Job Summary
The HR Operations Clerk II provides essential administrative and clerical support to the Human Resources department. This position serves as the first point of contact for employees, job applicants, and the public, delivering a professional, welcoming, and supportive experience whether in person or over the phone. In addition to frontline reception duties, this role is responsible for the meticulous maintenance, organization, and compliance of digital and physical employee personnel records.
Essential Job Functions
· Effectively assist the public and employees; answer calls and emails, determine how calls should be routed, address basic HR inquiries (such as job application statuses, office hours, or general policy questions), and route complex issues to specialized HR team members.
· Performs periodic audits of HR files and records to ensure that all required documents are collected and scanned into the HR file.
· Sorts and distributes incoming HR mail and deliveries; prepares outgoing department mail
· Monitors HR office supply inventory; orders general supplies
· Process and enter all authorized payroll rate changes, merit increases, promotion adjustments, terminations, and wage updates into the Paylocity HR system in accordance with approved Request for Personnel Action (RFPAs).
· Responsible for conducting all exit interviews through Paylocity
· Process, compile, and route all Freedom of Information Act (FOIA) and public records requests concerning personnel files, wage data, and HR documents to the Legal Department for review and fulfillment.
· Conduct routine audits of active and inactive physical/electronic files to ensure proper separation of general personnel records, confidential medical records, and drug test results according to state retention schedules.
· Oversee and coordinate the employee service recognition program, ensuring eligible staff are accurately identified, tracked, and recognized for milestone anniversaries in accordance with county policy.
· Directs and manages monthly benefit auditing processes for PEBA offerings, ensuring complete regulatory compliance, data integrity, and seamless vendor coordination.

Requirements
Minimum Education and Experience Requirements
High school diploma or GED equivalent; Associate degree in business administration, human resources, or related field preferred. Minimum of 2–3 years of administrative experience in an HR office or local government setting.
