Title: Deputy Attorney General

 

Unit: Utility Regulation

 

Salary Range: Commensurate with experience and qualifications

 

Location: Oklahoma City, OK

 

Position Summary

 

The Office of Attorney General’s Utility Regulation Unit represents and protects the interests of the state’s utility consumers (ratepayers) in administrative and civil proceedings affecting utility rates, charges, and terms and conditions of service. The Attorney General is the State’s principal consumer advocate, working to keep utility customer’s rate reasonable and affordable. The successful candidate will primarily advocate for ratepayers in proceedings before the Oklahoma Corporation Commission (“OCC”), including researching, analyzing, and presenting complex financial and legal information.

 

Essential Functions

  • Advocate for utility consumers in proceedings before the Oklahoma Corporation Commission through oral presentation and motion practice;
  • Appear before state appellate courts and federal administrative agencies on public utility rate issues;
  • Mediate or negotiate large-stakes issues with interested parties in proceedings;
  • Research, analyze, and present complex financial and legal information tailored to the targeted audience;
  • Supervise, direct, and marshal unit staff duties and responsibilities;
  • Manage employment or staffing decisions in conjunction with OAG senior staff;
  • Coordinate and promote collaboration within teams of attorneys, accountants, and analysts;
  • Advise the Attorney General and senior OAG staff on issues, arguments, and cases pending before the Corporation Commission or on appeal;
  • Provide counsel on proposed legislation affecting public utilities and the Attorney General’s role in advocating for utility consumers before the Corporation Commission;
  • Establish and effectively maintain positive relationships and provide clear communication with outside stakeholders, the Federal Energy Regulatory Commission, Southwest Power Pool, partners, and the public; and
  • Other duties as assigned.

 

Required Qualifications:

A qualified candidate must be a licensed attorney in the State of Oklahoma with a minimum of four years’ experience in the practice of law, including substantial litigation and/or administrative experience. The ideal candidate will have substantial experience in areas of litigation and/or administrative practice, including discovery, hearings, and preparing written legal briefs. He or she must be a critical thinker, self-starter, and organized presenter. He or she must appreciate that politics will play a recurring role in all aspects of the job. Preference will be given to candidates with substantial experience in public utility rate regulation, accounting, finance, and/or energy markets. Some travel is required.
