Junior Analyst Financial (EXEMPT)

Under the general supervision of the Director or designee, this position is responsible for supporting the financial operations of the Department of Health’s Project Management and Capital Projects Division. The incumbent works closely with a team of accountants, auditors, and other financial professionals to ensure that all fiscal transactions are properly recorded and reported in accordance with government regulations and government policies.  

The Jr. Financial Analyst also helps develop and implement new strategies to improve the efficiency or effectiveness of the department/agencies' financial processes to include new accounting software systems to reorganize department’s interactions, planning and managing capital improvement projects related to infrastructure or facility projects in the Department of Health’s Project Management and Capital Projects Division. 

This position requires a confidential relationship with a policymaker. 

Provides financial support regarding planning, budgeting, forecasting future cash flow needs, and identifying and reporting potential problems that may arise from changes in regulations or economic conditions.? 

Provides assistance with analyzing current financial trends to identify potential areas of concern that may require further investigation?? 

Provides assistance with the preparation of reports for senior financial analyst regarding financial activities within the department or organization? 

Provides assistance with the preparation of reports for senior executives regarding financial activities within the company or organization? 

Works closely with VITEMA, ODR, DOF, DPW, and other governmental agencies/contractors as required to monitor, approve, and process payments are required.? 

Reviews financial statements and other accounting records to identify errors or irregularities that may need to be investigated?and reported 

Performs internal audits of the organization’s financial records to ensure compliance with local and federal laws and regulations? 

Recommends process improvement changes to senior financial analyst in reference to accounting procedures to improve efficiency? 

Performs other related duties as assigned.? 

Graduation from an accredited college or university with a bachelor's degree in Business Administration, Accounting, Engineering, Construction Management, Project Management, or a closely related field. 

OR 

Any equivalent combination of training, education, and experience in accounting, finance, business services, grant management systems, or payment processing on capital projects, not below a high school diploma or its equivalent.

Knowledge of federal laws related to grant awards and capital improvement and projects.

Skill in computer programs and software applications including Microsoft Word, Excel, PowerPoint, Project, SharePoint, Teams, and Outlook.

Skill in using project management systems, cost estimating on capital projects and experience with cost estimating software preferred.  

Ability to analyze and evaluate the relevance and importance of theories, concepts, and principles.  

Ability to apply independent judgment, personal discretion, and resourcefulness to interpret and apply guidelines.  

Ability to manage large-scale, complex projects. 

Ability to read and comprehend highly technical or specialized scopes of work. 

Ability to interpret and apply applicable laws, codes, rules, regulations, and design standards.

Ability to read and interpret a variety of engineering documents, including blueprints and schematics. 

FACTOR 2 – SUPERVISORY CONTROLS 

Work is assigned by the Director utilizing Microsoft Planners, SharePoint, and Odysseus, and reviewed through project logs and discussions. The incumbent also works closely with the Healthcare Project Analyst who reviews work through observation, conferences, reports, and results achieved. 

FACTOR 3 - GUIDELINES  

Guidelines include principles and practices of project management and capital project management concepts.  

FACTOR 4 - COMPLEXITY  

Work entails managing financial tracking software. The incumbent is expected to display initiative and independent judgment in processing the financial payments for capital projects.  

FACTOR 5 – SCOPE AND EFFECT 

The purpose of work is to provide support for the financial operations of the department’s project management and capital projects. 

FACTOR 6 – PERSONAL CONTACTS 

Contacts are Directors, Managers, Analysts, contractors, vendors, and federal and governmental agencies such as FEMA/VITEMA Public Assistance & Hazard Mitigation Program, U.S. Department of Housing and Urban Development grant programs, including CDBG- D/ CDBG-MIT. 

FACTOR 7 – PURPOSE OF CONTACTS 

Contacts are made to process the department’s vendor payment applications.  

FACTOR 8 – PHYSICAL DEMANDS 

Work is primarily sedentary, but includes climbing, lifting, pushing, balancing, stooping, kneeling, and reaching. Frequent site visits and inspections may require prolonged and intermittent standing. 

FACTOR 9 – WORK ENVIRONMENT 

Work is performed in an office setting where there are normal, everyday risks, where there is possible exposure to contagious diseases, etc., and any special safety regulations or precautions must be observed to avoid mishaps or discomfort. Work may also include some travel during disaster recovery periods.
