As the Parks & Recreation and Streets & Drainage Technician, you’ll support the daily work that keeps our parks welcoming and our streets and drainage functioning—combining administrative expertise and project coordination, while providing exceptional service to our residents, visitors, and City staff.

Under limited supervision from the Directors of Parks & Recreation and Streets & Drainage, this position provides advanced administrative, clerical, and technical support to ensure the efficient daily operations of both departments. The Technician performs a wide variety of complex tasks requiring independent judgment, confidentiality, discretion, and strong organizational skills. Responsibilities include greeting and assisting the public, answering inquiries, managing projects, preparing reports, maintaining records, coordinating meetings, supporting budget development, purchasing, drafting communications, conducting research, and providing excellent customer service. This role also assists with Geographic Information Systems (GIS) tasks using ESRI (ArcGIS) software. Employees in this classification regularly resolve non-routine issues and serve as a key point of contact for internal staff, City personnel, and the public. Work is performed with latitude for independent decision-making and is reviewed by the Directors. Performs related duties as assigned.

Hourly Pay Range:
$25.66 - $29.03 DOQ

Work Schedule:
This position is designated as an on-site role requiring regular attendance during normal business hours:

Monday through Friday
7:00 a.m. – 4:00 p.m.

Regular and dependable attendance is an essential function of this position.

Special Requirements:
  • Occasional evening attendance at Parks Board meetings.
  • Flexibility to work evenings, weekends, holidays, or outside normal business hours as needed to support City operations and special events.
  • Participation in Emergency Management activities, including reporting for duty before, during, or after emergencies or disasters as assigned.
ESSENTIAL JOB FUNCTIONS

  • Manage administrative support tasks for the Directors and Departments, including complex assignments, prioritizing workload, and meeting deadlines.
  • Perform receptionist and clerical duties such as greeting visitors, responding to phone and email inquiries, providing general information, processing documents, data entry, filing, and maintaining departmental logs.
  • Establish and maintain office systems, including files, records, forms, documentation, mail routing, and project management.
  • Prepare, compose, and distribute materials such as memos, correspondence, reports, purchase orders, resolutions, certificates, summaries, and responses to inquiries.
  • Ensure timely relay of information and requests to appropriate staff; elevate critical matters when necessary.
  • Exercise independent judgment while maintaining strict confidentiality of business, employee, and customer information.
  • Demonstrate and maintain strong customer service skills when interacting with coworkers, internal customers, and the general public.
  • Serve as purchasing agent for Parks & Recreation and Streets & Drainage, handling equipment and capital improvement purchases.
  • Draft Requests for Proposals and contracts; upload RFPs, bids, and documents into internal software; advertise through approved sources.
  • Act as liaison to the Finance Department, ensuring budget lines are monitored and reported appropriately.
  • Assist field staff with weekly time entries and communicate issues to Payroll.
  • Create and monitor budget accounts; review receipts, POs, and encumbrances to resolve discrepancies.
  • Reconcile purchasing card statements and process payments; create and track requisitions.
  • Prepare staff reports, agendas, ordinances, and resolutions using Municode software.
  • Provide timely department information for City social media and website updates.
  • Read and interpret documents such as easements, legal descriptions, and utility data.
  • Coordinate travel and training for department staff, including registration, lodging, and required documentation.
  • Operate office equipment including computers, Microsoft Office, databases, word processors, scanners, and copiers.
  • Communicate with field personnel regarding work orders, maintenance needs, and emergencies.
  • Submit utility line location requests prior to construction activities.
  • Maintain organized records, files, and documentation.
  • Coordinate meetings and training; prepare and post agendas and minutes; attend meetings as directed.
  • Support Parks Board operations, including agenda preparation and posting.
  • Assist with bid openings by distributing packages, receiving bids, maintaining logs, and forwarding information.
  • Upload documents into City retention software.
  • Attend meetings concerning utilities, construction projects, and other departmental matters; may record minutes.
  • Order supplies, maintain inventories, and complete errands such as document delivery and signature collection.
  • Adhere to City safety guidelines; maintain a clean and safe work area.
  • Assist with special projects, project tracking, receiving quotes, ordering materials, and other tasks assigned by the Directors.
  • Maintain GIS databases and related links; read and interpret civil engineering plans, plot maps, legal descriptions, and utility data; enter data into GIS.
  • Help maintain the Streets & Drainage digital dashboard for road condition monitoring.
  • Compile weekly Parks & Recreation and Streets & Drainage reports for submission to the City Manager.
  • Coordinate with Fleet Mechanics regarding equipment monitoring using SAMSARA software.
  • Perform or establish procedures for clerical functions including filing, correspondence, information tracking, and departmental recordkeeping.
  • Maintain confidentiality at all times.
  • Other duties as assigned.
Emergency Management:
Participates in Emergency Management operations as assigned.  Must complete required training.Education and Experience
  • High School diploma or GED
  • Minimum of three (3) years progressively responsible clerical experience that demonstrates the ability to function with considerable independence.
  • Advanced office and computer skills are a must.  Experience using Municode, SAMSARA, and ESRI Software is a plus.  
  • Any equivalent combination of training and experience which demonstrates the required knowledge, skills and abilities to perform the duties will be considered.
  • Bi-lingual proficiency in Spanish is preferred but not required.  
Licenses and Certificates:
Must have and maintain a valid Texas Class C driver's license with an acceptable driving record throughout employment with the City.

Knowledge, Skills, and Abilities
  • Working knowledge of practices, principles and techniques used in Parks & Recreation and Streets & Drainage projects including civil engineering basics, architectural and electrical engineering design, drawings, and construction; methods and materials used in construction and maintenance of parks, playgrounds, utilities, streets and roads; standards, codes, ordinances, laws, and regulations governing engineering, construction, and inspections of Parks & Recreation and Streets & Drainage projects.
  • Thorough knowledge of modern office practices and procedures, file and records maintenance principles and practices.  
  • Proficiency with Microsoft Office Suite and related municipal software applications.  
  • Working knowledge of budget development and implementation principles.  
  • Ability to utilize ESRI Software (ArcGIS) for digitizing and data manipulation procedures, utilizing geographic information systems.  Must be familiar with geographic principles and database design.  
  • Strong written and oral communications skills for effective expression of concepts.  
  • Proficiency in keyboarding, preparation of memos, official correspondence, and minutes.   
  • Ability to exercise sound judgment and make independent decisions in accordance with established policies and procedures.  
  • Ability to establish and maintain effective working relationships with directors, superintendent, support staff and other departments/agencies position interacts with.
  • Strong organizational and analytical skills.
  • Ability to maintain confidentiality and use exercise discretion.
  • Ability to interact professionally, courteously, and tactfully with the public.
  • Ability to operate modern office equipment.
  • Ability to add, subtract, multiply and divide; calculate decimals and percentages.

Physical Demands and Working Environment:
  • Work is primarily sedentary with extended periods of computer use. Duties may also include walking, bending, light lifting (5–20 lbs), driving, or moderate lifting (20–50 lbs.). Most tasks occur in a standard office environment with occasional exposure to dust or pollen.

Sensory Requirements:
  • Some tasks may require sound perception and discrimination. 
  • Some tasks may require visual perception and discrimination.
  • Some tasks may require oral communications ability.
