The Vice President, Data Governance is responsible for supporting the Head of Data Governance & Data Officer (APAC) in driving the implementation and operationalization of the regional Data Governance framework. The role acts as a senior Subject Matter Expert (SME) and trusted advisor on Data Governance and Data Management matters, providing guidance to stakeholders across Business, Compliance, Operations, Technology, and Risk functions.
The role is accountable for ensuring the effective execution of Data Governance controls, including Data Quality Management, Data Lineage, Metadata Management, Change Management, Data Dictionaries, and Key Data Elements (KDEs). The incumbent will drive governance initiatives, provide challenge and oversight to data producers and consumers, support regulatory and audit requirements, and lead governance-related workstreams for strategic projects and system transformations across APAC.
Job Responsibilities:
Data Governance & Data Management
Act as regional SME for Data Governance and Data Management matters.
Support the implementation and continuous enhancement of Data Governance frameworks, standards, policies, procedures, and controls.
Own and oversee governance artefacts including:
Data Dictionaries
Key Data Elements (KDEs)
Data Lineage
Metadata Management
Data Quality Rules
Data Governance Operating Procedures
Drive annual governance planning, effectiveness assessments, and maturity improvement activities.
Perform governance oversight and challenge to ensure compliance with regional and global standards.
Review and assess data-related risks, issues, incidents, and remediation plans.
Prepare governance reporting, metrics, KPIs, KRIs, and management information for governance forums.
Advisory & SME function
Serve as a trusted advisor for APAC stakeholders on Data Governance, Data Quality, and Data Management related matters.
Provide governance guidance and impact assessments for system changes, regulatory initiatives, new products, and business transformations.
Advise project teams on governance requirements and data control expectations.
Support interpretation and implementation of Global Data Governance policies and standards within APAC.
Provide expert consultation during regulatory reviews, audits, and compliance assessments.
Promote governance awareness and best practices across the region.
Strategic Projects & change Management
Lead Data Governance workstreams for regional transformation programmes and strategic initiatives.
Ensure governance requirements are embedded in project delivery lifecycles.
Assess the impact of system enhancements, regulatory changes, and business initiatives on data governance controls.
Drive implementation of governance-related process improvements and automation initiatives.
Support large-scale remediation and data quality improvement programmes.
Stakeholder Management
Develop strong working relationships with Data Owners, Data Stewards, Technology teams, Compliance, Operations, and Business stakeholders.
Facilitate regional governance forums, workshops, and working groups.
Influence stakeholders to adopt governance practices and remediation actions.
Escalate governance risks and issues where appropriate.
Coaching & Capability Development
Provide guidance and mentoring to junior members of the Data Governance team.
Review governance deliverables and ensure consistency with established standards.
Contribute to building Data Governance capabilities and knowledge within the region.
Job Requirements:
Required Experience
Minimum 8 years of experience in Data Governance, Data Management, Risk Management, Compliance, Regulatory Reporting iwithin the banking or financial services industry.
Strong understanding of banking operations, regulatory requirements, and data-related risks.
Strong experience implementing and maintaining Data Governance frameworks and controls.
Experience managing regional projects involving data quality, data controls, regulatory requirements, or system transformations.
Demonstrated ability to engage and influence senior stakeholders across multiple functions and jurisdictions.
Experience supporting audits, regulatory reviews, and remediation programmes.
Skills & Competencies
Strong expertise in Data Governance, Data Management, Data Quality, Data Lineage, and Metadata Management.
Ability to provide SME and advisory support on data governance, regulatory, risk, and transformation initiatives.
Strong analytical, problem-solving, stakeholder management, and communication skills.
Proven ability to independently drive initiatives, influence stakeholders, and deliver outcomes with a strong ownership and accountability mindset.
Good understanding of banking operations, Financial Crime Compliance (FCC), regulatory requirements, and data-related risks.
Experience with data analytics, visualization, and automation tools (e.g., Alteryx, SQL, Power BI, Tableau, Python) and the use of analytics to support DQM, governance reporting, and process improvement would be an added advantage.
Exposure to data governance technologies, data cataloguing, metadata management, and AI-enabled governance solutions would be beneficial.
