LEAP Program Description

Global Solutions Ventures (GSV) – a joint-venture partnership between ZemiTek, LLC and Dexis Consulting Group – is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global), a mechanism originally used by USAID to battle against infectious diseases such as malaria, HIV/AIDS, tuberculosis, neglected tropical diseases, and pandemic influenza. As of July 1, 2025, LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.

The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs, LEAP provides long-term, sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.

About the Position

The Senior Procurement Supply Chain Management – HIV (PSCM-HIV) Advisor will support Indonesia's National AIDS Program (NAP) in delivering life-saving humanitarian assistance and service delivery in full alignment with the new Presidential Executive Order directives. The Advisor's primary focus is to provide high-quality technical support for direct service delivery, with a special emphasis on strengthening procurement and supply chain management of HIV drugs and commodities to ensure uninterrupted, quality prevention, testing and treatment services for people living with and at risk of HIV.

The Advisor will support the NAP on all HIV-related procurement and supply chain management matters, identify programmatic bottlenecks and facilitate solutions through coordinated technical support, working closely with the Ministry of Health (MOH), Global Fund, U.S. Department of State (U.S. DOS) partners, and other stakeholders. In collaboration with the Pharmaceutical and Medical Devices Directorate, the Advisor will support the NAP in quantification and procurement of HIV commodities, ensuring the provision of high-quality drugs and diagnostics and strengthening the quality assurance system.

The Advisor will report to and receive technical direction from the NAP Manager (onsite manager) and will work in close collaboration with the U.S. Embassy Jakarta Health Foreign Assistance Unit.  The Advisor will be based at the NAP within the MOH, receive direction from the NAP Manager, and report monthly to both the NAP and the U.S. Embassy Jakarta Health Foreign Assistance Unit in Indonesia. 

Responsibilities

Strengthen the NAP capacity in procurement and supply chain management of HIV health commodities:

  • Provide technical support to the NAP, particularly the NAP Supply Management team, on all HIV-related supply chain management matters. This includes regular monitoring of national stock-on-hand and stock status at the health facility level, tracking commodity consumption data and trends, and supporting the quantification of HIV drugs and laboratory consumables for procurement purposes, including product specifications, supply plans, and storage and distribution plans.
  • Provide technical support to strengthen HIV/AIDS supply chains at the central level and in priority provinces, including data collection and analysis, tracking of performance indicators, and training in SIHA 2.1 or other relevant systems used to manage the availability of HIV commodities.
  • Support the NAP in developing and implementing a capacity building plan for health facility staff on the procurement, supply and management of HIV drugs and commodities.
  • Provide technical support to the NAP team in calculating drug requirements using ARVFast and Non-ARVFast, cross-referencing and with SIHA 2.1 data to determine accurate quantities needed to inform national procurement decisions.
  • Provide technical input for annual and semi-annual forecasting and quantification exercises at the national and provincial levels.
  • Support the development of a long-term strategy for domestic procurement of HIV commodities, including efforts to mobilize domestic resources for this purpose.

Improve stock monitoring and reporting for the prevention of stockouts:

  • Support and build the NAP team’s knowledge and skills to ensure the availability of commodities and avoid stockouts by liaising with Global Fund, other implementing partners involved in the HIV supply chain.
  • Support the NAP in conducting supervision and mentoring activities with provincial, district, and health facility staff on routine supply chain management tasks, and provide analytical support to supply chain managers in identifying system challenges and developing potential solutions.
  • Participate in developing and ensuring an efficient stock monitoring system for priority HIV commodities, laboratory supplies and viral load cartridges/reagents.

Improve coordination efforts among stakeholders:

  • Participate in establishing a regular platform for communication and data sharing (i.e. Drugs and Supply Management Technical Working Group) with the Directorate General of Pharmaceutical and Medical Devices (Direktorat Farmasi dan Alat Kesehatan), Badan POM, and Directorate of Management of Public Drugs and Health Commodities (Ditjen Tata Kelola Obat Publik dan Perbekalan Kesehatan).
  • Participate in quarterly HIV logistics coordination meetings involving Provincial Health Office (PHO), District Health Office (DHO), and other supply chain partners to discuss supply chain issues affecting stock availability at the provincial and district levels, and to identify corrective and/or preventive actions, particularly in U.S. DOS priority districts.
  • Support the functionality of SIHA 2.1, with an emphasis on regularly reviewing supply chain data for key HIV commodities and identifying necessary follow-up actions to prevent stockouts.
  • Support the NAP team in regularly soliciting feedback from provincial and district pharmacy units to identify distribution and inventory management challenges at peripheral health institutions and share this information regularly with the Drugs and Supply Management technical working group.
  • Work with the NAP team to establish more efficient systems for receiving, preparing custom clearance documents, and for tracking the status of current procurement orders, and pipeline stocks.

 

REPORTING:

  • Submit a detailed monthly report to the NAP and U.S. Embassy Jakarta ECON Health Unit by the 5th day of the following month.
  • Submit weekly progress updates with key successes to the U.S. Embassy Jakarta Health Foreign Assistance Unit and participate in weekly calls.

Qualifications

  • Advanced degree in pharmacy, logistics/supply chain management, or other relevant field.
  • Minimum of seven years of relevant experience, with at least three years of procurement and supply chain management experience.
  • Experience implementing PSCM-related programs or activities; experience in PSCM related to HIV or other infectious diseases is preferred.
  • In-depth knowledge and hands-on experience in procurement and supply chain management of HIV drugs and commodities is an advantage.
  • Demonstrated ability to review, analyze, and provide technical advice on quality PSCM programs at the national level.
  • Demonstrated knowledge of global and national policies and best practices in PSCM.
  • Demonstrated experience in managing distribution of drugs or related health commodities from National or Provincial or district level to points of distribution.
  • Experience facilitating training and delivering capacity building.
  • Experience working with key stakeholders in the Indonesian National AIDS Program and international development partners.
  • High level of proficiency with logistics software such as ARVFast and Non-ARVFast.
  • Fluency in written and spoken English.
  • Professional proficiency in written and spoken Bahasa Indonesia.
