The Opportunity 

We are seeking a highly experienced, strategic, and forward-thinking Senior Director, International Public Policy to craft and execute our public policy agenda on some of the most critical policy and regulatory issues shaping our industry today. Reporting directly to the Vice President, International Government Affairs, this role is responsible for anticipating, shaping, and managing complex international policy challenges, developing Salesforce’s public policy positions, with a sharp focus on digital sovereignty, AI, privacy, and cross-border trade, among other priorities.

The ideal candidate is a subject-matter expert on one or more of the core policy areas of interest to Salesforce across key international markets (e.g., EMEA, APAC, LATAM). You will drive global policy alignment, advise executive leadership on regulatory risks, and manage a high-performing policy function, including one direct report and outside consultants, to advance Salesforce's trusted platform narrative worldwide.

What You'll Actually Be Doing

Global Digital Sovereignty Strategy

• Lead Salesforce’s overarching global policy positioning on digital and AI sovereignty, and cloud autonomy.
• Analyze policy developments and counter regulatory fragmentation by advocating for interoperable frameworks that preserve the ability of our customers to deploy Salesforce in their jurisdictions in full alignment with local regulations and standards.
• Partner closely with Product, Security, and Legal teams to align platform architectures with evolving international sovereignty and localization mandates.

Policy Execution & Regulatory Affairs

• Drive public policy strategy across priority policy areas, including:
  • Data Privacy & Protection: Shaping cross-border data transfer rules, sovereignty mandates, and privacy compliance frameworks.
  • Digital Trade & Procurement: Championing open market access, fair public procurement criteria for cloud/AI, and non-discriminatory trade policies.
  • Regulated Industries:  Shaping the policies that allow regulated verticals, like financial services, healthcare, and the public sector to adopt trusted cloud & AI solutions.
• Author authoritative policy briefs, white papers, regulatory consultation submissions, and executive briefing materials for global stakeholders.

Stakeholder Engagement 

• Map and engage with key global policymakers, regulatory authorities, trade bodies, international organizations, and multilateral fora (e.g., OECD, UN…).
• Represent Salesforce at high-level international conferences, government roundtables, and policy forums.

Cross-Functional & Team Leadership

• Serve as a direct people manager for one policy professional, fostering their career development and aligning their workstream with team objectives.
• Provide strategic, actionable policy counsel to the VP of International Government Affairs, Regional Government Affairs and Public Affairs leads, Product leadership, and C-suite executives.
• Coordinate cross-functionally with Legal, Public Affairs, Communications, and Product teams to ensure unified messaging during regulatory developments or crisis management scenarios.

Required Qualifications

• Bachelor’s degree in Public Policy, International Relations, Law, Political Science, Economics, or a related field.
• 12-15+ years of experience in global public policy, government affairs, or regulatory strategy, preferably within the enterprise software, SaaS, or cloud sector.
• Subject-matter expertise in digital sovereignty frameworks, cross-border data transfer mechanisms, and international tech regulation.
• Demonstrated track record across international trade, privacy regulations, public procurement policies, and digital tax frameworks.
• Proven experience building relationships with international regulatory bodies and industry associations.
• Direct people management experience with a track record of developing talent.
• Exceptional written and verbal communication skills in English, with the ability to distill complex technical and legal concepts into executive-level briefings.

Even Better If...

• Advanced degree (JD, Master’s in Public Policy, International Law, or a related field).
• Deep technical literacy regarding cloud infrastructure, enterprise SaaS, and generative and agentic AI systems.
• Direct experience working inside an international policy-making body, Ministry of Digital Affairs, or global tech trade association.
• Proficiency in multiple languages or direct working experience in non-US jurisdictions.
