Position Overview: This role provides shift-level leadership for Rise & Shine overnight / NOC operations across assigned programs. The NOC Lead supports staffing coordination, client safety, documentation accuracy, compliance readiness, staff training, and consistent implementation of person-centered supports. The role serves as a primary overnight point of contact for staff and escalates operational, safety, medical, behavioral, staffing, and compliance concerns to the appropriate leadership.


FSLA Status: Non exempt, hourly

Reports to: Director of Programs

Essential Job Functions

  • Provide shift-level leadership for assigned overnight / NOC operations and serve as a point of contact for NOC staff
  • Coordinate staffing coverage, call-outs, shift assignments, and schedule adjustments within assigned authority; escalate unresolved gaps promptly
  • Foster positive, professional working relationships among staff, management, individuals supported, families, and community partners
  • Coordinate with nursing, Behavioral Support Specialists, Quality Assurance, Human Resources, and other professionals so client and program needs are addressed promptly
  • Attend and support required staff meetings, one-on-one meetings, management meetings, scheduling meetings, and house meetings as assigned
  • Support the Quality Assurance Department and program leadership with licensing requirements, QA reviews, audits, and Plans of Improvement
  • Complete administrative review of General Event Reports (GERs) within 3 business days and communicate trends, concerns, and follow-up needs to Quality Assurance, Human Resources, and the Director of Programs as appropriate
  • Participate in interviewing, selecting, onboarding, training, coaching, and evaluating DSP staff as assigned; refer performance concerns and recommendations through the appropriate leadership and Human Resources process
  • Serve as a point of contact for DSP concerns and grievances and follow established company procedures
  • Support OSHA, workplace safety, emergency response, and program safety expectations across assigned sites
  • Train new and current staff as assigned and promote clear expectations, accountability, and positive team development
  • Support daily program operations as assigned, including household needs, maintenance and safety reporting, financial documentation, supplies, and client support needs
  • Advocate for the rights, dignity, choice, and person-centered support of individuals served
  • Administer medication and provide medication-related support only as trained, delegated, and authorized
  • Complete required Therap documentation, daily audits, records, and other assigned documentation accurately and on time
  • Report suspected abuse, neglect, safety concerns, medical concerns, medication concerns, and other incidents according to company policy and Oregon Administrative Rule requirements
  • Attend all required meetings, trainings, and competency-based training sessions
  • Maintain professional communication, confidentiality, appropriate boundaries, and respectful conduct at all times
  • Complete other duties as assigned by the Director of Programs or other designated leadership


Preferred Qualifications:

  • 2 or more years experience in a supervisory roles in a residential, educational, or vocational setting serving people with disabilities.
  • Or bachelor's degree in social work, special education, Psychology, or a related field
  • An equivalent combination of education and experience totaling more than four years.
  • Experience in writing, reviewing, and implementing ISPs.
  • Ability to review and critique Behavioral Support Plans (BSPs) and Nursing Care Plans
  • Knowledgeable of Oregon Administrative Rules (OARs), updates and licensing.
  • Must have and demonstrate a positive, solutions-oriented mindset, and a positive attitude.
  • Experience using Therap (preferred, not required)

Minimum Requirements:

  • Must have a High School Diploma or G.E.D
  • Must be at least 18 years of age.
  • Must posses a valid Oregon Driver's License and be insurable by the company provider.
  • Must pass Oregon criminal background screening. 
  • Must lift to 40 lbs., bend and/or squat.
  • Must be able to walk up and down stairs.
  • Must be able to perform the job with or without reasonable accommodation.

Requirements

  • Must pass and maintain Oregon criminal background screening as required for the position
  • Must be available to work assigned NOC / overnight shifts and respond to overnight operational needs within the scope of the role
  • Must be able to lift up to 40 lbs. and perform physical support tasks such as bending, squatting, transfer-related support, and assisting individuals as needed, within training, program protocols, and company safety guidelines
  • Must be able to walk up and down stairs as required by program environments
  • Must be able to perform the essential functions of the job with or without a reasonable accommodation


Preferred qualifications:

  • Two or more years of experience in a supervisory role in a residential, educational, or vocational setting serving people with disabilities; or a bachelor's degree in social work, special education, psychology, or a related field; or an equivalent combination of education and experience totaling more than four years
  • Experience writing, reviewing, and implementing Individual Support Plans (ISPs)
  • Ability to review and critique Behavioral Support Plans (BSPs) and Nursing Care Plans
  • Knowledge of Oregon Administrative Rules (OARs), OAR updates, licensing requirements, and residential program compliance
  • Experience using Therap preferred
  • Demonstrated positive, solutions-oriented mindset and professional attitude
