Description

The Grants Manager serves as the central point of contact for the County’s grant administration program and is responsible for supporting the County’s grant development, administration, compliance, and reporting activities. This position works collaboratively with County departments in meeting programmatic, financial, and compliance requirements and assists departments to identify funding opportunities that align with County priorities, capital improvement needs, infrastructure projects, and community goals.

ESSENTIAL DUTIES AND RESPONSIBILITIES

TIME SPENT

  • Consults with County management to develop and update the County’s strategy to promote grant-funding. Researches grant funding opportunities to assess their potential for enhancing the County’s resources.
  • Assists departments to determine eligibility for grant funding, and in preparing grant proposals; makes presentations to County management and Board of Supervisors on grant opportunities and issues.
  • Researches, evaluates, and monitors federal, state, foundation, corporate, and other funding opportunities; maintains grant opportunity calendars and provides summaries of and monitors eligibility, funding requirements, deadlines, and application criteria. 
  • Supports the development of competitive grant applications by gathering demographic, financial, programmatic, and community data; drafting and revising narratives, work plans, budgets, performance measures, and other required application components. 
  • Coordinates grant development activities by collaborating with County departments, Finance staff, project managers, consultants, and community partners to identify funding opportunities, develop project concepts, obtain required information, and meet application deadlines. 
  • Prepares, writes, reviews, and submits grant application packages in collaboration with departments by editing, proofreading, formatting, assembling supporting documentation, entering information into electronic grant systems, and ensuring compliance with funding agency requirements. 
  • Ensures the County’s compliance with federal, state, and local grant requirements.
  • Develops and implements administrative controls to ensure compliant acquisition, implementation, and financial oversight of grant funding.
  • Establishes policies and procedures to support compliant grant management in accordance with federal, state, tribal, and private funding requirements. 
  • Maintains current knowledge of best practices in grant application, administration, and compliance.

  • Provide administrative & reporting support to the Finance Department with the Schedule of Expenditures of Federal Awards (SEFA) preparation, Board of Supervisors agenda items, reports, correspondence, presentations, document routing, meeting coordination, and departmental records management. 
  • Provide technical assistance and training to employees in grant management and compliance.

  • Maintain grant administration records and tracking systems by organizing electronic and physical grant files, monitoring applications, awards, reporting deadlines, deliverables, budgets, reimbursement requests, audits, closeouts, and records retention requirements.

  • Performs other duties as assigned.






BUDGET RESPONSIBILITIES

This position provides research support on County-wide budget and departmental level budget preparation; reviews project level budgets. 

PROJECT RESPONSIBILITIES

Provides project research and resource allocation only based on preapproved resources on organizational planning, quality assurance, process improvement, and community service projects. 


ORAL COMMUNICATION DUTIES

This position trains colleagues, explains procedures or processes, participates in meetings, negotiates and persuades, conducts meetings, and responds to public inquirires.  

WRITTEN COMMUNICATION DUTIES

This position creates, advises, and edits grant documents, internal memos, emails, contracts, formal letters, grant related agenda items County-wide, proposals, reports, and Board of Supervisors presentations.

INTERACTIONS WITH THE GENERAL PUBLIC

Interacts extensively with employees, customers, and other groups and/or individuals and Institutions over telephone, by email, and/or in person. 

INTERACTIONS SPECIFICALLY WITH CUSTOMERS

Regularly (More than 55% but less than 70% in a year)

MINIMUM QUALIFICATIONS

Bachelor’s Degree in Business Administration, Public Administration, Communications, English, Journalism, Finance, or a related field, and Five (5) years of grant writing, administrative, development, research, and/or project support; or any equivalent combination of education, training and experience which demonstates the ability to perform the essential duties and responsibilities of the job.

PROFESSIONAL CREDENTIALS REQUIRED/PREFERRED

Must possess and maintain a valid Driver’s License.

Possession of current Grants Professional Credential from Grant Professional Certification Institute is highly desirable.

KNOWLEDGE REQUIRED

Knowledge of grant research, proposal development, and professional writing, editing, proofreading, and document formatting. Knowledge of basic governmental budgeting, financial terminology, research methods, and reliable data sources. Familiarity with county government organization, administrative processes, and records management. 

Proficiency with Microsoft Office applications (Word, Excel, PowerPoint), Adobe Acrobat, electronic records systems, and online grant application and grant management platforms.

SKILLS REQUIRED

Experience researching, writing, editing, and submitting grant applications, preferably in a public-sector environment. Ability to prepare professional reports, budgets, Board agenda materials, correspondence, and other technical documents using Microsoft Office and electronic grant systems. 

Ability to analyze complex information, communicate effectively, follow detailed instructions, manage multiple priorities and deadlines, work independently and collaboratively, maintain confidentiality, exercise sound judgment, and quickly learn new funding requirements, grant systems, and County policies and procedures.

ABILITIES REQUIRED

Read, write, and communicate at a professional level; interpret complex regulatory requirements and translate them into clear operational guidance; assess and prioritize multiple tasks and projects; analyze compliance data and draw logical conclusions; develop departmental plans, objectives, and policies; prepare written reports and procedural documentation; maintain effective working relationships with County officials, departments, granting agencies, and vendors; apply deductive reasoning to problem-solving; ensure compliance with grant and procurement standards and regulatory requirements.

PHYSICAL DEMANDS

WORK ENVIRONMENT

Incumbents perform work in an office environment where physical demands require sitting for extended periods; may work under the stress of deadlines.

SAFETY RISK EXPOSURE

Incumbents are generally not exposed to safety risk. Occasionally may be exposed to telephone or in-person verbal distress from members of the public.

PROTECTIVE GEAR & SAFETY MANUALS

Incumbents in this position are required to constantly follow written safety procedures and manuals relevant to the division or department.

CONSEQUENCES OF ERROR

Potential errors can have legal ramifications, loss of funding, loss of organization’s credibility.
