Job Description Summary

The Logistics Portfolio Manager is responsible for leading transportation strategy, sourcing, governance, resource planning, and logistics execution across an assigned portfolio of domestic and international projects.

This role supports the ITO Project Logistics Leads in developing logistics concepts, budgetary freight estimates, transportation schedules, sourcing strategies, risk assessments, and tender assumptions. The Logistics Portfolio Manager reviews and challenges proposed logistics solutions to help ensure they are commercially competitive, operationally feasible, and aligned with project execution requirements.

Following project award, the Logistics Portfolio Manager ensures the effective transition of logistics strategies, budgets, schedules, assumptions, risks, and contractual commitments from Inquiry-to-Order (ITO) to Order-to-Remittance (OTR). The role maintains portfolio-level oversight of logistics execution, project priorities, supplier performance, transportation capacity, cost, schedule, risk, and resource requirements through final delivery.

The Logistics Portfolio Manager directly leads and develops the Project Logistics Managers, Logistics Specialists, and Logistics Coordinators assigned to the portfolio. These positions report directly to the Logistics Portfolio Manager. People-leadership responsibilities include resource planning, workload balancing, coaching, performance management, capability development, talent planning, and succession planning.

The Logistics Portfolio Manager develops portfolio-wide transportation sourcing strategies by consolidating shipment demand across multiple projects to optimize capacity, leverage buying power, improve cost competitiveness, and strengthen the carrier network. The role oversees transportation procurement activities, including RFQ development, carrier bid analysis, commercial evaluation, supplier capability and risk assessment, negotiations, Statements of Work, purchase orders, and contract performance.
The position partners closely with Commercial, Project Management, Engineering, Sourcing, Procurement, Manufacturing, Customs and Trade Compliance, Finance, Site Operations, Corporate Logistics, and other key stakeholders to align logistics activities with customer commitments and business objectives.
Periodic domestic and international travel is required to support supplier assessments, logistics feasibility reviews, transportation planning, execution-readiness evaluations, and visits to fabrication facilities, ports, warehouses, rail facilities, and project jobsites.

Job Description

Essential Functions and Responsibilities

1. Portfolio Leadership and People Management

• Directly lead and develop the Project Logistics Managers, Logistics Specialists, and Logistics Coordinators assigned to the portfolio.
• Manage employee performance, development, workload, priorities, and resource allocation across the assigned logistics organization.
• Provide coaching, mentoring, performance feedback, development planning, and succession planning for direct-report logistics personnel.
• Assign logistics resources based on project complexity, risk, schedule, workload, customer requirements, and required technical expertise.
• Establish portfolio priorities and ensure adequate logistics support is available throughout the project lifecycle.
• Monitor team capacity and proactively address resource constraints, capability gaps, and competing project priorities.
• Establish operating rhythms, governance reviews, escalation protocols, and performance expectations across the portfolio.
• Provide leadership visibility into project status, logistics performance, emerging risks, supplier capacity, resource constraints, and required business decisions.
• Foster a culture of collaboration, accountability, customer focus, knowledge sharing, safety, and continuous improvement.

2. ITO Logistics Support and Governance

• Support ITO Project Logistics Leads in developing logistics concepts, budgetary freight estimates, transportation schedules, sourcing strategies, execution assumptions, and risk assessments for tender opportunities.
• Review and challenge proposed logistics plans, estimates, schedules, and assumptions to help ensure solutions are commercially competitive, operationally feasible, and executable.
• Provide portfolio-level transportation market intelligence, carrier capacity information, historical cost data, lessons learned, and execution feedback to support ITO planning.
• Support the establishment of logistics estimating methodologies, transportation planning standards, governance requirements, and approval processes for tender activities.
• Ensure logistics assumptions appropriately address transportation modes, routing, route surveys, permits, escorts, port and rail requirements, site access, unloading, storage, customs, Incoterms, and other project-specific risks.
• Partner with the ITO Project Logistics Leads and Commercial teams to align proposed logistics solutions with customer requirements, project schedules, contractual obligations, and business objectives.
• Support the review of complex, high-value, oversized, or high-risk transportation strategies before tender submission.
• Ensure lessons learned from OTR execution are communicated to the ITO Project Logistics Leads and incorporated into future estimating and planning activities.

3. ITO-to-OTR Transition and Execution Readiness

• Ensure logistics strategies, budgets, schedules, assumptions, risks, and contractual commitments are clearly documented and transferred from ITO to the assigned Project Logistics Manager following project award.
• Lead or participate in formal logistics handover reviews between the ITO Project Logistics Leads and the OTR logistics organization.
• Partner with Project Execution teams to validate final shipment scope, equipment dimensions and weights, transportation requirements, delivery schedules, site constraints, and logistics execution requirements.
• Confirm that differences between tender assumptions and final project requirements are identified, evaluated, documented, and escalated as necessary.
• Ensure project-specific logistics plans, sourcing strategies, budgets, schedules, milestones, risk registers, and execution requirements are established following project award.
• Coordinate with Project Logistics Managers, Logistics Specialists, and Logistics Coordinators to ensure successful transportation sourcing, award, mobilization, and execution readiness.
• Conduct or support logistics feasibility reviews, transportation assessments, supplier-readiness reviews, and operational evaluations.
• Ensure transportation providers meet contractual, safety, quality, insurance, regulatory, and operational requirements before award and execution.

4. OTR Logistics Execution and Portfolio Governance

• Maintain portfolio-level oversight of logistics execution from project award through final delivery.
• Ensure Project Logistics Managers, Logistics Specialists, and Logistics Coordinators perform their assigned responsibilities in accordance with established processes, governance requirements, project commitments, and performance expectations.
• Review and approve logistics execution strategies for complex, high-value, oversized, or high-risk projects in accordance with established authorization levels.
• Monitor portfolio-level logistics cost, schedule, risk, supplier performance, and execution readiness.
• Ensure project teams maintain accurate logistics plans, shipment trackers, budgets, forecasts, milestones, risk registers, and performance reports.
• Monitor critical logistics milestones and intervene when transportation, supplier, capacity, commercial, customs, site-readiness, or schedule risks threaten project commitments.
• Lead or support the resolution of complex transportation, supplier, capacity, commercial, contractual, and project escalations.
• Establish corrective-action plans and ensure timely resolution of issues affecting cost, schedule, service, safety, quality, or customer satisfaction.
• Ensure appropriate communication and coordination among logistics personnel, project teams, suppliers, carriers, manufacturing facilities, and jobsites.

5. Transportation Procurement and Carrier Management

• Consolidate transportation demand across multiple projects to develop portfolio sourcing strategies that optimize capacity, leverage buying power, and improve cost competitiveness.
• Oversee the development and issuance of RFQs to carriers, freight forwarders, heavy-haul providers, and other logistics service providers supporting domestic and international requirements.
• Review carrier bid analyses, commercial evaluations, cost comparisons, capability assessments, and supplier risk profiles.
• Develop or approve transportation award recommendations in accordance with established authorization levels and governance requirements.
• Lead negotiations of transportation rates, capacity commitments, service requirements, and commercial terms with carriers and logistics providers.
• Oversee the development of Statements of Work, purchase requisitions, purchase orders, and transportation contracts in partnership with Sourcing, Procurement, Legal, and Project teams.
• Ensure suppliers comply with contractual, insurance, safety, quality, regulatory, and operational requirements.
• Establish clear performance expectations and service requirements for carriers, freight forwarders, and other logistics providers.
• Monitor carrier performance and ensure corrective actions are implemented when suppliers do not meet service, cost, schedule, safety, quality, or compliance expectations.

6. Carrier Network Development and Strategic Sourcing

• Partner with Corporate Logistics, Sourcing, and Procurement teams to expand and strengthen strategic carrier and freight-forwarder networks.
• Identify, assess, qualify, and onboard transportation providers supporting specialized project cargo, heavy haul, superloads, over-dimensional cargo, breakbulk, rail, ocean, and multimodal transportation.
• Develop long-term transportation sourcing strategies focused on capacity assurance, service reliability, risk reduction, supplier diversification, and cost competitiveness.
• Establish and maintain strategic supplier relationships and support supplier-development initiatives.
• Monitor transportation market conditions, carrier capacity, freight trends, regulatory developments, port and rail conditions, and other industry factors that may affect portfolio execution.
• Develop alternative routing, modal, carrier, and contingency strategies to strengthen supply-chain resilience.
• Identify opportunities to establish master agreements, preferred-supplier arrangements, and longer-term commercial agreements with qualified transportation providers.

7. Cost Optimization, Risk Management, and Performance

• Manage and monitor logistics budgets, transportation forecasts, actual costs, financial commitments, and cost-to-complete across the assigned portfolio.
• Review project logistics costs against approved budgets and ensure material variances are identified, explained, and addressed.
• Drive transportation cost optimization, freight-spend reduction, demand consolidation, and cost-avoidance initiatives.
• Identify and mitigate transportation, customs, supplier, capacity, commercial, regulatory, site-readiness, and broader supply-chain risks.
• Develop contingency plans that support transportation continuity and execution reliability.
• Establish and monitor logistics KPIs, including freight spend, budget performance, carrier performance, on-time delivery, transit time, lead time, milestone adherence, and service levels.
• Use performance data and portfolio analytics to identify trends, improve decision-making, and implement corrective actions.
• Provide regular portfolio performance updates to Logistics Leadership and cross-functional stakeholders.

8. Digital Tools, Analytics, and Continuous Improvement

• Support Transportation Management System implementation, shipment visibility, logistics technology, operational reporting, and digital-transformation initiatives.
• Utilize analytics and reporting tools to improve logistics planning, transportation sourcing, portfolio management, and procurement decisions.
• Establish collaboration and feedback loops between the ITO Project Logistics Leads and OTR logistics teams to capture lessons learned and improve future planning and execution.
• Standardize logistics processes, templates, planning tools, governance practices, KPIs, and operational reporting.
• Drive continuous-improvement initiatives focused on execution readiness, operational efficiency, cost competitiveness, supplier performance, and supply-chain resilience.
• Support organizational change-management initiatives and cross-functional process improvements.
• Promote consistent use of approved logistics systems, tools, processes, and documentation standards across the portfolio.

9. Cross-Functional Leadership

• Partner with Commercial, Sales, Engineering, Sourcing, Procurement, Manufacturing, Project Management, Finance, Customs and Trade Compliance, Corporate Logistics, and Site Operations teams to align logistics activities with business objectives.
• Maintain close alignment with ITO Project Logistics Leads to support tender development and ensure an effective transition into project execution.
• Build organizational logistics capability through coaching, mentoring, training, knowledge sharing, and development planning.
• Support talent assessment, succession planning, workforce planning, and recruitment across the logistics organization.
• Establish and maintain logistics governance, KPI management, operational reporting, and execution best practices.
• Influence stakeholders and drive timely decisions within a complex, matrixed organization.
• Foster effective communication, collaboration, and accountability across all functions involved in logistics planning and execution.

Qualifications and Requirements

• Bachelor’s degree in Logistics, Supply Chain Management, Business, Engineering, or a related discipline, or equivalent relevant experience.
• Minimum of 10–12 years of progressive experience in project logistics, transportation, supply chain, or a related field.
• Demonstrated people-leadership experience, including direct responsibility for employee performance, development, workload management, and resource allocation.
• Experience supporting large-scale industrial, infrastructure, energy, utility, data-center, or capital-project environments.
• Experience managing domestic and international multimodal transportation activities.
• Demonstrated experience with transportation sourcing, carrier negotiations, contract development, supplier management, and logistics execution.
• Experience managing multiple complex projects or a portfolio of projects with competing priorities, risks, and resource requirements.
• Ability and willingness to travel domestically and internationally based on business and project requirements.

Desired Characteristics

• Experience managing a portfolio of complex projects involving significant transportation spend, multiple stakeholders, and competing resource requirements.
• Strong knowledge of heavy haul, superloads, over-dimensional cargo, breakbulk ocean, rail, port operations, and multimodal transportation.

For candidates applying to a U.S. based position, the pay range for this position is between $98,400.00 and $164,000.00. The Company pays a geographic differential of 110%, 120% or 130% of salary in certain areas. The specific pay offered may be influenced by a variety of factors, including the candidate’s experience, education, and skill set.
