Organizational Context and Scope
Established in 1951, Client is a leading inter-governmental organization providing services to governments and migrants in the field of migration. With its 173 member States and offices in more than 100 countries, Client is dedicated to promoting humane and orderly migration for the benefit of all. As part of its efforts to promote women's empowerment, and enhance gender-based violence (GBV) prevention and response in humanitarian actions, the Protection Unit through its implementing partners supports integration of gender-based violence prevention and women's participation initiatives into all programme activities, ensuring that Client's humanitarian response is provided in a way that ensures gender equality, meaningful access to life saving services by vulnerable populations and fosters participation and empowerment of women and girls.
Under the overall supervision of the Protection Coordinator and direct supervision of the National GBV Officer, the incumbent will support the coordination, implementation and monitoring of the provision of GBV risk mitigation, prevention and response services to vulnerable populations by the GBV caseworkers under the Canada Project.
Responsibilities and Accountabilities
- In close coordination with the Programme Officer (GBV), National Officer (GBV), and the Protection Field Coordinator, support in the planning, implementation, monitoring and reporting of Client's gender equality and GBV activities in Karachi, Sindh.
- Monitor the provision of GBV cases management services by the caseworkers by ensuring adherence to SOPs, implementation of activities according to established workplans plans; analyse implementation challenges and make recommendations for adjusting implementation modalities and work plans to best reflect the changing environment in the field.
- Provide day to day technical support, supervision and mentorship of GBV caseworkers to enhance their capacity to deliver timely and quality case management services including referrals to service providers.
- In collaboration with the National GBV Officer and Protection Field Coordinator, act as Focal Point for the planning, logistics, and implementation of GBV activities including preparation of trainings, workshops, gender/GBV assessments and field visits among others.
- Develop and maintain contact with relevant stakeholders including government stakeholders, community leaders and other humanitarian partners and service providers to strengthen access to services and build support for survivors.
- Conduct regular field visits to project locations to ensure adherence to Client's and InterAgency Standard Operating Procedures (SOPs) on GBV, monitor service delivery, conduct periodic meetings to discuss challenges, conduct ad hoc follow-ups, as well as identify capacity-building needs of the caseworkers and stakeholders.
- Contribute to continuous capacity building of Client staff, IPs staff, and stakeholders on GBV risk mitigation, prevention and response through trainings, workshops, and the provision of technical guidance to strengthen GBV programming, in addition to contributing to the review and development of training content and Information, Education and Communication (IEC) materials for GBV trainings and Awareness raising
- Support in monitoring gender and GBV trends, gaps, and needs in target locations and coordinate with the Programme Officer GBV and Narional GBV officer to address identified gaps and needs.
- Monitor and ensure all reporting tools and templates are used by the caseworkers correctly, in a timely manner, and are duly submitted to the relevant Client staff for further processing including reporting.
- Identify and document good practices and lessons learned; and contribute to the adaptation of project workplans and activities as maybe necessary, including supporting the development of Standard Operations Procedures (SOP) and new GBV projects.
- Participate in GBV related meetings, maintain effective liaison and coordination with local authorities, partners, United Nation agencies, intergovernmental and non-governmental organizations, and other stakeholders as may be relevant.
- Support the Humanitarian, Resilience and Recovery Division (HRRD) and the Protection Unit with other tasks and activities as requested, including but not limited to conducting field visits, and organizing key informant interviews (KIIs), focus group discussions, awareness raising sessions and other activities.
- Assist with other tasks, as may be required.
Required Qualifications and Experience
EDUCATION
- High School Degree with 7 years of experience; or
- Bachelors or Equivalent or Higher degree in development studies, political sciences, social sciences, gender studies, law, human rights or other relevant field from an accredited academic institution with 5 years of relevant professional experience.
EXPERIENCE
- Experience working on general protection, child protection (CP), gender-based violence (GBV) , including working in direct contact with beneficiaries.
- Previous experience in protection and GBV information management is an assest.
- Understanding of the protection and GBV sector in Pakistan, its challenges, priorities and existing referral pathways, and demonstrated knowledge of principles applying to safe referrals.
- Good experience in providing technical guidance and capacity building on general protection, GBV, CP and other cross-cutting issues.
- Understanding of critical issues around data protection principles and knowledge of safe, confidential and ethical data collection, processing and analysis.
- Advanced computer skills and literacy (MS Word, Power Point) and proficiency in Excel.
- Knowledge of the Afghanistan crisis in Pakistan and understanding of issues related to Afghan migrants and host communities in Pakistan.
SKILLS
- In depth knowledge of the broad range of migration related subject areas dealt with by the Organization; and,
- Knowledge of UN and bilateral donor programming.
- Knowledge of financial rules and regulations.

For this position, fluency in English and Urdu is required (oral and written).
DESIRABLE
Working knowledge of Pashtu, Dari or any other local language/s.
