San Bernardino County Human Resources Department is seeking a collaborative, resourceful, and solution-oriented professional to serve as a Human Resources Employee Benefits Coordinator*. This position serves as the lead analyst for County employee support programs and plays a critical role in assisting employees as they navigate personal, financial, medical, and work-related challenges. The incumbent provides non-clinical guidance by helping employees understand and navigate County policies, procedures, benefits, and required documentation, while connecting them with internal programs and community resources to reduce barriers, promote stability, and support employee well-being and continued employment.

In addition, this position supports the Human Resources Division Chief by coordinating countywide employee engagement and recognition events, managing procurement activities, and administering contracts related to employee benefit programs, wellness initiatives, and employee support services.

As a Human Resources Employee Benefits Coordinator, you will: 

  • Serve as a central point of contact for employees seeking assistance with County processes and benefit programs during difficult life events (e.g., illness, injury, family emergencies, financial hardship, grief, or other disruptions).
  • Provide non-clinical intake, needs assessments, and case coordination of services to identify employee needs, evaluate available options, and determine appropriate resources or referrals.
  • Assists employees in understanding and navigating County policies, procedures, forms, and timelines, including leave options, benefits, return-to-work processes, accommodations, and related HR programs.
  • Coordinates with Human Resources divisions (Benefits, Leave Management, Workers’ Compensation, Risk Management, Payroll, etc.) and County departments to help resolve process barriers and facilitate timely completion of paperwork.
  • Connects employees with internal programs (EAP, wellness initiatives, disability management, union resources) and external community resources (financial assistance, housing support, caregiving services, legal aid, social services).
  • Develops and maintains resource guides, referral lists, and informational materials for employees and HR staff.
  • Acts as the lead technical resource for Human Resources staff by providing expert guidance, direction, and technical assistance on benefit program coordination, complex cases, and related policies and procedures, while maintaining appropriate confidentiality.
  • Tracks service activity, trends, and outcomes while maintaining confidential records in accordance with County policies.
  • Develops and participates in outreach efforts, orientations, or presentations to increase awareness of available employee support resources.
  • Assists with the procurement process, contract administration, and the planning and coordinating of countywide employee programs and events.

The County also offers an alternative Modified Benefits Option (MBO) that provides a wage differential.
Education: Bachelor’s degree in human resources, business administration, project management, behavioral or social science, or a closely related field. 

-AND-

Experience: Two (2) years of professional-level human resources experience with primary responsibility for benefits administration. Experience must include interpreting and applying federal and state employment/leave/benefits laws; researching and interpreting personnel policies, labor agreements, and employment contracts; providing guidance to employees regarding benefits administration; and coordinating with internal and external resources to support employees.

Substitution: A Master's degree is a qualifying discipline can substitute for one (1) year of the qualifying experience listed above. 

Qualifying degrees or coursework must be completed at a college or university accredited by any accrediting association recognized by the United States Department of Education. Degrees or coursework completed outside the U.S. must be accompanied with an evaluation report from a reputable credential evaluation service showing equivalency to degrees or coursework completed at a college or university accredited by any accrediting association recognized by the United States Department of Education. (Must be attached if applicable.) Ideal candidates will possess:

  • Knowledge of protected leave laws, including FMLA, CFRA, PDL, ADA, and workers' compensation-related leave provisions. 
  • Experience interpreting and applying Memoranda of Understanding (MOUs), personnel rules, and County policies. 
  • Experience assisting employees and supervisors with leave, disability, and benefit administration. 
  • Experience handling highly confidential and sensitive employee matters with professionalism and discretion. 
  • Exceptional research, problem-solving, and analytical abilities with a demonstrated ability to identify practical solutions in complex situations. 
  • Experience coordinating services and resources across multiple departments and stakeholder groups. 
  • Excellent interpersonal, communication, and training/presentation skills.
