Job Description:

The Senior Program Manager (SPM) will be responsible for technical operations leadership of the program and for managing sub-partners to achieve expected results with quality, timeliness, efficiency, and cost effectiveness according to the cooperative agreement and USAID regulations/standards. This position will lead the implementation and coordinate all activities in four province, building relationships with relevant stakeholders; and leading engagement with the provincial-level governments. S/he is responsible for submitting and implementing monthly activity plans and budgets in line with project deliverables. The SPM will also have advocacy expertise to provide technical support to the project team. This position will report to the Zone Program Manager Papua. In addition, s/he will supervise the consultancy work need for PASTI implementation such as the integration of data management consultancy and government relationship consultancy.

About Project : PASTI – Papua

Strategy Development & Planning

  • Develop project priorities and approaches (vis-à-vis Design Document and Annual Operating Plan) are based on community and partners’ capacities, needs, resources and opportunities and in alignment with WVI strategies and Standards regarding Health and Nutrition.
  • Coordinate revision of plans and budgets for program at province/district level in response to monitoring, reflection and learning with the community and the program team.
  • Ensure that the program and the projects at district level effectively integrate all aspects of disaster management and advocacy into long term development process.
  • Plan and implement effective initiatives in order to achieve performance targets as stated in project proposals/designs

Program Management

  • Prepare program budgets in consultation with key partners for management and donor approval and ensure funds are spent in alignment with budgets in a timely manner.
  • Monitor program expenditures to ensure that they are within the project budget at national level and in accordance with Wahana Visi Indonesia financial policies and donor’s (USAID) and funding donors requirements
  • Cooperatively with finance team to develop and monitoring budgets and also all supply chain management to comply with the procedures and SOPs (in line with Wahana Visi Indonesia’s standard)
  • Ensure the effective management and engagement of key stakeholders and partners to maximize program impact and success in province/district level

Capacity Building

  • Internalize and socialize WV core documents, including Safeguarding policy.
  • Ensure capacity building of all program staff and partners, enhancing their commitment, character, competence, and critical thinking.  Work with staff to ensure they are implementing an appropriate capacity development plan which will enable the project to meet its goals
  • Promote ongoing reflection and learning among staff for adaptive management
  • Develop dynamic organizational culture for the project that conveys the principles of a “Learning Organization” and applies principles of our Core Documents, policies, manuals, and procedures.
  • Share lessons learned of program implementation with communities, development partners and other WV Partnership stakeholders at province/district level

Accountability & Quality Assurance:

  • Responsible in delivering the project activities to achieve the goal.
  • Lead negotiation, communication and working closely with partners including Government, supply chain partners, Bank or Micro Finance Institutions and ensure Partnership with Government, private supplier, Bank/MFIs at district level
  • Manage and report on the budget according to accountability standards of the national office and donor guidelines, while ensuring the highest levels of financial stewardship and integrity.
  • Ensure that the DME enable the program and the projects to make a defined and measurable in working together with partners. 
  • Ensure that the DME processes and products are in alignment with donor standards and submitted project milestones.
  • Ensure monitoring system and tools are used by all staff to track the progress of project implementation, and to capture learning.
  • Share lessons learned with communities, development partners and other WV Partnership stakeholders at district Level.
  • Ensure that the processes of planning, implementation, monitoring and evaluation are performed on time and with high quality.
  • To prepare project documentation and reporting at national level to ensure all required report are submitted on time, accurate, and complete. This is including provision of information for monthly report, quarterly report, monitoring checklist, along with updated indicator tracking table and project documentation, and host visits of sponsors, donors, and WV staff from other offices and coordinate with Communications Unit all media and film crew visits to the project area.
  • Ensure that the programs and projects contribute to supporter transformation

Networking & Coordination:

  • Represent the Organization to internal and external stakeholders meeting at district Level.
  • Develop and implement a plan together with field staff to form, facilitate and manage effective relationships and networks with various development partners. This would include: government departments, community-based organizations, other NGOs, local businesses, faith-based organizations, and the community leaders of the area. 
  • Be responsible for maintaining and strengthening relationships with key partners and ensure that partnerships with other development partners are focused on promoting the well-being of children, especially the most vulnerable.
  • Develop robust networks and excellent relationships with Government National level : BKKBN, Kemenkes, Setwapres, Kemendes PTT. Provincial/District level : Dinkes, BKKBN at district level (usually under DP3AP2KB), TPPS (including Diknas, Kesra, Nakertrans, Bappeda, BKKBN), related Commissions at DPRD (if relevance), heads of international and local NGOs, and UN institutions, religious institution, communities and children to contribute to and influence priorities and plans related to the well-being of children; and to secure necessary technical, human and finance resources.
  • Coordinate and host visits of sponsors, donors, and WV staff from other offices, include to  coordinate with Communications Unit all media and film crew visits to the project area

Management & Leadership:

  • Provide line management for the program including performance management, coaching and capacity building.
  • Provide overall leadership for program staff recruitment, retention, capacity building (including caching and mentoring), workload management, and orientation; and develop appropriate organizational chart, JDs and performance goals according to Project Design and AOP
  • Submit core reports with completeness, quality and timeliness: 
  • Monthly and Annual Management Reports
  • Government Report at national level
  • Semi-annual reports according to Partnership / National Standards
  • Follow-Up Audit Reports.
  • Create an enabling and positive team environment where staff are able to develop their talents and grow in their development sector skills, knowledge and professionalism
  • Facilitate and lead spiritual nurture activities for team members according to WV core documents.
  • Facilitate effective teamwork, coordination and work planning among coordinators, officers, facilitators, and administrative staff to ensure program implementation as standard.

Requirement

  • Bachelor or Master Degree from an accredited university in social science, international development, or related field;
  • Minimum of 5 years of experience in similar childhood nutrition program and managing complex international donor-funded development activities in challenging environments.
  • Experience working in multistakeholder setting for health-related project;
  • Minimum of 2 – 3 years of experience as Program Manager or Senior Program Manager.
  • Strong negotiation skills and the ability to develop working relations with variety stakeholders, including local counterparts, government representatives, donors, private sectors and other stakeholders;
  • Strong leadership, program, organizational management and communication skills;
  • Excellent oral and written communication skills in English.
