The Organization:
Brushy Creek Municipal Utility District is home to 18,000+ residents. Formed initially as Williamson County Municipal Utility District No. 2 in 1977, BCMUD provides water and wastewater services, recreational activities, beautiful gardens, parks, and miles of trails through the Brushy Creek community. BCMUD operates four swimming pools, four tennis courts, and a disc golf course throughout the community.
At the heart of our District is the Brushy Creek Community Center. Our Community Center features two gyms, two racketball courts, weight room, rock wall, and recreational programming, including various fun activities, educational and fitness classes.
Brushy Creek employs approximately 190 seasonal, part-time, and full-time team members.
Human Resources Specialist:
Brushy Creek Municipal Utility District is seeking a highly organized and customer-focused Human Resources Specialist with a primary focus on recruitment and benefits administration. This position plays a key role in attracting and onboarding top talent, administering employee benefit programs, and supporting employees throughout the employment lifecycle. The ideal candidate thrives in a fast-paced environment, effectively manages multiple priorities, and delivers exceptional customer service while maintaining accuracy and confidentiality.
This position plays a key leadership role in advancing community engagement, maintaining high safety standards, and supporting the District's mission and brand-The Brushy Creek Life.
Essential Functions:
- Coordinate full-cycle recruitment activities, including job postings, applicant screening, interviews, candidate communications, and onboarding.
- Administer employee benefits, leave programs, and benefits enrollment processes.
- Serve as a resource for employees and managers regarding benefits, policies, and HR procedures.
- Maintain HRIS records, personnel files, and compliance documentation.
- Support employee engagement, training coordination, and HR reporting.
- Successfully manage multiple assignments, interruptions, and deadlines while maintaining a high level of customer service and attention to detail.
Minimum Requirement:
- Bachelor's Degree in Human Resources, Business Administration, Communications or related field; or equivalent combination of education and experience required.
- Four (4) or more years of Human Resources experience, with significant responsibility for recruitment and/or benefits administration.
- Experience supporting multiple HR functions such as recruitment, benefits administration, employee relations, and performance management.
- Experience working in a fast-paced environment, managing competing priorities, frequent interruptions, and multiple deadlines.
- Strong communication and interpersonal skills with the ability to work effectively with employees and managers at all levels.
- Proficiency with HRIS systems and Microsoft Office applications (Word, Excel, Outlook).
Preferred Requirements:
- HR certification (e.g., PHR, SHRM-CP)3–5 years of progressively responsible HR experience in a generalist role.
- Experience working in a public sector, municipal, district, or similarly regulated environment.
- Working knowledge of federal and state employment laws, including FMLA, ADA, FLSA, and EEO compliance requirements.
