This role will lead proposal coordination for USC's Transmission & Distribution (T&D) Engineering, Procurement, and Construction (EPC) opportunities, overseeing each pursuit from initial request through final submission. USC is seeking an organized, detail-oriented professional to manage proposal schedules, coordinate cross-functional teams, and ensure submissions are accurate, compliant, on brand, and delivered on time. This position will also use AI-enabled proposal and estimating tools to improve efficiency, streamline processes, and enhance proposal quality.
Benefits Include:
- Competitive Wages
- Health Insurance: Comprehensive medical, dental, and vision plans for you and your family.
- Paid Time Off: Including vacation, sick leave, and paid holidays.
- Retirement Plan: 401(k) with company contributions to help you plan for your future.
- Professional Development: Opportunities for continuous learning and career advancement.
Essential Job Functions:
- Manage the proposal pipeline by tracking RFPs, RFQs, RFIs, and prequalification opportunities, including deadlines, Q&A periods, site walks, addenda, and bid bond requirements.
- Support go/no-go decisions by preparing bid summaries covering project scope, voltage class, schedule, contract terms, liquidated damages, bonding, insurance, and DBE/HUB goals.
- Lead proposal kickoffs, develop compliance matrices and internal milestone schedules, assign writing and pricing responsibilities, and coordinate reviews.
- Coordinate inputs from engineering, estimating, construction, safety, and finance; monitor progress, resolve delays, escalate risks, and balance workloads across concurrent pursuits.
- Use USC's bid2build (B2B) platform to set up pursuits, incorporate estimating data, and ensure proposal pricing narratives align with the approved estimate.
- Leverage approved AI tools to analyze RFPs, draft responses, summarize contract terms, identify compliance gaps, and refine prompts and templates while following USC data-security requirements.
- Develop and maintain an approved content library of resumes, project profiles, safety statistics (EMR, TRIR, DART), standard narratives, and proposal templates; provide feedback on B2B enhancements and improvement opportunities to the Director of Estimating Technology.
- Manage proposal assembly, formatting, graphics, cross-references, page limits, pricing forms, certifications, and signatures; perform final compliance checks and submit proposals through client portals or other required methods.
- Maintain complete bid archives, including submitted proposals, pricing, Q&A, addenda, and debrief notes; coordinate client debriefs and maintain utility prequalification records and vendor registrations.
- Prepare weekly pipeline reports covering active pursuits, deadlines, owners, risks, and submitted values; track win/loss performance by client, project scope, and operating company.
Requirements:
- Bachelor's degree in Communications, Business, Engineering Technology, or a related field, or equivalent professional experience.
- Proven experience coordinating proposals in engineering, EPC, or construction, with at least 7 years of relevant experience, including 3+ years in power, utilities, or heavy civil, and the ability to manage five or more concurrent pursuits, including competitive EPC or design-build bids.
- Working knowledge of utility procurement processes, including master service agreements (MSAs), unit-price and lump-sum bids, prequalification, supplier portals, and contract exceptions.
- Hands-on experience using generative AI tools for drafting, summarization, and document review, with sound judgment regarding accuracy, data security, and human oversight.
- Advanced proficiency in Microsoft 365 (Word, Excel, SharePoint, and Teams) and Adobe Acrobat Pro, including long-document formatting and proposal assembly.
- Strong organizational, communication, and problem-solving skills, with the ability to coordinate cross-functional teams, manage competing priorities, and meet strict deadlines.
- Familiarity with T&D scopes, including substations, transmission lines (69-345 kV), distribution, and EPC delivery models, is preferred.
- Experience with estimating platforms (HCSS, B2W, Oman, or Sage), ERP systems such as COINS, or developing proposal processes and content libraries is a plus.
- APMP Foundation or Practitioner certification and graphic design or Adobe InDesign skills are preferred.
- Ability to travel up to 10% as needed in a hybrid work environment.
