Project Manager

Position Summary

The Project Manager (PM) is the primary point of contact for the Government and is responsible for the execution and performance of the ASPR SWIFT operations and maintenance (O&M) support contract. The PM leads the project team, manages cost and schedule, and establishes a system support management framework for an IT shared-service tenant application environment.

The role requires close coordination among ASPR end users, the Administration for Children and Families (ACF) as platform host, and the Centers for Medicare & Medicaid Services (CMS) as product owner. The PM ensures contract performance and compliance with the HHS Office of the Chief Information Officer (OCIO) Enterprise Performance Life Cycle (EPLC).

Key Responsibilities

• Serve as the primary Government liaison and coordinate communications, decisions, and issue resolution among ASPR, ACF, and CMS.
• Establish and maintain a system support management framework based on federal IT shared-service best practices, with proactive oversight of risks and support activities.
• Plan, direct, and manage project team activities from initiation through contract closeout.
• Manage the project budget, track contract cost burndown, and ensure monthly invoices are accurate and submitted on time.
• Develop, deliver, and maintain the Project Management Plan (PMP), Quality Control Plan (QCP), and Quality Assurance Surveillance Plan (QASP).
• Prepare monthly progress reports covering schedule variances, open change requests, call center metrics, issues, and issue categories.
• Meet with the Contracting Officer’s Representative (COR) at least monthly to review contract performance, risks, and corrective actions.
• Ensure compliance with HHS OCIO EPLC requirements, including applicable enterprise architecture, risk management, and federal website requirements.
• Monitor cost, schedule, quality, and performance metrics and take action to address delivery concerns.

Required Qualifications

         Bachelor’s degree from an accredited college or university in Business, Computer Science,    Information Systems, Engineering, or a related technical or management field.

• 8–10 years of progressive experience in IT project or program management.
• 3–5 years of experience in a supervisory or lead capacity managing complex, multi-task IT contracts.
• Demonstrated experience managing project budgets, schedules, deliverables, risks, and contract performance reporting.
• Experience leading multidisciplinary teams and coordinating with multiple technical and Government stakeholders.
• Ability to develop and maintain project management and quality documentation, including plans, performance reports, and corrective actions.
• Strong written and verbal communication skills, including the ability to brief Government stakeholders and serve as the primary contract point of contact.
• Knowledge of federal IT governance, compliance, and lifecycle management practices.
