Incumbent serves as Accounts Payable Bookkeeper for the Auditor, responsible for processing County payable claims/vouchers and serving as primary auditor for all disbursements made on behalf of County government. 


DUTIES:


  • Processes claims/vouchers/bills/invoices from all County departments/offices including juror pay, election workers, and purchasing card transactions, including auditing for accuracy and completeness, printing checks, processing EFTs for vendor payment and forwarding to Board of Commissioners for approval. Communicates with other departments and vendors to resolve account issues as needed.
  • Enters and processes claims from outside agencies on occasion, as provided to Auditor..
  • Audits all payables for compliance with County policies, such as travel or personnel, and according to contract terms and conditions and reports violations to the Auditor and Board of Commissioners. Makes policy recommendations.
  • Audits payables for compliance with federal and state grant agreements and stated budgets. Reports non-compliance to Account Manag
  • Trains various departments in use of County’s financial software and appropriateness of expenditures as needed.
  • Maintains knowledge various of department procedures with regards to internal County control procedures and recommends internal control procedures to departments. Recommends updates to County Internal Control Policy to mitigate possible County financial losses.
  • Processes checks, including printing, separating, and mailing to vendors. Creates and distributes appropriate income tax forms to various citizens and vendors as required by law.
  • Monitors budget account balances and informs departments of issues as needed and works with department to correct. 
  • Works closely with Capital Asset Manager to maintain capital asset management database as reflected by asset purchases, Monitors large purchases for compliance with capital asset policy and reporting requirements.
  • Provides expenditure documentation and support for annual audit and responds to public record requests as needed.
  • Serves as backup to Payroll Bookkeeper and processes payroll as needed. Maintains confidentiality as appropriate.
  • May perform duties of other department personnel in their absence or as needed, such as posting cash receipts and posting to various ledgers.
  • Performs related duties as assigned.

Requirements

I. JOB REQUIREMENTS AND DIFFICULTY OF WORK:

  • Associate’s degree with completion of bookkeeping courses, or equivalent combination of education and experience.
  • Working knowledge of the Internal Revenue Service requirements for maintenance and issuance of tax forms (1099s and W2s).
  • Working knowledge of standard office policies and procedures and ability to apply such knowledge to a variety of interrelated processes, tasks and operations.
  • Working knowledge of basic bookkeeping principles, and ability to perform simple arithmetic calculations, and maintain and balance accurate records.
  • Working knowledge of standard English grammar, spelling and punctuation, and ability to type with speed and accuracy and properly operate a variety of standard office equipment, including computer, printer, telephone, fax machine, typewriter, copier, scanner, and calculator.
  • Ability to work on several tasks at the same time and complete assignments effectively amidst frequent distractions and interruptions.
  • Ability to effectively communicate orally and in writing with co-workers, other County departments, and vendors, including being sensitive to professional ethics, gender, cultural diversities and disabilities.
  • Ability to understand and follow oral and written instructions, and work alone and with others in a team environment with minimum supervision.
  • Ability to occasionally travel out of town for training and/or meetings, sometimes overnight.


II. RESPONSIBILITY:

  • Incumbent exercises independent judgment and discretion in selecting proper methods and procedures to apply to a variety of interrelated and standard operations and tasks. Choices are made within the prescribed policies and procedures of the department. Errors in decision making or accuracy of work are not readily detected by supervisor review or standard procedural safeguards. Undetected errors may result in loss of time or money for correction and/or inconvenience to vendors.


III. PERSONAL WORK RELATIONSHIPS:

  • Incumbent maintains frequent contact with co-workers, other County departments, and vendors for the purpose of exchanging information, resolving problems, and explaining policies and procedures.
  • Incumbent reports directly to Auditor.


IV. PHYSICAL EFFORT AND WORK ENVIRONMENT:

  • Incumbent performs duties in a standard office environment, which may involve sitting and/or operating a computer for long periods, lifting/carrying objects weighing under 25 pounds, close vision, hearing communication, and handling/grasping/fingering objects. Incumbent occasionally travels out of town for training and/or meetings, sometimes overnight.
  • Degree with completion of bookkeeping courses, or equivalent combination of education and experience.
