Operations Field Safety Specialist

Overview

**Hawai‘i Gas is seeking to fill three Operations Field Safety positions. Candidates may be considered at either the Specialist or Manager level based on their qualifications, experience, and demonstrated level of expertise. The final combination of Specialist and/or Manager positions will be determined based on business needs and qualifications.  This position may be based at various locations statewide.**

 

PURPOSE STATEMENT:

The Operations Field Safety Specialist supports Hawaii Gas' commitment to workplace safety by implementing safety and regulatory compliance programs, policies, and procedures. This position provides field-based safety coaching and oversight for Operations and LPG delivery personnel, partners with Operations to promote safe work practices, and performs administrative responsibilities including developing safety procedures, monitoring safety performance metrics, coordinating safety training, and preparing compliance reports. The Operations Field Safety Specialist serves as a trusted safety resource, fostering a proactive safety culture and ensuring compliance with applicable regulatory requirements.

Responsibilities

ESSENTIAL FUNCTIONS/RESPONSIBILITIES:

• Provides field safety technical support and guidance during the planning and execution phases of field projects.
• Instructs employees on safe work practices, including identification and correction of hazards.
• Conducts field/job sites, inspections, audits, and incident investigations at Company facilities statewide.
• Prepares job hazard analysis as needed for work plans and field projects.
• Documents field safety compliance, provides guidance on corrective actions and tracks completion.
• Evaluates facilities, machinery, and worksites and/or safety equipment to identify and ensure correction of potential hazards and to ensure safety regulations compliance.
• Conducts safety compliance training in collaboration with Operations and EHS partners.
• Develops and delivers safety communications including but not limited to Operations safety briefings, toolbox talks, safety flashes, lessons learned, and safety communications for employees, supervisors, and contractors.
• Leads investigations for injuries, motor vehicle incidents, near misses, and safety concerns, including facilitating root cause analysis and corrective action development.
• Facilitates and assists with documentation of incidents and injuries, prepares incident information for submittal to regulators.
• Provides mentoring for field crews to ensure consistent implementation of safety practices across multiple field crews and locations.
• Collects safety performance data and develops recommended strategies for safety performance improvement.
• Develops proactive safety and health procedures for integration into organizational operating policies.
• Provides technical guidance and mentorship to junior safety staff, Operations supervisors and field staff.
• Serves as safety liaison with outside organizations, including fire departments, local emergency management organizations, and emergency response rescue
• Stays current on changes in regulatory requirements and advancements in safety knowledge, actively shares insights with colleagues, and leads integration of relevant updates into organizational procedures.
• Supports emergency preparedness and response planning, including facilitation of drills and incident management activities.

OTHER FUNCTIONS/RESPONSIBILITIES:

• Complies with all safety rules and cooperates in the fullest in the promotion of safety and safe work habits, to include the reporting of any unsafe conditions or acts. Maintains all EH&S training on a current basis.
• Complies with all applicable corporate and Hawaii Gas policies and procedures.
• Maintains assigned work area and equipment in a clean, orderly and safe manner; performs housekeeping duties as required and/or instructed. Works in a safe and responsible manner.
• Performs all other related duties as instructed by supervisor/manager.

Qualifications

Required Education and/or Work Experience:

• High school diploma.
• Three years of field experience in the construction industry and/or construction health and safety.
• Experience with understanding and applying safety policies, procedures, and regulatory requirements.
• Proficient in the MS Office suite of tools (Word, Excel, and PowerPoint).

Preferred Education and/or Work Experience:

• Bachelor’s degree in Occupational Health & Safety, Engineering, Chemistry, or related
• Five years of experience in an occupational health, safety and environmental role in the energy, construction, manufacturing, or process plant industries.
• Knowledge of applicable OSHA and HIOSH regulations, including General Industry and Construction
• Knowledge of FMSCA regulations and standards.
• Experience in preparing and delivering worker health and safety training
• Experience in emergency preparedness and response.
• Industrial Hygiene, Emergency Preparedness, and / or Security experience.

Required Licensure, Certification, Registration or Designation:

• A valid driver’s license to operate a motor vehicle in Hawaii.

Preferred Licensure, Certification, Registration or Designation:

• Associate Safety Professional (ASP).
• HAZWOPER certification.
• Construction Health and Safety Technician (CHST).
• Safety Management Specialist (SMS).
