Job Summary
The Director of Capital Planning and Stress Testing will lead the Bank’s capital management framework, ensuring compliance with regulatory requirements and alignment with strategic business objectives. This role is responsible for overseeing capital adequacy assessments, stress testing exercises, and regulatory submissions, including the Dodd-Frank Act Stress Test (DFAST) and Comprehensive Capital Analysis and Review (CCAR), as applicable. The Director will collaborate with senior management, risk, finance, and regulatory teams to enhance capital planning processes and optimize capital allocation.This is a high-impact role requiring a strategic mindset, regulatory expertise, and the ability to drive capital efficiency while ensuring regulatory compliance. Job Responsibilities:
JOB RESPONSIBILITIES
Capital Planning & Stress Testing
- Lead the development, execution, and enhancement of the bank’s capital planning framework and governance processes, ensuring alignment with regulatory requirements and internal risk appetite.
- Oversee the bank’s stress testing program, including scenario design, modeling, and analysis to assess capital adequacy under various economic conditions.
- Ensure timely and accurate submission of regulatory capital plans, stress test results, and related documentation to the Federal Reserve and other regulatory bodies.
- Collaborate with finance, risk management, and business units to improve capital forecasting methodologies and ensure the accuracy and integrity of capital projections.
- Develop strategies for capital optimization, balancing regulatory expectations, risk exposure, and business growth objectives.
Regulatory Compliance & Engagement
- Stay up to date with evolving regulatory capital requirements, including Basel III/IV, the Federal Reserve’s tailoring framework for Category IV banks, and stress testing expectations.
- Engage with regulators to address inquiries, examinations, and feedback related to capital planning and stress testing.
- Ensure adherence to internal policies and governance frameworks governing capital planning and stress testing.
Risk & Financial Analysis
- Lead the quantitative and qualitative assessment of capital adequacy, ensuring the bank maintains sufficient capital buffers under baseline and stressed conditions.
- Provide senior leadership with insights on capital trends, risks, and opportunities, facilitating data-driven decision-making.
- In coordination with the Head of Financial Modeling and Analysis advise model development, validation, and ongoing enhancements for stress testing and capital forecasting models.
Leadership & Stakeholder Collaboration
- Lead a team of capital planning and stress testing professionals, fostering a culture of excellence and continuous improvement.
- Work closely with senior management, Treasury, Finance, Risk, and Business teams to ensure a holistic approach to capital management.
- Present capital planning results, stress test findings, and strategic recommendations to executive leadership and the Board of Directors.
- Responsible for talent management functions including: employment, performance evaluations, staff development/training, disciplinary actions, succession planning and ensuring all staff comply with compliance requirements.
ADDITIONAL ACCOUNTABILITIES
- Performs special projects, and additional duties and responsibilities as required.
- Consistently adheres to regulatory and compliance policies and standards linked to the job as listed and complete required compliance trainings. Accountable to maintain compliance with applicable federal, state and local laws and regulations.
JOB REQUIREMENTS
Required Qualifications:
- Education level required: Undergraduate Degree (4 years or equivalent) in Finance, Economics, Mathematics, Business, or a related field
- Minimum experience required: 12+ Years
- Expertise in financial modeling, scenario analysis, and forecasting methodologies.
- Experience engaging with regulators and managing regulatory examinations.
- Experience working in a Category IV bank or a similar regulatory environment.
Preferred Qualifications:
- Education level preferred: Master's Degree (or Postgraduate equivalent) in Finance, Economics, Mathematics, Business, or a related field
Job Competencies:
- Strong knowledge of regulatory capital requirements, including Basel III/IV, DFAST, and the Federal Reserve’s tailoring framework for Category IV banks.
- Comprehensive knowledge of industry, market, economic and regulatory developments as they relate to the overall impact to the Bank.
- Familiarity with liquidity risk management and resolution planning.
- Strong understanding of macroeconomic trends and their impact on capital adequacy.
- Exceptional leadership and communication skills, with the ability to present complex financial concepts in a simple manner to senior executives and regulators.
- Strong analytical and problem resolution skills.
- Ability to handle multiple tasks simultaneously and meet established deadlines.
- Ability to develop and maintain strong working relationships with all levels of management.
- Ability to train, delegate, motivate and review the work of his/her staff, as well as prioritize work assignments across the team.
- Travel requirements: 10% or less
