The Accounting Manager oversees accounting, billing, accounts payable, accounts receivable, and purchasing functions. This role is involved in grant applications, budget and financial reporting, fiscal audits, and financial compliance. The position serves as a liaison between the department, the County Finance Department, outside agencies, and internal department staff regarding financial matters. This position may act as the Chief Financial Officer (CFO) during a temporary absence of the CFO. 

Knowledge, Skills, and Abilities

The individual in this role is expected to possess and exhibit the following knowledge, skills, and abilities.


Knowledge

  • Thorough knowledge of modern office management practices and methods.
  • Thorough knowledge of accounting principles, practices and techniques.
  • Considerable knowledge of record keeping methods and requirements.
  • Considerable knowledge of Business English, spelling, grammar, composition, and formats.
  • Reasonable knowledge of public operations, policy and procedures.  Ability to answer questions, provide services, and serve as liaison for Departmental Administrator.
  • Working knowledge of federal and state statutes that affect health care.
  • Basic knowledge of legal documents and terminology.
  • Knowledge of fiscal policies and procedures to ensure compliance with all County, Federal, and State guidelines.
  • Knowledge of financial analysis methods and reporting practices for budget planning, oversight, and tracking.


Skills

  • Skill in operation of modern office equipment and machinery.
  • Skill in processing information and use of automated equipment.
  • Skill in report and budget preparation.
  • Skill in managing and reviewing fiscal-related tasks, including budgeting, financial tracking, and reporting.

Required Qualifications (Minimum qualifications for this role)

Education

  • Bachelor's degree in accounting or related field.
  • Equivalent experience may be substituted for educational requirements. Amount of additional experience acceptable: Four (4) years.

Experience

  • Three (3) years progressively responsible management or supervisory experience.

OR

  • Any satisfactory combination of experience and training.

Certifications or Licenses

  • N/A

Preferred Qualifications

  • Experience in Health Care regulatory environment preferred but not required. 
  • Graduate degree or Advanced Accounting Certification preferred but not required.
  • Experience with grant related budgeting and reporting preferred.
  • County governmental experience preferred. 

Other Qualifications

  • Must pass a pre-employment criminal history background investigation.

Duties assigned to this classification include, but are not limited to, the following examples.

  • Manage the financial aspects of the Departmental Administrator’s office, which includes directing department fiscal activities, ensuring compliance with rules and regulations, and maintaining accuracy in financial statements.
  • Oversee financial activities for the Department: reporting, audits, general ledger, etc. 
  • Develop, interpret and monitor departmental fiscal plans/budgets, and policies and procedures. 
  • Provide financial input for grant writing, reporting, and auditing. 
  • Develop pricing strategies.
  • Monitor cash flow, costs, and revenue for the department. 
  • Prepare and present financial statements and operating reports. 
  • Maintain accurate and timely accounting records. 
  • Manage department and grant budgeting and tracking, ensuring compliance with Federal, State, Local, and Health Council Board requirements. 
  • Prepare and submit Monthly, Quarterly, and Annual fiscal reports for internal and external agencies.
  • Provide technical assistance on financial/budgetary matters to department staff and County Treasurer’s Office. 
  • Supervise and coordinate work activities of clerical and/or accounting support staff and grant specialists. Offer assistance as needed and determine efficient and effective solutions when problems arise. 
  • Ensure work complies with  Generally Accepted Accounting Principles (GAAP) and appropriate legal and regulatory standards.  
  • Involved in selection, training, review and evaluation of work performance of accounting staff. 
  • Interpret policy and procedures.
  • Establish and maintain record keeping and retention systems. 
  • Prepare correspondence, reports, statistical and financial data and other materials of an important or confidential nature. 
  • Assist in the development and management of contracts and agreements.
  • Interpret department policy and procedure to department heads, public officials, employees and the public. 
  • Serve as principal liaison between department and external accounts and agencies responsible for financial audits.

  • This role encompasses supervisory responsibility, including the following tasks:

  • Directly manage team members, including training, assigning, and directing work, evaluating performance, disciplining as necessary, and addressing employee concerns and grievances.

  • Provide team members with regular feedback on performance, including frequent informal feedback, annual performance reviews, assisting with professional development, and making recommendations for employee separations, promotions, or special assignments.

  • Participate in the recruitment of new employees, including interviewing and making hiring recommendations/decisions and compensation recommendations.

  • Disseminate, implement, and enforce organization and team standards, policies, and procedures, including providing proper guidance to those carrying out related duties.
Supervisory Controls
  • Works independently within a broad framework, managing a complex area of responsibility. The supervisor provides direction on overall goals, and performance is reviewed periodically based on outcomes and expected results.

The work area is adequately lighted, heated, and ventilated.
