Description
What You’ll Do:
As the E-130J Integration Lead, you will serve as the senior advisor and subject matter expert to functional leadership and Integrated Product Teams (IPTs) for planning, coordinating, and integrating incremental E-130J capability development and acquisition activities. The position will provide high-level technical and acquisition planning to ensure capability requirements are appropriately phased, resourced, and executed across the Engineering and Manufacturing Development (EMD) program, System Demonstrated Test Articles (SDTA) production, and Low-Rate Initial Production (LRIP) lots.
In this role you will support the integration of current and future capabilities across program phases and stakeholders, including planning for a future capability insertion beyond the baseline system configuration. The position will coordinate across the Nuclear Command, Control, and Communications (NC3) enterprise to define, refine, and align capability requirements with technical maturity, acquisition strategy, production planning, test activities, schedule, and program resources throughout the acquisition lifecycle and the Planning, Programming, Budgeting, and Execution (PPBE) process.
Key Responsibilities:
- Act as the key advisor to functional leadership, providing timely, decision-ready assessments of capability integration, technical and acquisition planning, schedule, risks, dependencies, and recommended actions.
- Lead technical and acquisition integration planning for incremental phasing of E-130J capabilities across the EMD program, SDTA production, and LRIP lots.
- Coordinate development and refinement of an integrated capability roadmap that aligns baseline system configuration, incremental capability deliveries, and future capability-insertion planning.
- Facilitate development, refinement, and submission of Program Objective Memorandum (POM) inputs that support incremental capability phasing, future capability insertion, technical risk reduction, and production planning.
- Ensure capability requirements are appropriately defined, prioritized, traceable, and aligned with program objectives, technical maturity, affordability, schedule, and production constraints.
- Coordinate with stakeholders across the NC3 enterprise to identify operational, technical, test, sustainment, interoperability, and acquisition requirements.
- Facilitate cross-functional integration among program management, systems engineering, engineering, test, logistics, contracting, production, business financial management, and external stakeholders.
- Assess the impacts of proposed capability changes on the E-130J baseline configuration, production lots, technical baselines, test strategy, schedule, cost, and sustainment planning.
- Support planning for capability insertion beyond the baseline system configuration, including identification of required decisions, dependencies, technical risk-reduction activities, and acquisition milestones.
- Develop and maintain integrated planning artifacts, including capability roadmaps, schedules, decision packages, issue papers, risk assessments, and briefing materials.
- Identify integration gaps, technical risks, acquisition risks, and schedule conflicts early; coordinate mitigation strategies and elevate issues requiring functional leadership decisions.
- Support requirements reviews, technical interchange meetings, IPT reviews, acquisition planning sessions, and leadership decision forums.
- Monitor execution against approved plans and provide status updates on capability development, integration activities, production alignment, and readiness for future decisions.
- Assist in ensuring acquisition documentation, program plans, and technical planning products remain synchronized as requirements or program conditions change.
- Serve as a coordination point for technical and acquisition integration best practices, standardized processes, and continuous improvement across the E-130J program.
This description outlines the general nature and scope of the role. Additional duties may be assigned as necessary.
