Job Description:
Parsons is looking for an amazingly talented Technical Delivery Manager to join our team! In this role, you will coordinate and drive the delivery of multidisciplinary technical activities across the RCRC Traffic Management Support Services program, including reports, specifications, field investigations, technical guidelines, procedures, assessments, and associated transportation engineering work.
You will convert approved work plans and client priorities into coordinated technical assignments, ensure that the right disciplines are engaged at the right time, and maintain clear accountability for scope, schedule, quality, interfaces, and completion. Working under the Delivery Director, you will provide the day-to-day delivery discipline that keeps multiple technical workstreams moving together and produces complete, review-ready outputs.
What You’ll Be Doing:
Coordinate the planning and day-to-day delivery of technical project activities across traffic engineering, transportation planning, ITS, roadway design, signal systems, TCC operations, construction traffic management, data analysis, and related disciplines.
Translate project requirements, RCRC instructions, approved schedules, and workstream priorities into clearly defined technical tasks, responsibilities, intermediate milestones, and final deliverables.
Develop and maintain detailed technical delivery plans for reports, investigations, specifications, guidelines, procedures, studies, and implementation-support assignments.
Coordinate field investigations, data requirements, technical analyses, engineering reviews, workshops, and document-production activities so that dependencies are identified and managed early.
Manage interfaces between discipline leads and subject-matter experts, ensuring technical inputs are complete, compatible, and available when required.
Monitor progress against agreed technical schedules and identify emerging delays, resource conflicts, missing inputs, unresolved decisions, or quality risks requiring corrective action.
Conduct regular technical coordination meetings and maintain clear action logs, responsibility assignments, decision records, and follow-up priorities.
Support preparation and review of technical reports, specifications, drawings, procedures, guidelines, assessment outputs, presentations, and supporting calculations.
Ensure technical work is developed in accordance with approved methodologies, project procedures, applicable standards, RCRC expectations, and defined quality requirements.
Coordinate internal technical review and quality-assurance activities before formal document submission.
Manage RCRC review comments and technical action items by assigning responses, tracking closure, escalating unresolved issues, and coordinating revised submissions.
Work closely with the Document Manager and Technical Editor to ensure technical outputs are complete and ready for controlled submission.
Coordinate implementation-support activities, including contractor submittal reviews, field verification, technical issue resolution, and follow-up of recommended transportation improvements.
Prepare concise delivery-status information for weekly and monthly project reporting, including accomplishments, upcoming milestones, risks, decisions, and recovery actions.
Support resource planning by forecasting discipline needs and identifying where specialist support, additional reviews, or schedule adjustments are required.
Promote integration between assessment findings, technical guidelines, design recommendations, operational procedures, and implementation activities so that project outputs remain consistent and practical.
What Required Skills You’ll Bring:
Bachelor’s degree in Civil Engineering, Transportation Engineering, Traffic Engineering, Systems Engineering, or a closely related discipline.
12+ years of progressive experience delivering multidisciplinary transportation, traffic management, ITS, roadway, or infrastructure engineering assignments.
Demonstrated experience coordinating multiple technical workstreams and producing complex technical deliverables under demanding client schedules.
Strong understanding of engineering delivery processes including field investigation, analysis, concept development, specifications, design review, technical reporting, quality review, comment resolution, and implementation support.
Broad working knowledge of traffic engineering, transportation planning, roadway design, ITS, traffic signal systems, and construction interfaces sufficient to coordinate specialist disciplines effectively.
Proven ability to establish clear task ownership, manage dependencies, track actions, and recover delayed or incomplete technical activities.
Experience leading multidisciplinary technical meetings, workshops, and client coordination sessions.
Strong technical judgment and ability to identify incomplete inputs, conflicting requirements, weak recommendations, and other issues before they affect final delivery.
Excellent written and verbal communication skills in English, including preparation and review of formal technical reports and presentations.
Demonstrated ability to work in a fast-paced, high-volume environment while maintaining technical quality, accountability, and responsiveness.
What Desired Skills You’ll Bring:
Prior experience with RCRC, Saudi government entities, or major metropolitan transportation agencies in the GCC.
Experience on traffic-management programs involving recurring assessments, guidelines development, implementation review, ITS deployment, and operational support.
Familiarity with project controls, earned-value reporting, risk registers, document-management systems, and formal stage-gate or quality-assurance processes.
Professional registration or certification such as PE, CEng, PTOE, PMP, or similar is an advantage.
Experience coordinating bilingual English-Arabic technical deliverables is desirable.
Arabic language skills are desirable but not required.
