Boulder County Public Health Department is seeking to hire a Grants Accountant. Boulder County Public Health is seeking a Grant Accountant to manage the financial administration of assigned federal, state, local, and private grants and contracts. This position is responsible for post-award grant accounting activities, including financial monitoring, invoicing, revenue recognition, budget-to-actual analysis, reconciliations, financial reporting, compliance, audit support, and grant closeout.

The Grant Accountant works closely with Administration & Finance staff, program coordinators, and external funders. This position requires independent professional judgment, strong attention to detail, effective organization and communication, and the ability to maintain accurate financial records and meet established deadlines while applying generally accepted accounting principles and grant accounting best practices. 

This is a full-time, benefited position that will work Monday - Friday 8:00am - 4:30pm. This position will work out of 3450 Broadway St., Boulder, Colorado. Under Fair Labor Standards Act (FLSA) guidelines, this position is exempt. 

Boulder County requires its employees to reside in the state of Colorado as of the first day of work.

Hiring Salary Range: $63,828.00 - $77,886.00 Annually

Tentative Hiring Timeline:

  • Phone Screening: Week of October 12th
  • First Round Interviews: Week of October 19th
  • Second Round Interviews: Week of October 26th
  • Reference Check: Week of October 26th

New employees receive an
80-hour bank of vacation at the time of hire, in addition to 8 hours of both vacation and medical leave accruals each month (Must not have been employed at Boulder County during the 12 months prior to re-hire date to qualify). Boulder County offers bountiful benefits, including pension contributions.

Grant Management and Financial Monitoring
  1. Manages assigned grants throughout the post-award lifecycle, including project setup, financial monitoring, invoicing, payment tracking, budget-to-actual analysis, reconciliations, financial reporting, and grant closeout
  2. Prepares and analyzes monthly budget-to-actual reports and financial projections; identifies significant variances, potential over- or underspending, and other financial concerns and proactively communicates findings to program staff and management
  3. Prepares financial reports and forecasts related to grants and contracts for internal budgeting and planning purposes
  4. Ensures compliance with internal and external financial reporting requirements for grants and contracts
  5. Keeps program staff informed of the fiscal status of grants and provides guidance on grant-related financial questions
  6. Maintains organized and complete grant financial records and proactively tracks reporting, invoicing, renewal, and closeout deadlines
  7. Accounts for and manages grant and contract revenues, intergovernmental receipts and transfers, related indirect revenue, and external donations
  8. Prepares accurate, complete, reconciled, and professionally presented grant invoices in accordance with applicable grant and contract requirements and established deadlines
  9. Reviews contract billing terms to ensure alignment with appropriate billing practices
  10. Tracks payments, follows up with funders on aged accounts receivable, accounts for uncollectible revenues, and reconciles subsidiary accounts receivable ledgers to financial statements
  11. Reconciles revenue subsidiary ledgers to financial statements
  12. Maintains the general ledger by preparing original and correcting journal entries to ensure financial data is accurate and balanced
  13. Performs a variety of accounting functions within Boulder County’s financial accounting system, including Oracle
Grant Compliance
  1. Interprets and applies applicable federal and state grant regulations
  2. Ensures grant and contract expenses and activities comply with funding requirements and applicable federal, state, and local laws and regulations
  3. Performs grant subrecipient compliance monitoring
  4. Reviews the financial components of grant applications and proposals, including budgets, match requirements, indirect costs, allowable costs, and other fiscal requirements
Audit and Financial Review
  1. Assists with preparation of the agency’s annual Schedule of Expenditures of Federal Awards (SEFA)
  2. Supports the agency’s annual Single Audit and coordinates financial documentation and responses for grant-specific audits and monitoring reviews
  3. Compiles financial information and supporting documentation requested by external auditors
  4. Performs internal financial reviews and recommends improvements to internal controls, as appropriate
Program and Funder Support
  1. Serves as a liaison between the Finance Team and program staff regarding grant and contract funding
  2. Assists administrative and program staff with the fiscal requirements of grants and grant application processes
  3. Responds to funder inquiries and requests for BCPH financial information
  4. Provides training and general accounting guidance to BCPH staff, as appropriate and necessary
Policies, Procedures, and Internal Controls
  1. Assists with the development and maintenance of accounting policies and procedures consistent with accounting best practices and federal and state grant requirements
  2. Evaluates and implements improvements to administrative and financial processes and internal control systems
  3. Maintains clear documentation of grant accounting processes, reconciliations, outstanding issues, and other information necessary to support continuity of operations
Additional Responsibilities
  1. Performs related work, as required
  2. May be reassigned during emergency situations

 EDUCATION & EXPERIENCE:

Boulder County is looking for well qualified candidates to fill our positions. Any combination of relevant education and experience is encouraged. In this position, we are looking for a minimum of:

  • 4 (four) years of combined relevant education and experience in a related field.

 Additional related education may count towards required experience.

PREFERRED QUALIFICATIONS: 

  • Bachelor’s degree in accounting, finance, business administration, public administration, or a related field
  • 2 (two) years of progressively responsible professional accounting experience, with experience in grant accounting, governmental accounting, or financial administration of grants
  • Experience with Oracle or another enterprise financial accounting system
  • Knowledge of 2 CFR Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance) 

KNOWLEDGE, SKILLS, & ABILITIES: 

  • Knowledge of and experience applying generally accepted accounting principles, particularly as they relate to grant and governmental accounting
  • Knowledge of federal and state grant regulations and grant accounting best practices
  • Strong attention to detail and demonstrated ability to produce accurate, complete, and professionally presented financial work
  • Ability to independently manage multiple grants, competing priorities, deadlines, and recurring deliverables in a fast-paced environment
  • Ability to maintain organized and complete financial records and effectively track multiple recurring deadlines
  • Ability to independently identify and research discrepancies, determine the source of financial issues, and follow through to resolution
  • Ability to analyze complex financial data, identify significant issues or trends, and clearly explain findings to staff who may not have an accounting background
  • Ability to prioritize competing deadlines and adjust priorities in response to urgent grant or organizational needs
  • Ability to work independently, exercise sound professional judgment, and recognize when issues should be escalated or additional assistance is needed
  • Ability to establish and maintain effective working relationships with program staff, internal partners, and external funders
  • Ability to communicate complex grant and accounting requirements in a clear, practical, and collaborative manner
  • Ability to create and accurately maintain complex financial records, workpapers, reconciliations, and reports in accordance with grant and contract requirements and established timelines
  • Demonstrated advanced proficiency with Microsoft Excel, including formulas, lookup functions, data reconciliation and analysis, PivotTables, and management of complex financial workbooks
  • Excellent written and verbal communication skills
  • Demonstrated ability to maintain confidentiality when handling sensitive financial and personnel-related information
