Description
An employee in this class performs inspections to ensure compliance with the Town’s engineering and construction standards and specifications. Work involves site visits to ensure proper construction methods are being used to develop new Town infrastructure. Review and track test reports related to asphalt density and concrete strength, to ensure work meets the Town specifications. Work in this class is performed with a high level of independence and judgment. Work is supervised by the Engineering Inspections Supervisor and is evaluated through conferences, review of work results obtained, and overall success of the Engineering Inspections program.
- Uses knowledge of construction inspection standards to evaluate infrastructure work, including subgrade preparation, asphalt and concrete placement, and storm drain installation, ensuring all construction methods meet required specifications.
- Monitors all phases of project development, including pre-construction activities, utility coordination, roadbuilding progress, and post-construction inspections.
- Prepares inspection reports and maintains accurate documentation of work activities and field findings, utilizing the department’s work-order system and the Wake County Inspections Portal.
- Conducts compaction testing for new developments.
- Reviews and tracks test reports for concrete strength and asphalt densities.
- Develops and maintains effective working relationships with sediment and control Inspectors assigned to the Town of Wendell, as well as with developers and their designated representatives, to ensure coordinated compliance with applicable standards and regulations.
- Educates and provides information to citizens, developers, and the general public in relation to applicable laws, town policies, regulations, and codes.
- Attends pre-construction meetings with Town staff, developers, and contractors to review project requirements and ensure alignment with applicable standards and procedures.
- Conducts final punch-list inspections to confirm compliance with Town standards and to identify all items requiring correction prior to final acceptance by the Town.
- Provides guidance to contractors on proper procedures and applicable Town standards.
- Participates in continuing education and professional development workshops, classes, and other activities.
- Performs other related duties as assigned.

Graduation from high school or GED and considerable experience in local government infrastructure inspections, construction, or related field; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities. An associate’s degree in engineering technology, construction management, or related field is desirable.
Special Requirements
Valid North Carolina Driver’s License.
Physical Requirements
Work is generally light work, exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects . Employee must be able to perform normal bodily movements such as balancing, climbing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, and grasping. Employee is required to have close visual acuity to prepare and analyze data and figures, operate a computer terminal, perform extensive reading, visually inspect small defects and parts, and use measurement devices. Employee must be able to speak with others, hear spoken words, and read words and data.
Working Conditions
Work in this class occurs in both inside and outside conditions. When working outside, the employee is subject to both cold and hot weather conditions. The employee is subject to noise, which may require the employee to shout to be heard above the ambient noise level. Employee is subject to vibration, such as exposure to oscillating movements of the extremities or whole body, and is also subject to workplace hazards including proximity to street traffic and moving mechanical parts, exposure to chemicals, oils, fuels, mists, electrical current, and insects. Employee is subject to atmospheric conditions such as fumes, odors, dusts, mists, gases, or poor ventilation and risk of injury from walking on uneven grounds, high weeds, rodents, snakes, and dilapidated buildings.
