POSITION TITLE:      Project Director

LOCATION:               Multi-country, Caribbean region  

REPORTS TO:          Portfolio Director, Human Rights

POSITION SUMMARY:

The Project Director (PD) is responsible for overall project strategy, management, and implementation of a result-oriented multi-country project to combat trafficking in persons (TIP) in the Caribbean region. The project will include the 3P paradigm - to improve systems in place to prosecute traffickers, protect trafficking survivors, and prevention in trafficking in persons.

ESSENTIAL RESPONSIBILITIES:

The PD will provide strategic leadership to achieve project objectives, ensure stakeholder buy-in, and strengthen systems to address trafficking in persons (TIP) regionally and in priority countries within the Caribbean region. S/he will maintain systems for project operations; and ensure that all targets are achieved and deadlines are met. The PD will form and oversee the project team and consultants, establish and maintain working relationships with project stakeholders, including project partners, government actors, civil society organizations, survivor leader group(s), private sector entities, and other institutions across the Caribbean region. S/he will lead collaborative initiatives to ensure all approaches are sustainable and evidence based.

The position is contingent upon receipt of donor funding

 

Program and Cooperative Agreement Management:

  • Lead timely, high-quality implementation of project activities, maintaining clearly defined scopes of work and delegation of responsibilities among the various team members.
  • Manage the project and represent the project and Winrock to external stakeholders such as donors, governments, media, NGOs, and the private sector.
  • With support from country and home office staff, prepare and submit high-quality, timely and accurate technical, financial, and other deliverables to the donor.
  • Establish and maintain systems and effective practices for operations that are compliant with US Government regulations, Winrock policies and country laws.
  • Oversee monitoring and evaluation of project implementation and recommend areas for course correction, including facilitating annual “Pause and Reflect” sessions.
  • Oversee the program budget, manage projections, monitor spending, and ensure that all expenditures follow Winrock policy and donor guidelines in each of the target countries
  • Maintain close communication with Winrock Home Office, the donor, reporting regularly and providing ongoing, informal updates of program progress, and serve as the point of contact with the donor and the country governments.
  • Hire, supervise, and motivate project staff and evaluate their performance.
  • Continuously identify and escalate risks, issues and opportunities to Winrock Home Office staff and proactively suggest possible solutions for timely resolution.
  • Participate and contribute to Winrock-wide CTIP discussions and learning.

 

 

Technical Leadership and Capacity Building:

  • Provide technical and strategic leadership to design and implement innovative, transformational, evidence-based and effective interventions to reduce TIP within the Caribbean region.
  • Provide technical assistance, training, coaching and other support to key networks, groups and actors.
  • Ensure ethical and equitable engagement with TIP survivor leaders, providing space and capacity strengthening actors for them to contribute to the design, implementation and monitoring of activities.
  • Provide leadership, technical assistance, support, and oversight to partners/subrecipients.
  • Organize, lead, and participate in collaborative initiatives to advance CTIP policies, approaches, tools and networks in the region.
  • Represent the program and Winrock to donors, local and national government entities, international organizations, the media, NGOs, and business community.

 

 Coalition Building and Experience Sharing:

  • Forge and maintain relationships with regional and country stakeholders in coordination with other international organizations, NGOs and expert community.
  • Develop strategies for relationship-building and cooperation with government entities, private sector companies, and civil society actors.
  • Other duties as assigned.

POSITION QUALIFICATIONS:

Qualifications and Background

Successful candidates will have strong management skills as well as salient experience implementing CTIP or related internationally-funded initiatives. U.S. Government (USG) project management experience and leadership is highly desired.

Education: Bachelor’s or master’s degree in law, human rights, public policy, or related field.

Work Experience:

  • Minimum of 10 years’ experience working on programs addressing migration, justice, trafficking or other related challenges, including minimum of 7 years’ of demonstrated managerial and team leadership experience.
  • Technical specialization in at least one of the following:
  • Prosecution: improving government capacity to investigate and prosecute cases of human trafficking, smuggling, exploitation
  • Protection: trauma-informed care, counseling, case management, social work, referral systems for human trafficking
  • Prevention: migration management, targeted prevention for at-risk or vulnerable persons; behavior change programming, data management.
  • Experience managing international projects to the highest ethical standards.
  • Experience working in the Caribbean region. Experience managing regional initiatives.
  • Demonstrated leadership and administrative skills in the management of complex, multi-activity programming, on time and on budget.
  • Financial oversight, budget reviews, and budget management experience.
  • Demonstrated success in motivating and supervising diverse teams of employees.
  • Experience in strategic and project planning and implementation of operational plans.
  • Experience overseeing monitoring and evaluation systems.
  • Good track record working and partnering with a variety of individuals and organizations, including government officials, international agencies, and civil society.
  • Demonstrated success in motivating and supervising diverse teams of employees.
  • Knowledge of international donor regulations, policies, and procedures.
  • Excellent interpersonal skills and ability to be flexible, responsive, and confident in interfacing with staff members and external stakeholders to accomplish tasks.
  • Oral and written fluency in English required.
  • Computer literate in word processing, spreadsheet, and presentation software (Microsoft).
