATION:

Required: Journeyman level certification in the following trades: HVAC/R, Plumbing, Electrical. CHFM Certification (Certified Healthcare Facilities Manager) certification or willing to obtain upon hire.

EXPERIENCE:

Required: Five (5) or more years of progressive experience in facilities operations, construction, building systems, project coordination, or a related technical field, preferably within a healthcare, commercial, industrial, or institutional environment. Minimum one (1) year of prior leadership experience.

Preferred: Five (5) years of experience managing facilities or maintenance in a hospital or complex healthcare setting.

PERSONAL PROTECTIVE EQUIPMENT:

Must be able to wear appropriate Personal Protective Equipment (PPE) required to perform the job safely.
