We are looking for a Procurement Manager to join our Legal & Governance team and play a key role in delivering a professional, compliant and customer-focused procurement service. About the role
We are seeking an experienced and delivery-focused procurement professional to provide day-to-day leadership of procurement activity across the Bus Franchising Programme.
Reporting to the Bus Franchising Procurement Lead, this role will act as the operational lead for procurement delivery, working with a high degree of autonomy to drive complex procurements from development through to contract award and mobilisation.
This is not an advisory role. The successful candidate will be expected to personally develop procurement documentation, manage procurement processes, coordinate evaluations, lead commercial activities, and ensure procurements are delivered to programme timescales.
The role will provide additional procurement leadership capacity to support the Procurement Lead and ensure momentum is maintained across a complex and high-profile programme.
The role also includes responsibility for supervising and developing procurement colleagues, contributing to the delivery of a modern and responsive procurement service.

Key Responsibilities
- Manage procurement activities across a range of goods, services and works contracts.
- Provide procurement advice and guidance to colleagues across the organisation.
- Support and oversee tendering, evaluation and contract award processes.
- Work collaboratively with legal, contract management and service teams to support procurement and contract activities.
- Build and maintain positive supplier relationships and support market engagement activities.
- Ensure procurement activity complies with relevant legislation, regulations, policies and procedures.
- Develop and implement process improvements that enhance procurement performance and service delivery.
- Support the development of procurement plans, reporting and management information.
- Monitor expenditure and identify opportunities to improve value for money and buying power.
- Supervise and support members of the procurement team.
About you
We are looking for an experienced procurement professional with a strong understanding of procurement best practice, contract management principles and public sector governance.
You will have experience managing procurement exercises and providing commercial advice within a complex organisational environment. You will be comfortable working with a wide range of stakeholders, balancing competing priorities and delivering solutions that support operational and strategic objectives.
You will possess excellent communication and relationship-building skills, with the ability to explain complex procurement requirements clearly and confidently to a variety of audiences. Strong analytical, organisational and problem-solving skills will enable you to manage workloads effectively and identify opportunities for improvement.
