SUMMARY OF POSITION
Under the general direction of the Fleet Services Manager, the Fleet Maintenance Supervisor oversees the repair and preventive maintenance of all City fleet vehicles, Fire Department and Police emergency vehicles, and heavy equipment operated by municipal departments. This position manages daily shop operations, ensures accurate tracking and documentation of preventive maintenance activities, oversees police vehicle upfitting, supports fuel island maintenance, and assists with vehicle and equipment specifications. The Supervisor directly leads and manages assigned technicians, ensuring quality workmanship, safety compliance, and operational readiness of the City's fleet assets.GENERAL EXPECTATIONS FOR ALL EMPLOYEES

ESSENTIAL DUTIES AND RESPONSIBILITIES 

• Oversees and directs the maintenance and repair of City fleet vehicles and heavy equipment to ensure safety, reliability, and operational readiness.
• Determines whether repairs are completed in-house or outsourced based on cost, complexity, workload, and warranty status; coordinates warranty claims and dealer repairs as appropriate.
• Develops and manages preventive maintenance schedules and monitors PM compliance to ensure services are completed within established intervals; identifies overdue maintenance and takes corrective action to minimize equipment failure and downtime.
• Assigns, prioritizes, and inspects work performed by Fleet Technicians to ensure quality workmanship, safety compliance, and adherence to established standards.
• Supervises assigned personnel, including selection, training, coaching, discipline, and performance evaluation; establishes work priorities, goals, and schedules to support operational needs.
• Coordinates closely with the Service Writer and Inventory Specialist to ensure efficient work order processing, parts availability, repair scheduling, and communication with customer departments; provides operational support during staffing shortages or periods of increased workload.
• Ensures timely, accurate, and complete documentation within the computerized Fleet Maintenance Management System (RTA), including work orders, technician labor, parts usage, maintenance history, downtime, and asset records; monitors staff compliance with established system and documentation requirements.
• Assists the Fleet Services Manager in developing and implementing division policies, procedures, and operational improvements.
• Supports fleet lifecycle management by assisting with vehicle replacement planning, specifications development, and coordination of fleet auctions.
• Oversees the “Make Ready” process to ensure vehicles and equipment are properly inspected, serviced, and prepared for deployment.
• Monitors division expenditures and assists with budget preparation and cost control measures.
• Enforces safety rules and regulatory requirements in shop facilities, work sites, and fuel island operations.
• Coordinates inspection, maintenance, and repair of shop equipment and tools to ensure safe and efficient operation.
• Conducts site inspections, including City fuel islands, to ensure operational integrity, environmental compliance, and accurate fuel accountability; places fuel orders as required.
• Addresses operational concerns, customer service issues, and employee matters in a timely and professional manner.
• Monitors shop performance and workload using established performance measures, including preventive maintenance compliance, vehicle downtime, work order aging, technician productivity, repair turnaround time, comeback/rework, and outsourced maintenance costs; identifies trends and implements corrective actions as needed.
• Analyzes fleet maintenance, utilization, downtime, repair costs, and lifecycle data to identify trends and develop recommendations regarding preventive maintenance intervals, vehicle replacement, repair-versus-replace decisions, outsourcing, staffing, and other opportunities to improve fleet reliability and cost effectiveness. Collaborates with the Data Analytics team to develop and maintain dashboards that track key performance indicators, identify trends, and support data-driven operational and management decisions. Coordinates maintenance and repair of public safety vehicles, recognizing the critical operational requirements and specialized maintenance needs of emergency response equipment.
• Oversees vehicle make-ready and upfitting activities, including coordination of equipment installation, quality control, scheduling, and deployment of new and replacement units.
• Determines whether repairs are completed in-house or outsourced based on cost, complexity, staffing capacity, equipment availability, warranty status, and operational needs. Manages and evaluates outsourced maintenance, dealer, warranty, and specialty repair services, including cost, quality, responsiveness, turnaround time, and warranty recovery; identifies performance deficiencies and recommends changes to vendors, contracts, or service delivery strategies as appropriate. Establishes and maintains effective communication with customer departments regarding vehicle status, repair priorities, anticipated completion dates, recurring maintenance concerns, and operational needs.
• Ensures Fleet Services operations comply with applicable federal, state, and local safety, environmental, transportation, fueling, hazardous-material, and workplace requirements; conducts or coordinates safety inspections, investigates incidents, identifies corrective actions, and promotes a proactive safety culture.

OTHER JOB FUNCTIONS:

• Maintains and performs minor repairs to fuel dispensing systems to support uninterrupted fueling operations.
• Evaluates and recommends new equipment, tools, and technologies to improve maintenance efficiency, safety, and service quality.
• Assists with the replacement, surplus, and disposal processes for obsolete vehicles, apparatus, equipment, and tools in accordance with City policies.
• Provides technical guidance and hands-on assistance to technicians as needed to support complex diagnostics or workload demands.
• Participates in special projects and operational initiatives as assigned.
• Attends and participates in meetings, conferences, workshops, and professional training to maintain technical knowledge and industry awareness.
• Conducts and participates in meetings as required and prepares division reports as assigned
• Performs additional duties and responsibilities as required to support Fleet Services operations.

• Knowledge of computerized fleet maintenance management systems (FMIS) and related technology used to track work orders, labor hours, parts inventory, costs, and asset records.
• Ability to interpret and apply technical manuals, schematics, diagrams, specifications, and manufacturer reference materials.
• Ability to exercise sound judgment, decisiveness, and problem-solving skills in a fast-paced shop environment with changing priorities.
• Skill in planning, coordinating, scheduling, and tracking preventive maintenance and repair activities to ensure operational readiness.
• Skill in effectively supervising, delegating, and evaluating the work of assigned personnel.
• Skill in providing technical guidance and on-the-job training with an emphasis on safety and quality workmanship.

MINIMUM QUALIFICATIONS
Any work related experience resulting in acceptable proficiency levels in the below Minimum Qualifications may be an acceptable substitute.

High school diploma or GED required; supplemented by a minimum of five (5) years of progressively responsible experience in automotive repair and/or municipal fleet maintenance operations; or an equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities.

Minimum of two (2) years of experience in a lead or supervisory capacity overseeing technical maintenance personnel.

Possession of ASE certifications is required, with ASE Master Automobile Technician and/or Master Medium/Heavy Truck Technician certification required within the first 12 months of hire. Equivalent industry-recognized certifications may be considered.

PREFERRED QUALIFICATIONS

• Vocational and/or technical degree with a training emphasis in automotive or diesel technology preferred.
• APWA Certified Public Fleet Professional (CPFP), Certified Automotive Fleet Manager (CAFM), or equivalent recognized fleet-management certification preferred.

CONDITIONS OF EMPLOYMENT

• Must pass a drug screen and background check.
• Must have Class C Texas Driver’s License

PHYSICAL DEMANDS
May be subject to bending, reaching, kneeling, or lifting such as retrieving and replacing materials, supplies, and inventory, or when assisting in the maintenance and repair of vehicles and heavy equipment.. May be subject to repetitive motion such as typing, data entry and vision to monitor. Must be able to lift up to 50 pounds.

WORK ENVIRONMENT
Work is performed in office, automotive repair shop and field site environments. May be subject to exposure to extreme weather conditions, hazardous chemicals and fumes common to automotive repair shops.
