Purpose
Provide leadership under the direction of PDO (Project Delivery Organization) Taiwan EPC General Manager to plan, organize, and manage construction resources and field activities executed within Taiwan with full responsibility and accountability on construction safety, quality, schedule, and cost.
Manage and drive construction contractors on construction plans, EHS plans, mobilization plans, etc. and supervise construction contractors for their construction activities to meet committed performance on safety, quality, and schedule.
Foster effective working relationships across site Operation, contractors, Commissioning, etc. to develop and encourage consistent work practices and functional tools.
Nature and Scope
This position is a manager role for Taiwan Construction Team. The incumbent is accountable for the management of all aspects of construction engineering across the project types from ASU, middle Electronics Tonnage TN/HPN/VSA/PHG to bulk gases and pipeline. All site construction representatives (site supervisors) and functional construction engineers such as scheduling experts, mechanical superintendent, E&I superintendent, safety superintendent, machinery installation experts, material controllers, etc., will directly report to this job holder.
Accountabilities of this job holder include competence development for site construction representatives, functional superintendents, and the management to ensure and improve our competitiveness and compliance with all safety requirements, opportunity bidding support, project construction execution support, and oversight as well as key skill assessment, resource planning, and employee career development. Additional specific accountabilities include Product development supporting, implementing value engineering into future construction/pre-commissioning, and working closely with Proposal Development, Project Management and Plant Design Functions, etc.
The incumbent is expected to be experts on construction management to ensure construction safety, cost in-budget, and schedule on-time through developing more competent internal functional experts and capable site representatives, as well as qualified construction contractors and provide excellent construction services to project execution for the Company.
Ensure Air Products global and reginal construction procedures, work instructions, and job aids are fully implemented, such as Construction Execution Plan (CEP), Path of Construction (POC), Construction Readiness Review (CRR) and Advance Working Package.
Principal accountabilities
Overall accountabilities are to make sure the construction meets project defined safety, quality, schedule and cost target and ensure PDO policy, engineering procedures, and working instructions for fully implementation.
Support proposal development activities on biddings, work with proposal engineers and project managers to align preliminary construction execution strategy, schedule, and key schedule milestone, and provide estimation about costs and man-hours for construction engineering management.
Prepare conceptual layout for laydown area and temporary facilities. Work with project manager and procurement to develop contract outsourcing strategy (e.g., fixed price, bill of quantity, reimbursable, cost-plus fixed fee, etc.) and select sub-contractors in bid list with considerations on the capabilities, previous history, experience, closing reports, and contractor evaluations.
Ensure construction fields are adequately staffed in a timely manner to support construction execution after adequate training and pre-trip briefings are given to those deployed to the site and agree on assignment conditions.
Ensure regular reports of each site are posted timely and appropriately, outstanding issues to be identified, such as schedule delay, potential claims, authority issues, industrial relations issues, remedy measures, etc. to be placed in a timely fashion.
Oversee, coach, and coordinate work of field representatives and ensure all work procedures and instructions are implemented with high compliance rate.
Develop resource plan for all committed projects and provide demands on contracted employees if necessary. Identify high-potential and high-performer and develop individuals’ career development plans.
Regularly inspect and audit sites and provide instructions to field management improvements and correction advice for non-compliance conditions or behavior.
Work closely with Asia Construction Manager and ensure the global and Asia regional initiatives are fully executed and reported out.
Work with HR on employee/ labor issues. Complete employee Performance Development and Review for direct reports.
Lead warehouse supervisors and manage construction materials
Job Requirements
The job incumbent is expected to:
Possess Bachelor or above in engineering major.
Be sophisticated on managing/supervising mechanical construction, piping erection, crane lifting, etc.
Have 15~20-year work experience in a similar work environment, i.e. Construction Engineering Industry.
Demonstrated experience in leading successful teams, in particular, where traditional strategies are challenged to enhance competitiveness.
Have demonstrated skills in strategic thinking, employee development, resource planning and development.
Be in depth working knowledge of all of the technologies as well as a comprehensive understanding of key engineering work processes, such as site safety management, construction work process, quality assurance, control system, cost control, change management, and strong skills on schedule control tools operating.
Have strong influencing skills to effectively manage regional activities.
Demonstrate a proven ability to clearly communicate technical issues within the company as well as an ability to handle multiple demands.
Drive for commitments that are essential to successfully fulfill this role.
Be able to read, write and speak English and Chinese fluently.
