Description

The City of Gahanna is looking for an experienced Engineering Project Manager to oversee permitting, private development, right-of-way management, and special engineering initiatives. Starting Salary Range: The starting salary is between the minimum and midpoint of the range ($79,747.20 hourly - $97,676.80 hourly).
Candidates will start at the minimum of the range unless their skills, experience, education or other factors exceed the qualifications for the position.

Essential Functions of Work 

  • Carries out managerial responsibility in accordance with policies, procedures and applicable laws, including: interviewing, hiring and supervision of staff and third-party consultants; staff development and training, planning, assigning and directing work; establishing deadlines; appraising performance; rewarding and disciplining employees; coordinating, developing and approving staff training; approving leave requests; and addressing complaints and resolving problems.
  • Manages, oversees, and coordinates the private development & right of way process which may include engineering plan reviews, preconstruction conferences, site inspections, right of way and easement recording processes associated with private developments, warranty, close out, and GIS integrations.
  • Works closely with developers, consultants, contractors, residents, utilities, regulatory agencies, and City departments to ensure efficient permitting processes, high-quality infrastructure development, and compliance with all applicable laws, regulations, standards, and City ordinances.
  • Plans, coordinates, and manages all phases of assigned engineering projects including scope development, consultant coordination, budgeting, scheduling, procurement, construction administration, and project closeout.
  • Responsible for the management of design professionals, consultants, and contractors.
  • Develops and manages project budgets and schedules; monitors expenditures and project progress to ensure alignment with approved scope, schedule, and funding constraints.
  • Manages inspection of private development improvements; assesses fees for inspection services including collection, account management and disbursement of payments.
  • Administers and enforces the City's Right-of-Way Ordinance, including permit review, permit approval, contractor compliance, inspection oversight, and coordination with utility providers.
  • Works collaboratively with other city departments involved in permitting processes. 
  • Coordinates and oversees engineering-related GIS data updates and asset management records.
  • Prepares complex, routine, and non-routine reports; receives, sorts, and summarizes material for the preparation of reports; prepares work reports.
  • Assists in the formulation of the budget and monitors expenditures for areas of responsibility. 
  • Assists with the Asset Management Program.
  • May prepare RFQs/RFPs and manage the design, quantity take-offs, bidding, construction, inspection, budgeting, and quality control measures of assigned projects.
  • Regular, predictable, and punctual attendance is required.


Important Functions

  • Assists in the development and administration of the capital improvement program.
  • May serve as backup for other positions within the department.
  • Performs other related duties as assigned.


Minimum Qualifications

Any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job. A typical way to qualify is a Bachelor of Science degree in civil engineering or construction management (or related field) from an accredited four-year college or university, and four (4) or more years of related experience with at least one (1) year of supervisory duties. 


Licensure or Certification Requirements:

  • Current and valid Ohio driver’s license with an acceptable driver’s abstract to meet criteria for insurability established by the City of Gahanna.

  • Engineering principles, practices, concepts, procedures, and methods.

  • City property surveys, plats, acquisitions and disposal of properties and vacation of easements as required.

  • All computer applications and hardware related to performance of the essential functions of the job.
  • Department organization, standard operating guidelines and policies, rules, and regulations.

  • Review and analyze construction plans to determine compliance with applicable specifications, regulations, codes and ordinances.
  • Establish and maintain effective working relationships with fellow employees, City officials, other government agencies, and the general public.
  • Effectively manage and maintain positive employee relations.
  • Enforce safety regulations and emergency procedures.
  • Stand; sit; speak and hear; use color, texture, sound, shape, and odor perception; push, pull and/or lift up to 50 pounds.
  • Work outside of standard business hours to include nights, weekends, and holidays, as needed based upon programming and special events.
  • Understand and follow state, local and city laws, regulations, procedures and maintain appropriate licensures and certifications.


Working Conditions:

Work is performed in a normal office environment and in the field exposing the employee to various outside atmospheric conditions and occasionally to conditions such as fumes, dusts, and poor ventilation that affect the respiratory system, eyes or the skin; possible bodily injury from moving mechanical parts of equipment, tools or machinery, or electrical shock. The incumbent's working conditions are typically moderately quiet to very loud.
