Job Profile
Job purpose This is a short-term assignment for 3 months, initially.
As interim Head of Waste, you will provide immediate leadership across a team of 38
employees, lead the delivery of key priorities within Cornwall’s Waste and Resources
Strategy, oversee major contracts and budgets, drive strategic savings and grant-
funded projects, and embed a newly implemented service structure.
Reporting to the Service Director for Regulatory Services, this is a hands-on
leadership role requiring significant experience of waste management, working with
senior officers, elected Members, contractors and external partners to
Accountabilities
As Interim Head of Waste, you will:
• Leadership: Provide visible and effective leadership across the Waste Service.
Directly manage 3 Group Leaders and overall responsibility for 38 employees.
Embed the recently implemented service structure, ensuring teams are aligned,
engaged and delivering effectively. Be an active member of the Senior
Leadership Team for Regulatory Services, working collaboratively with two
other Heads of Service and the Service Director.
• Strategy Delivery: Lead the implementation of Cornwall’s Waste & Resources
Strategy and associated delivery plan.
• Contract Management: Provide strategic oversight of and manage contracts for
waste collection and cleansing, and infrastructure contracts, ensuring strong
supplier performance and value for money.
• Budget Management: Manage a significant budget of c£95m, ensuring robust
financial control, and driving agreed savings targets.
• Project Delivery: Oversee critical projects and programmes that support service
improvement, legislative compliance and future service development.
• Stakeholders: Work closely with elected Members, senior stakeholders and
partners, providing professional advice and strategic leadership.
• Ensure the Council continues to meet its statutory obligations and
environmental objectives.

Knowledge, skills & experience
Extensive senior leadership experience in Waste Management
Proven track record of leading services through change and transformation, and delivering savings.
Significant experience of large-scale contract management
Proven experience of financial management, including managing large scale budgets and delivery savings, within tight financial limits in public sector
Excellent communication and stakeholder management skills, with experience of giving advice to and building relationships with senior officers and elected members
In-depth knowledge of relevant waste strategies and legislation
Chartered Waste Manager (MCIWM) or equivalent
Degree in Waste Management or equivalent
Other requirements
Specific Objectives for the 3 month period include providing leadership, drive and technical expertise in relation to:
1. The business case regarding the Collection and Cleansing Contract extension or
procurement options. 2. Reporting to CDT on budget implications of legislative change, grants, pressures
and savings options. 3. Driving forward the Resources and Waste Delivery Plan, including Member
engagement sessions planned for September – December.
4. Leadership of the Waste Service, including supporting the team to embed a recent restructure.
