Engineering Technician IV - TS/SCI Clearance

SUMMARY

The Engineering Technician IV will be supporting the buildup and modernization of USSC (United States Space Command) facilities around Colorado Springs.  The purpose of this task is to provide Command, Control, Communications, Computers and Intelligence (C4I)/Information Technology (IT) electronic systems equipment, infrastructure, design, installation, and Supply and Warehouse support to Naval Information Warfare Center Pacific (NIWC Pacific) during design, installation, configuration, and transition to operations of the IT infrastructure for multiple facilities throughout the period of performance. Services required include design, installation, termination, test, and documentation of desktop devices, peripherals, IT cable plant, rack, power distribution units (PDU) and product to the installation of C4I/IT electronic systems, installation of C4I/IT electronic systems equipment as assigned and in accordance with government installation design plans (IDP), the NIWC Pacific Shore Installation Process Handbook (SIPH) and project sponsor processes and associated logistical support. The work described herein is conducted within existing classified office spaces, under-floor pathways, overhead-pathways, IT server rooms, IT telecommunications spaces or other spaces designated to house C4I/IT electronics systems equipment and newly constructed secure building.

KEY DUTIES AND RESPONSIBILITIES

Essential Duties and responsibilities include the following. Other duties may be assigned.

Provides technical support for the installation, testing, troubleshooting, documentation, modification, and sustainment of Information and Communications Technology (ICT), structured cabling, network infrastructure, and C4ISR systems.

Installs, pulls, routes, dresses, labels, terminates, and documents Category 6/6A copper and single-mode/multimode fiber-optic cabling in accordance with approved installation design plans (IDPs), manufacturer requirements, applicable standards, and project quality requirements.

Terminates copper cabling through Category 6A and fiber-optic cabling using applicable connecting methods, including single-strand and multi-fiber push-on / multi-fiber termination push-on (MPO/MTP) configurations, when qualified and required.

Performs copper and fiber-optic cable testing, troubleshooting, certification, and documentation using appropriate test equipment and approved test procedures.

Performs fiber-optic fusion splicing, mechanical splicing, and associated fiber preparation, cleaning, inspection, testing, and documentation in accordance with approved procedures, manufacturer requirements, applicable industry standards, and project acceptance criteria. Troubleshoots and corrects splice-related deficiencies as required.

Operates applicable copper and fiber test equipment, which may include cable certification testers, optical loss test sets (OLTS), optical time-domain reflectometers (OTDR), optical power meters, light sources, visual fault locators (VFL), and related diagnostic equipment, as qualified and required by the installation.

Tests installed Category 6/6A copper cabling for applicable performance parameters and identifies, troubleshoots, and assists in correcting deficiencies or failed test results.

Tests single-mode and multimode fiber-optic cabling for applicable performance requirements, including optical loss and continuity, and performs OTDR testing and analysis when required by the project, IDP, or applicable acceptance criteria.

Reviews test results to identify potential installation deficiencies such as excessive loss, improper termination, damaged cabling, excessive bend radius, connector contamination, incorrect pinout, length-related issues, or other conditions affecting cable performance.

Performs troubleshooting and corrective actions on copper and fiber infrastructure and coordinates more complex technical issues with lead technicians, engineers, Quality Assurance/Quality Control (QA/QC), and other appropriate functional personnel.

Accurately records, organizes, and maintains cable test and certification results to support quality verification, Government acceptance, project closeout, and as-built documentation requirements.

Installs cable pathways, conveyance systems, racks, cabinets, telecommunications infrastructure, and associated peripheral equipment within the technician's assigned scope and qualifications.

Performs equipment rack-and-stack activities and supports physical installation and integration of network, telecommunications, and other ICT equipment.

Executes installations in accordance with approved IDPs, drawings, technical requirements, applicable standards, manufacturer instructions, and project-specific quality requirements.

Identifies field conditions that differ from approved design documentation and communicates required changes through the established project change and documentation process rather than independently implementing unauthorized design modifications.

Documents installation changes and provides accurate redlines and field information to engineering and AutoCAD/CAD personnel for development of as-built drawings and final project documentation.

Supports and documents Pre-Installation Test and Checkout (PITCO) activities, including verification of equipment, cabling, connectivity, labeling, configuration prerequisites, and other applicable installation-readiness requirements.

Conducts applicable performance and acceptance testing of ICT infrastructure and installed systems and assists with identifying, documenting, troubleshooting, and correcting deficiencies.

Coordinates with other technicians, trades, engineers, network personnel, project management, QA/QC, safety, logistics, and other functional areas to resolve technical and physical installation issues.

Supports teammates through knowledge sharing, cross-training, troubleshooting assistance, and collaboration to improve team technical capability, installation quality, productivity, and mission execution.

Performs assigned technical work with progressively limited supervision based upon demonstrated qualifications and experience. Receives initial instructions, equipment requirements, technical direction, and guidance from the team lead, supervisor, engineer, or other designated technical authority as required.

Adapts established procedures and installation methods to field conditions within authorized technical boundaries and promptly elevates conditions requiring engineering, design, quality, safety, or Government direction.

Performs demolition, removal, and disposition of existing ICT cabling, telecommunications infrastructure, racks, equipment, pathways, and associated components when authorized and assigned.

Provides assistance with removal of electrical or power-system components only under the direction and supervision of appropriately qualified electrical personnel and within the employee's authorized scope of work.

Maintains accountability for assigned tools, test equipment, materials, and Government or company property and ensures test equipment requiring calibration is maintained within applicable calibration requirements.

Maintains accurate installation, testing, inspection, deficiency, and completion documentation as required by project procedures and quality requirements.

Supports daily activities in accordance with company policy, approved procedures, job requirements, safety requirements, quality standards, and supervisory direction.

Actively participates in company-provided technical, safety, quality, security, and professional-development training and maintains required qualifications applicable to assigned duties.

Maintains immediate work areas in a clean, organized, and safe condition, including appropriate control and removal of installation debris and foreign object debris (FOD).

Complies with applicable safety requirements and uses required personal protective equipment (PPE). Immediately reports unsafe conditions, damaged equipment, incidents, or practices through the appropriate supervisory and safety channels and takes reasonable corrective action within the employee's training and authority.

Complies with applicable physical-security, information-security, access-control, and classified-space requirements while performing work within controlled or secure facilities.

EDUCATION AND EXPERIENCE

Associate degree, technical certification and/or a minimum of five (5) years’ related experience supporting cabling, equipment and IT Network System Installation. Minimum five (5) years of troubleshooting and repairing systems. Minimum five (5) years’ experience in using Microsoft office and other AV software programs; or equivalent combination of education/experience.

The estimated pay range for this role is $36/hour to $45/hour, with the final offer contingent on location, skillset, and experience.
