Description

This position is responsible for inspections of commercial and residential development for compliance with the approved Plan of Development (site plan) and Land Disturbance Plan. This position is also responsible for inspections of single-family detached residential structures with active building permits. The Inspector ensures that developments and single-family detached residential structures adhere to all approved site plan construction specifications, Virginia Erosion & Stormwater Management Regulations, and any other applicable regulatory requirements.

  • Performs all required erosion and sediment, stormwater management, and pollution prevention inspections for applicable construction projects. 
  • Interprets complex plans and drawings. 
  • Conducts pre-construction meetings for commercial and large-scale residential projects.
  • Inspects construction sites for compliance with approved plans, Virginia Erosion & Stormwater Management Regulations, and any other applicable regulatory requirements.
  • Conducts inspections for project bond reductions and bond releases. 
  • Issues inspection reports to site operators with required corrective actions and timeframes. 
  • Initiates enforcement action for non-compliance, such as issuance of Notices to Comply and Stop Work Orders, as needed.
  • Works with contractors, operators, and owners to identify and resolve problems during construction. Makes field changes to plans as appropriate[JG1]  and ensures these changes are documented and communicated to the designer of record for incorporation into the formal plans. 
  • Assesses the potential impacts of construction activities to wetlands, streams, and buffers, and to adjacent property owners. 
  • Works safely on sites, utilizing good judgment and all required Personal Protective Equipment (PPE).
  • Provides timely response to complaints from Goochland residents. 
  • Works individually and as a team member to attain desired outcomes. 
  • Maintains and expands knowledge of environmental regulations, guidelines, and technical aspects as related to assigned duties and responsibilities. ?
  • Attends all scheduled meetings and required trainings. ?
  • Maintains all required certifications and participates in continuing education.
  • Performs other assigned duties.
  • Knowledge and familiarity of local, state, and federal environmental laws, regulations, policies and programs. 
  • Education and technical knowledge related to environmental and planning subjects and issues.
  • Demonstrated ability to research and understand environmental matters and to summarize issues and resent recommendations to citizens.
  • Ability to read and interpret maps, development plans, technical reports, planning and zoning ordinances, environmental regulations, drawings, and specifications.
  • Ability to complete special projects, as assigned, from conception to completion with little oversight.
  • Ability to express self clearly and concisely, orally and in writing.
  • Ability to perform physically demanding work including, but not limited to, walking over rough terrain, climbing, bending, driving, and working occasionally in adverse temperatures and/or weather conditions. Must be able to lift moderate loads. 
  • Ability to safely navigate active construction sites with moving people, equipment and materials.
  • Skill in effective communication, both verbally and in writing.
  • Skill in the use of computers and software applications related to the essential functions of the job.
  • Ability to establish and maintain effective working relationships with other personnel and the public.? 
  • Bachelor’s Degree in Environmental Sciences, Biology, Civil Engineering, or related field;
  • Minimum 1-2 years of working experience in environmental or construction inspections, land development, or related;
  • Or equivalent training, education, and/or experience; and 
  • Valid State of Virginia Driver’s License with a driving record that meets HR Policy requirements.
  • Virginia Department of Environmental Quality (DEQ) Erosion and Sediment Control Inspector and DEQ Stormwater Inspector Certifications are required. 
  • Background check, driving record check,?and pre-employment drug screen required. 

PHYSICAL DEMANDS:

Work is moderate work, which requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. Occasional need to perform physically demanding work including, but not limited to, walking long distances over rough terrain, climbing, bending, driving, and working under adverse temperatures and/or weather conditions. Must be able to lift moderate loads. May require the ability to walk or stand for prolonged periods of time. Additionally, the following physical abilities may be required: climbing, bending, reaching, handling, and grasping.

WORK ENVIRONMENT:

Work is performed in a relatively safe and secure work environment that includes utilization of good judgment, and all required Personal Protective Equipment (PPE). Inspection of work sites includes exposure to hot or cold outdoor weather and will require the ability to walk in uneven terrain along active construction sites that have moving people, equipment and materials.
