Job Summary
This position is classified as an Operations Officer V and includes the responsibilities, typical work and other duties that may be assigned to someone working in this classification, in addition to the specific functional duties and expectations set forth by the Office of the Comptroller, his Executive Leadership Team, and specifically the office of the Comptrollers Chief of Staff. inform decision making. Supports COS as a strategic thought partner and implementation collaborator ensuring vital projects and initiatives move forward at the desired pace, defining intended operational outcomes, milestone schedules and organizing cross operational teams.Maintains professional knowledge through such means as subject research, attending seminars, conferences, reviewing professional publications and participating in professional organizations. Supports development and maintenance of Standard Operating Procedures (SOPs) for the Executive Office and operational teams reporting to the Chief of Staff.Serves as the point of contact for staff in the Chief of Staff’s absence.2. Policy & Communication Oversight & Direct SupervisionAdvises the Comptroller and Executive Leadership Team on emerging policy, communication and legislative matters. Ensures the work of policy, communications and community team members aligns with the mission, internal operations, policy goals and external messaging. Directly supervises, plans, coordinates and evaluates the work of the teams and individual personnel accountable for day to day management of Communications, Community Engagement, Policy and Legislative Affairs.
Essential Functions
- Receives dictation of letters and reports and transcribes material
- Produces typed copy from written communication and types of similar materials as above from rough written copy; proofreads typed copy; corrects spelling, grammar, and punctuation. desired typed format; proofreads typed copy; corrects spelling, grammar and punctuation.
- Maintains filing system by taking file folders, categorizing materials according to established system, and searching files for materials needed.
Leadership & Executive Office Operations:
- Supports the Chief of Staff in overseeing and monitoring the day-to-day operations of the Office and works with management throughout the Comptroller’s departments to support long-range people strategies, business goals, objectives and initiatives to best serve the goals of the Office, the Elected Comptroller and agency's goals, consistent with the City of Baltimore's overall needs.
- Supports the Chief of Staff in direct oversight of Comptroller operations and services including Board of Estimates Operations and Content Review, Real Estate services, Contract Compliance and Review, external communications, policy development, legislative affairs, community engagement, information technology management and related supportive office administration functions.
- Supports external serving operations that interact broadly across more than 50 City agencies and with external community sectors including community associations, business and nonprofit sectors.
- Reviews, interprets and recommends new, revised, or amended departmental policies, practices, and procedures to ensure program efficiency and compliance with City, State, and Federal laws and regulations.
- Acts as a strategic business advisor and support to the Chief of Staff and the Executive Leadership Team assisting in effective decision-making and the execution of business initiatives across all teams as needed.
- Reviews, approves and writes complex narrative and statistical reports and memoranda; submits reports and memoranda to the Chief of Staff, Comptroller and Executive Leadership Team to External Relations Represents the agency before government councils and commissions; non-profit providers on federal, state and local regulations; business, community and civic groups on programs and projects; informs these groups on major programs and policies and obtains their support for the activities and goals of the Office of the Comptroller.
- Reviews and assesses inquiries referred to the Comptroller's office determining the proper course of action and delegates as necessary.
- Reviews the development of talking points, policy papers, and public statements in collaboration with internal staff.
- Maintains relationships with City officials, agencies, and stakeholders to ensure effective information flow and alignment with City policies.
- Human Resources Provide leadership, supervision and oversight of assigned units in accordance with City policies and applicable laws; interviewing, hiring, training employees; planning, assigning, and directing work; appraising performance; rewarding and coaching; addressing complaints and resolving concerns.
- Coordinates with Comptroller and/or Central Human Resources to support organizational management and development requiring oversight of office of the Chief of Staff.
- Fiscal Oversight Supports development and management of budgets requiring oversight of the office of the Chief of Staff.
- Coordinates with Comptroller’s executives and fiscal officers to support and monitor budget matters and contracts requiring oversight of the office of the Chief of Staff.
- Performs related work as required.
Minimum Qualifications
Education: Have a bachelor's Degree from an accredited college or university.
AND
Experience: Have five years of experience in government administration.
OR
Equivalency Notes: Have an equivalent combination of education and experience.
Knowledge, Skills, and Abilitites
- The position requires discretion, judgment and discernment in the handling of sensitive information and in advising the Comptroller and executive leadership in navigating external communications and crisis communication situations.
- Knowledge of the principles and practices of public and business administration, including the process of planning, organizing, staffing, directing and controlling.
- Knowledge of management practices and methods.
- Ability to adapt and apply the concepts and techniques of administrative analysis to work assignments.
- Ability to identify problem areas and recommend appropriate solutions based on logical consideration of alternatives.
- Ability to interpret and apply laws, rules, regulations, standards and procedures.
- Ability to prepare and present reports or recommendations clearly and concisely.
- Ability to compile data.Ability to coordinate the activities of an organizational unit.
- Ability to plan, organize and direct the work of others.
- Ability to research and write complex narrative and statistical reports.
- Ability to establish and maintain effective working relationships with city officials, community and business groups.
