Description
Are you an HR professional who enjoys connecting people with opportunities, building strong partnerships, and making a meaningful impact? Waukesha County Technical College (WCTC) is looking for a collaborative, detail-oriented, and forward-thinking HR Specialist to join our team!
In this role, you'll oversee the College's student and adjunct employment processes, from job postings through onboarding, while providing strategic oversight of the student employment budget across departments. You will combine your HR expertise with finance-minded approach to staffing levels and spend, ensuring student employee headcount and cost align with departmental need and institutional budget.
ESSENTIAL DUTIES AND RESPONSIBILITIES
This position description should not be interpreted as all inclusive. It is intended to identify the major responsibilities and requirements of the job. The incumbents may be requested to perform job-related responsibilities and tasks other than those stated on this description.
- Serve as the primary HR point of contact for departments hiring student employees and adjuncts, confirming position need.
- Oversee the posting and monitoring of student and adjunct position vacancies in the online job system(s).
- Oversee the onboarding process for newly hired student employees and adjuncts, ensuring required paperwork, HRIS entry, and recordkeeping are completed accurately and on time.
- Apply intermediate, current knowledge of on-campus work authorization requirements for international (F-1) students when overseeing student hires and stay current as related regulations change.
- Serve as the primary employee relations point of contact for student employment issues
- Address workplace concerns, conduct issues, and supervisor questions related to student employees, escalating appropriately.
- Serve as the College's point of accountability for student employment spend and total cost by department and position.
- Build and maintain tracking tools/reports that give a clear, current picture of student employment budget usage across the institution.
- Bring a strategic, cost-conscious lens to student employment requests — evaluating whether new or continuing positions are justified by actual departmental need.
- Partner with department supervisors on annual and ongoing planning for student and adjunct needs
- Identify trends, overages, or inefficiencies in student employment spend and recommend adjustments, consolidations, or reductions where warranted.
- Provide periodic reporting to College leadership on student employment budget status and utilization.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
- Intermediate knowledge of core HR processing functions: hiring paperwork, classification basics, personnel recordkeeping, and employee relations practices.
- Demonstrated ability to track, analyze, and report on budget or spend data.
- Strong Excel/spreadsheet skills sufficient to build and maintain tracking tools and summarize data for leadership.
- Intermediate knowledge of on-campus work authorization requirements for international students (F-1), including the ability to stay current as related regulations change.
- Ability to exercise independent judgment regarding staffing levels and spend, and to raise concerns proactively rather than simply processing requests as submitted.
- Ability to maintain confidentiality and handle sensitive employee and financial information appropriately.
- Effective interpersonal and written communication skills; ability to have direct conversations with department supervisors and to handle employee relations matters with appropriate judgment.
- Ability to work independently, organize competing priorities, and manage detailed work with a high level of accuracy.
- Bachelor's Degree in Human Resources, Business, or related field required.
- Three (3) years of recent, progressive Human Resources experience, primarily in talent acquisition, along with experience in employee relations; experience with additional HR functions such as HRIS/records administration is a plus.
- Experience tracking or managing a budget, cost center, or departmental spend required.
The HR Specialist supports the Human Resources department and is fulltime and benefit eligible.
