Within TMD, the Information Security Supervisory Department (ISSD) combines proactive cyber defense with strategic information security, privacy, and data governance to protect the company’s global assets and data

The Information Security & Privacy Governance Department (ISPD) enables and accelerates business growth by establishing, maintaining, and enhancing robust information security, privacy, data, and AI governance frameworks across the Rakuten Group. We ensure Rakuten's global operations are secure, compliant, and innovative by adhering to regulatory requirements, providing comprehensive employee training, strategically managing data assets, and governing AI responsibly.

The ISPD Operation Section reports directly to the Head of Department (Executive Officer) and is responsible for cross-functional strategic planning, executive reporting, governance committee operations, performance management, and the execution of strategic programs across the organization.

This position supports the Group CIO (Representative Director, Executive Vice President), who leads the Technology Division, and the Group CISO (Senior Executive Officer), and is responsible for driving strategic initiatives, organizational performance management, executive reporting, and cross-functional program execution across the ISPD organization.

Acting as a bridge between executive leadership and operational teams, the successful candidate will collaborate with multiple stakeholders to drive key initiatives and contribute to Rakuten Group's Information Security, Privacy, and AI Governance strategy.

Position Details

・ Plan and manage the Group Information Security & Privacy Committee

・ Coordinate CIO and CISO governance meetings, including agenda management and follow-up actions

・ Support executive decision-making through issue escalation and management reporting

・ Develop reports and presentation materials for the Board of Directors, Executive Management Meetings, and senior leadership

・ Manage, analyze, and improve departmental KPIs and KGIs

・ Prepare executive-level presentations and strategic communications

・ Coordinate corporate reporting activities across global offices and business units

・ Plan and drive cross-functional programs and projects across the ISPD organization

・ Track and manage key CISO initiatives and strategic programs

・ Facilitate alignment among multiple departments and drive issue resolution

・ Establish and maintain project governance and risk management frameworks

・ Contribute to the preparation of Integrated Reports, particularly in Information Security and Privacy domains

・ Support ESG disclosures and investor communications related to security, privacy, and governance

・ Assist with external reporting and communications regarding Information Security and Privacy initiatives

Mandatory Qualifications:

・ Minimum 3 years of experience in Project Management or Program Management involving multiple stakeholders and cross-functional organizations

・ Experience preparing reports and presentation materials for executive leadership, board meetings, or management committees

・ Experience facilitating meetings and coordinating discussions in both Japanese and English

・ Experience in data analysis and KPI/KGI management

・ Fundamental knowledge of IT systems, governance, Information Security, or related disciplines

Desired Qualifications:

・ Information Security or IT-related certifications (e.g., Information Security Management Examination, or equivalent Vendor Security Certificate)

・ Professional experience in Information Security, Privacy, Data Governance, or AI Governance

・ Knowledge of Corporate Governance and related regulatory requirements

・ Experience preparing Annual Securities Reports, Integrated Reports, or corporate disclosures

・ Experience in PMO, Chief of Staff, Corporate Planning, Business Planning, or Strategy functions

・ Experience working within a global organization
