PRIMARY SCOPE

The Site Safety and Health Officer (SSHO) is responsible for supporting and administering Fisher Industries' safety program on U.S. Army Corps of Engineers (USACE) project sites. This position helps plan, schedule, and prepare work activities to identify hazards before work begins and reduce risk throughout the project. The SSHO serves as the competent safety representative on site, provides safety direction to field crews and supervision, and helps ensure compliance with company safety policies, contractual requirements, EM 385-1-1, OSHA, and other applicable regulations.

 

This role requires a consistent presence at the assigned jobsite during active work operations. The position may require travel and the ability to work a demanding schedule, including nights, weekends, and extended hours when needed to support project requirements.

 

PRIMARY DUTIES

  • Serve as the on-site safety representative during active work operations and support enforcement of the project Accident Prevention Plan (APP), Activity Hazard Analyses (AHAs), company policies, contract requirements, EM 385-1-1, OSHA, and other applicable regulations
  • Conduct daily safety and occupational health inspections, jobsite hazard assessments, equipment inspections, field observations, and work-area reviews to identify hazards and verify controls are in place
  • Develop, review, maintain, and update AHAs for definable features of work; verify affected employees understand the hazards, controls, required PPE, training, equipment, and competent person requirements before work begins
  • Support development, review, implementation, and updates to the site-specific APP and verify required safety submittals, permits, postings, and project safety documentation are maintained and current
  • Track safety deficiencies, communicate corrective actions, follow up to verify completion, and elevate unresolved safety concerns to project management and safety leadership
  • Attend and support pre-construction meetings, preparatory meetings, pre-task meetings, toolbox talks, tailgate meetings, and periodic progress meetings related to safety and health requirements
  • Provide site safety orientation, visitor safety briefings, training, and coaching to employees, subcontractors, and visitors on applicable safety rules, hazard recognition, required controls, and proper use of personal protective equipment
  • Monitor subcontractor and visitor compliance with project safety requirements, including PPE, site access, escort requirements, and adherence to approved safety plans and AHAs
  • Assist with incident, near-miss, injury, property damage, environmental, and regulatory reporting; support root cause analysis, documentation, corrective actions, and communication with project and safety leadership
  • Maintain required safety records, inspection reports, training documentation, meeting minutes, SDS information, permits, equipment inspection records, deficiency logs, and project safety files
  • Immediately communicate serious hazards, stop-work concerns, regulatory inspections, or significant safety issues to project management and safety leadership, and support corrective action before work resumes
  • Support emergency response planning, fire prevention, occupational health, substance abuse testing, environmental controls, traffic control, equipment safety, and other company safety program requirements as assigned
  • Promote a strong safety culture by leading with professionalism, accountability, clear communication, and consistent field presence
  • Perform other duties as assigned

 

 

REQUIREMENTS

  • Minimum of 10 years of construction safety experience, preferably in heavy civil construction, federal construction, or USACE/NAVFAC project work
  • Must meet applicable EM 385-1-1 SSHO qualification requirements for the assigned project and contract
  • Current OSHA 30-Hour Construction certification required
  • Current EM 385-1-1 training preferred or required when specified by contract
  • Current First Aid and CPR certification required
  • Current or verifiable competent person training in applicable scopes such as fall protection, excavation, confined space, scaffolding, rigging, cranes, lockout/tagout, electrical safety, and other high-risk work activities as required by the project
  • Prior experience developing or reviewing Accident Prevention Plans, Activity Hazard Analyses, safety inspections, incident reports, training records, and corrective action documentation preferred
  • Strong working knowledge of EM 385-1-1, OSHA construction standards, hazard recognition, incident investigation, risk control, and construction field operations
  • Ability to communicate clearly with project management, field supervision, employees, subcontractors, client representatives, and government safety personnel
  • Proficient with Microsoft Office; Bluebeam, HCSS, or other safety/document management software experience preferred
  • Must be able to wear required construction PPE, including fall protection equipment and respirators when required
  • Must be able to lift and carry up to 50 pounds
  • Acceptable motor vehicle record in accordance with Fisher's Company Vehicle Program policy
  • Ability to work in adverse weather conditions, including extreme heat, cold, wind, and rain
  • Ability to travel, work nights, weekends, extended hours, or multiple shifts when needed to support project requirements
  • Ability to pass a pre-employment drug test and applicable government background check
