TITLE: Assistant Residential Director
 
CLASSIFICATION: Clinical Management I
 
SALARY RANGE: $45,000 - $68,473
 
SUPERVISOR: Director, Residential Services
 
DEFINITION:
 
This is responsible professional and administrative work within Carastar Health’s Residential Services Department. The Assistant Residential Director provides leadership and operational support to the Director of Residential Services in the administration, supervision, coordination, and management of residential programs.
 
Carastar Health’s Residential Services programs consist of group homes, supportive housing programs, HUD supported housing services, and other residential services designed to support individuals with serious mental illness and other behavioral health needs.
 
 
The Assistant Residential Director assists with ensuring residential programs operate effectively, safely, and in accordance with organizational policies, Medicaid requirements, applicable regulatory standards, and established program procedures. The position provides leadership and direction to residential staff and assumes additional program oversight responsibilities in the absence of the Director of Residential Services or other residential leadership staff, as assigned.
 
DESCRIPTION OF DUTIES:
 
Assist the Director of Residential Services with the supervision, operation, coordination, and management of all residential programs.
 
Provide day to day leadership, guidance, and support to residential staff and assist with establishing priorities and ensuring assigned responsibilities are completed appropriately and timely.
 
Assist with monitoring staff performance, addressing routine operational concerns, promoting accountability, and identifying matters requiring escalation to the Director of Residential Services.
 
Serve as Acting Coordinator or provide program leadership as needed when there is a vacancy or absence in a group home leadership position.
 
Assist with ensuring appropriate staffing and coverage within residential programs.
 
Participate in the orientation, training, development, and ongoing support of residential staff.
 
Conduct administrative reviews of residential charts and documentation to ensure accuracy, completeness, and compliance with applicable requirements.
 
Assist with correcting chart deficiencies identified through administrative or clinical reviews.
 
Assign new case numbers and establish records for new clients and readmissions.
 
Verify methods of client payment upon admission or entry into residential services.
 
Enter and maintain client profiles and other required information in the CareLogic system.
 
Assist with the collection of rent and applicable fees from consumers participating in Residential Services and HUD supported housing programs.
 
Prepare receipts, balance reports, and maintain appropriate documentation related to funds received.
 
Assist with and verify the annual recertification of consumers residing in supportive housing programs.
 
Maintain and monitor the residential waitlist.
 
Ensure Medically Indigent Care Reporting System requirements and related records are maintained and current, as applicable.
 
Assist with ensuring residential programs comply with Medicaid, ADMH, HUD, organizational, and other applicable regulatory and program requirements.
 
Monitor the condition and operation of residential facilities and promptly report maintenance, safety, environmental, or operational concerns.
 
Assume custodial responsibility for assigned equipment and ensure equipment is properly maintained and operational.
 
Ensure adequate levels of program and facility supplies are maintained and order supplies as needed.
 
Prepare and process correspondence, disability requests, documentation requests, and other communications for designated residential programs.
 
Assist with maintaining organized and accurate residential records and documentation.
 
Screen calls, respond to routine inquiries, and take messages as appropriate.
 
Prepare reports, correspondence, and other documentation as needed.
 
Assist with ensuring residential facilities are appropriately secured, and that safety and security procedures are followed.
 
Report facility and maintenance concerns through the established work order system and follow up as necessary.
 
Assist with responding to consumers, family, staff, and program concerns in a timely and professional manner.
 
Participate in quality improvement, compliance, and program development activities related to Residential Services.
 
Collaborate with clinical, nursing, case management, Human Resources, Finance, Facilities, and other departments as necessary to support effective residential operations.
 
Provide leadership and operational oversight in the absence of the Director of Residential Services as assigned.
 
Participate in a 24 hour, 7 day per week on call rotation and respond to urgent residential program needs as required.
 
Perform other related duties as assigned by the supervisor.
 
REQUIREMENTS:
 
Ability to assume responsibility for the professional, administrative, and operational functions of residential programs and assist with the management of residential facilities.
 
Demonstrated leadership and supervisory ability, including the ability to provide direction, guidance, coaching, and support to residential staff.
 
Ability to effectively lead staff, delegate responsibilities, establish priorities, monitor performance, promote accountability, and ensure assigned responsibilities are completed accurately and timely.
 
Ability to address routine employee and operational concerns, resolve problems within the scope of authority, and appropriately escalate significant concerns to the Director of Residential Services.
 
Ability to provide leadership and operational oversight in the absence of the Director of Residential Services or other residential leadership staff, as assigned.
 
Ability to promote a positive, professional, and accountable work environment and model appropriate leadership behaviors for residential staff.
 
Knowledge of behavioral patterns, treatment needs, and challenges associated with individuals with serious mental illness.
 
Knowledge of residential facility management, including staffing, meal planning and preparation, housekeeping, safety, facility maintenance, and consumer needs.
 
Ability to communicate effectively and interact positively and professionally with individuals with serious mental illness, employees, families, community partners, and other stakeholders.
 
Ability to work collaboratively with the Director of Residential Services regarding facility management, staffing, employee development, training programs, and other residential needs.
 
Ability to carry out oral and written instructions and clearly communicate expectations and responsibilities to others.
 
Basic knowledge of psychotropic medications, including their general uses, desired effects, and potential adverse effects.
 
Ability to prepare, maintain, and review documentation related to residential facilities, programs, and consumers.
 
Working knowledge of standard office practices and administrative procedures.
 
Ability to exercise sound judgment, maintain confidentiality, prioritize responsibilities, and work independently with appropriate supervision.
 
Familiarity with principles and practices related to behavioral health and medical records.
 
 
Excellent interpersonal, verbal, and written communication skills and the ability to communicate courteously and professionally with all persons.
 
Basic computer proficiency, including word processing, electronic health records, email, and other systems utilized by Carastar Health.
 
Knowledge of medical billing procedures and applicable documentation requirements.
 
Ability to respond effectively to emergencies, staffing concerns, facility issues, and other situations affecting residential operations.
 
Ability to participate in a 24 hour, 7 day per week on call rotation and provide leadership and direction during urgent residential situations.
 
QUALIFICATIONS:
 
Graduation from a recognized and accredited college or university with a Master’s degree in Psychology, Social Work, Counseling, Human Services, or a closely related behavioral health field is required.
 
A minimum of two years of professional experience in the mental health or behavioral health field, including demonstrated leadership or supervisory experience, is required.
 
Experience in residential services, behavioral health program operations, staff supervision, case management, or services for individuals with serious mental illness is preferred.
 
Must hold and maintain current Red Cross First Aid and CPR Training certificates.  Must obtain and maintain MAC I certification as required for the position. Must meet requirements of Medicaid for approval Medicaid Provider.
 
Must hold a valid Alabama Driver's License, Auto Liability Insurance and maintain a driving record that is acceptable to the Authority's insurance carrier. Must maintain liability coverage on personal vehicles.
