Human Services Program Manager

Regular Schedule 35 Hours.  Pay Schedule XII, Grade 1M

A vacancy exists in the Bureau of Community Health Services, Department of Health and Human Services.

EXAMPLES OF DUTIES

Under direction, develops, administers and convenes a collaborative initiative connecting public, private, and non-profit partners to enhance sustainable, equitable food access for high-risk communities through education and resource development. 

EXAMPLES OF ESSENTIAL DUTIES

• Provides programmatic support for the implementation of Baltimore County Food Security Council initiatives, policies and procedures with goal of enhancing food security across Baltimore County. 
• Conducts short-and long-range planning, monitors and evaluates overall program effectiveness and recommends modifications as necessary. 
• Coordinates the program with other County, State, and community resources and programs. 
• Prepares grant proposals and other reports pertaining to the program. 
• Seeks appropriate grant opportunities. 
• Prepares and monitors the budget and tracks performance measures for the program. 
• Prepares or reviews legislation pertaining to the program. 
• Develops and maintains management information systems. 
• Serves as the first point of contact for the Council and represents the Council at all meetings, conferences and community engagement events. 
• Represents and provides reports on behalf of the Food Security Subcommittee under the Local Health Improvement Coalition (LHIC), and develops actionable items for the LHIC Action Plan. 
• Develops public and in-service educational sessions and strengthens community partnerships thought outreach, engagement and event participation.  
• Selects and evaluates subordinate employees and/or service providers within the program. 
• Provides technical or program supervision to subordinate supervisors, case managers, and/or service providers. 
• Provides administrative supervision to professional clinicians and clerical staff. 
• Oversees the daily operation of the program 
• Provides program and case consultation to other community agencies or organizations. 
• Handles difficult or unusual cases including formal case reviews. 
• Resolves complaints.

Examples of Other Duties

• Prepares reports for public distribution. 
• Reviews and approves minutes.

Required Qualifications
Graduation from an accredited college or university with a bachelor's degree in public health, health education or social science
plus
at least four years' experience providing human services, convening, coordinating, planning and implementing large multi-agency workgroups, coalitions and/or councils

(Additional experience in providing human services may be substituted on a year-for-year basis up to a maximum of two years for the required education. Experience in the supervision and management of a human services program that includes the tracking of data and outcomes, including focus groups, surveys and reporting results may be substituted on a year-for-year basis up to a maximum of four years for the required education.)

Knowledge, Skills, and Abilities (Entry Level):

• Thorough knowledge of the theory and practices of provision of human services in the appropriate specialty of food security and/or social determinants of health, including knowledge of group dynamics, convening and managing interagency groups and ability to collect, organize and analyze data into reportable outcomes. Knowledge of budget and personnel management principles and practices. Knowledge of the Open Meetings Act.

• Verbal and written skill necessary to present presentations and conduct public speaking engagements, draft grant proposals, complex reports, and legislation. Good interpersonal skills including utilization of social media platforms. Skill in development and implementation of policies and procedures. Skill in planning, coordinating and facilitating interagency groups. Skill in analytic and problem-solving.  Skill in planning, facilitating and managing large interagency groups. Skill in interpreting rules, regulations, guidelines, policies, and procedures. Skill in preparing and monitoring a program budget.

• Ability to identify community needs and to design and implement initiatives to meet these needs. Ability to monitor program service delivery and to evaluate and modify same. Ability to develop and modify program policies and procedures. Ability to coordinate a program's activities with other agencies and programs. Ability to locate and develop community resources. Ability to plan and conduct educational programs for staff pr other groups. Ability to conduct community engagement and outreach education. Ability to read and understand professional journals and other publications.

Knowledge, Skills, and Abilities (Full Performance):

• Thorough knowledge and understanding of applicable Federal, State, and local regulations, procedures, and guidelines including those directly related to food security through equitable access, especially within disparate populations and food resource development and education related to social determinants of health that impact equitable access to food. Thorough knowledge of County and departmental rules, regulations, policies, and procedures pertaining to personnel and budget matters. Thorough knowledge of local human services resources and the role of the program within the human services structure.

• Skill in identifying community needs and in designing and implementing programs and policies which meet these needs. Skill in monitoring program service delivery and in evaluating and modifying same. Skill in developing and modifying program policies and procedures. Skill in coordinating a program's activities with other agencies and programs. Skill in locating and developing community resources.

Applicants are required to submit proof of licenses, certifications and education beyond high school to meet the required and preferred qualifications of the position. Diplomas or transcripts must show the applicant's major field of study. Copies and unofficial transcripts are acceptable.

EXAMINATION PROCEDURE
Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions.  Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.

Some positions may require satisfactory completion of County sponsored CPR and First Aid training. These positions must maintain certification throughout employment.

Physical and Environmental Conditions
These positions are essentially sedentary with some walking, standing, or other restricted physical activities.  Some positions may require traveling between work sites.

Medical Examination and Employment Background Investigation
Applicants selected for an appointment to a position in Baltimore County must successfully complete a physical examination and drug screen and an employment background investigation, including, but not limited to a criminal background, education, and fingerprint check.
