Description

This is technical engineering work in the Department of Public Works Engineering. Work primarily involves conducting daily quality assurance inspections on commercial and residential construction sites for compliance with the Douglas County Grading, Erosion and Sediment Control (GESC) Manual. Successful employee will assume additional responsibilities under the County’s Municipal Separate Storm Sewer System (MS4) permit requirements to include Education & Outreach, Illicit Discharge Detection & Elimination, Pollution Prevention/Good Housekeeping, and Post-Construction Runoff Control.

ESSENTIAL DUTIES AND RESPONSIBILITIES: (The following examples are illustrative only and are not intended to be all inclusive.)

  • Conducts site inspections on moderately complex construction projects to ensure conformance to standards.
  • Provides quality assurance for storm drainage and erosion/sediment control criteria related to residential/commercial development, and repair or restoration of public facilities.
  • Collaborate proactively with permittees to prevent pollution events and minimize overall impacts of development.  Utilize compliance assistance activities to attain voluntary compliance in lieu of formal enforcement when possible and appropriate. 
  • Ensures public safety and convenience around construction sites.
  • Attends preconstruction and erosion control kickoff meetings; meets with contractors, developers, and utility companies concerning current and future projects.  
  • Assists Engineering Staff in review of development proposals.
  • Performs walkthrough acceptance inspections on complex projects, creates detailed reports, and performs follow-up inspections.
  • Maintains accurate inspection records and daily field reports.
  • Initiates enforcement actions on non-compliant sites.
  • Responds to public inquiries and complaints concerning storm drainage and erosion control.
  • Performs other duties as assigned.

EDUCATION and/or EXPERIENCE:

Environmental Inspector I:

  • Bachelor’s degree from an accredited four-year college or university in civil engineering, construction management, environmental science, or related field is required. 
  • One year of related and increasingly responsible experience is desired. 
  • Erosion control and OSHA certifications are highly desirable and expected to be obtained within the first year of employment.  
  • Combination of education and experience may be considered (One year of progressive related experience may replace one year of college.)

Environmental Inspector II:

  • Bachelor’s degree from an accredited four-year college or university in civil engineering, construction management, environmental science, or related field is required. 
  • Two years of related and increasingly responsible experience is required. 
  • Erosion control and OSHA certifications are highly desirable and expected to be obtained within the first year of employment.  
  • Combination of education and experience may be considered (Two years of progressive related experience may replace one year of college.)

CERTIFICATES, LICENSES, REGISTRATIONS: Must possess a valid Colorado Driver’s License class R upon hire, with complying insurance. Review of motor vehicle record is required at time of hire and periodically throughout employment.
