Position Description

The mission of the Anoka County Finance Department is to enrich our community by providing quality services and assuring financial integrity. The Budget Analyst supports the preparation, maintenance, and analysis of Anoka County’s budget. This role involves organizing financial information, developing budget reports, monitoring spending and preparing cost-benefits analyses. The analyst supports county leadership by identifying opportunities to improve efficiency and effectiveness while ensuring financial accuracy and responsible use of public funds.

This is a full-time, exempt, hybrid position. Interviews will take place the week of October 5th, 2026 for those selected to move forward in the hiring process. 

Pay & Benefits

  • Anoka County Salary Schedule Grade 32: $64,480 to $90,230 annually ($31.00 to $43.38 per hour).

Work Location

  • This position will work at the Anoka County Government Center, 2100 3rd Ave, Anoka, MN, 55303.

  • Upon successfully completing probation, this position may be eligible for flexible work arrangements, including hybrid work, with some days working remotely and some days working in the office as business needs allow.

  • Expected work hours are Monday – Friday 8:00 a.m. – 4:30 p.m.

Job Duties and Responsibilities
These examples are not all inclusive and are intended to be illustrative of primary responsibilities of an Anoka County Budget Analyst.

  • Update and maintain the budget model to reflect process changes, analyze budget trends, and recommend adjustments.

  • Coordinate with leadership and participate in the preparation of Anoka County’s annual budget.

  • Review proposals for completeness, accuracy and compliance.

  • Vet funding requests for merit and authenticity.

  • Conduct research and recommend level of funding appropriate for inclusion in the budget.

  • Prepare budget reports, budget analysis, and fund balance analysis.

  • Monitor and ensure adherence to the budgeted levels and fund balance projections.

  • Analyze revenue, expenses, and capital expenditure trends to identify variances and support forecasting.

  • Participate in the development of the Anoka County’s Capital Improvement Plan and oversee capital, furniture, equipment and software budgets. Monitor county capital planning process.

  • Administer Anoka County’s performance measurements and evaluate the impact of changes proposed through Federal and State mandates, laws, statutes, and accounting pronouncements.

  • Monitor spending and forecast balance levels to designate reserves and project adequate tax levy during budget process.

  • Provide guidance and explain budget and financial policies, procedures and concepts.

Qualifications and Requirements:

Minimum Knowledge, Skills, and Abilities Needed

  • Bachelor’s degree.

  • Two years (2,080 annual hours) of job-related experience in accounting, finance, budget or closely related experience.

  • In lieu of the required education, an equivalent combination of education and experience may be substituted on a year-for-year basis.

Preferred Knowledge, Skills, and Abilities Needed

  • Degree in accounting, business, finance or related field.

  • Three or more years (2,080 annual hours) of job-related experience in accounting, finance, budget or closely related experience.

  • Possess a Certified Public Accountant (CPA) or Certified Public Finance Officer (CPFO) license.

  • Knowledge of Generally Accepted Accounting Principles (GAAP), financial systems and county organization and operation and ability to apply that knowledge.

  • Ability to analyze, develop and interpret rules, regulations, policies and practices.

  • Strong verbal and written communication skills.

Physical Demands and Work Conditions

  • Standard office environment.

  • Vision abilities required by this job include close vision, distance vision, and the ability to adjust focus, such as to work on computers. Ability to see colors, shades, and brightness.

  • Hearing abilities required for general and phone communication, signals, and machine sounds.

  • Assignments are sedentary, occasionally alternating between sitting, standing, walking, crouching, and kneeling as required to perform job responsibilities. Frequent wrist and finger manipulation to complete computer work.

  • Occasional lifting of 10-20 lbs.

  • Equipment used includes computers, phones, and standard office equipment.

  • Occasional travel to other county work sites as needed. Travel between work sites may require driving a county vehicle and/or a personal vehicle.
