Job Summary:
RSI is recruiting for a Contracts and Compliance Manager to oversee federal and commercial contract administration and support the company’s compliance program. This position advises leadership and project teams, manages contractual and regulatory risk, maintains effective internal controls, and serves as a key liaison with customers, auditors, legal counsel, and business partners. The role also supports proposals, policy implementation, compliance reviews, training, and corrective actions. This position is not remote.
Primary Responsibilities
- Manage the full contract lifecycle for federal and commercial prime contracts, including proposals, negotiations, administration, modifications, and closeout.
- Interpret contract requirements, the FAR and applicable supplements, and other laws, regulations, and customer requirements related to said contractual requirements; provide practical guidance to leadership and project teams.
- Monitor changes in applicable laws, regulations, agency guidance, and customer requirements related to contractual requirements, and promptly update policies, controls, training, and contract practices as needed.
- Review and negotiate contracts, teaming and consulting agreements, nondisclosure agreements, memoranda of understanding, and related documents in conjunction with applicable policies.
- Identify contractual and compliance risks, recommend mitigation strategies, and coordinate complex matters with internal legal counsel and functional leaders.
- Develop, maintain, and communicate policies, procedures, internal controls, and training that support compliant business practices.
- Conduct or coordinate compliance reviews, risk assessments, and internal audits; document findings, track corrective actions, and monitor completion.
- Monitor contract performance, deliverables, funding, reporting obligations, and flow-down requirements; advise teams on disputes, changes, and requests for equitable adjustment.
- Maintain complete, accurate, and audit-ready contract and compliance records in accordance with company and regulatory requirements.
- Serve as a primary interface with contracting officers, customers, auditors, legal counsel, and business partners, and coordinate timely responses to reviews and information requests.
- Support ethical conduct, investigate or coordinate review of reported compliance concerns, and escalate significant issues as appropriate.
Required Education and Experience
- Bachelor’s degree in business, finance, accounting, law, or a related field, or an equivalent combination of education and experience.
- At least ten years of progressively responsible experience in government contracting, contract administration, compliance, or legal field.
Job Knowledge/Qualifications
- Working knowledge of the FAR, applicable agency supplements, government contract requirements, and compliance principles, including cost or pricing data, cost allowability, and internal controls.
- Strong contract interpretation, risk assessment, negotiation, investigation, and problem-solving skills.
- Excellent written and verbal communication skills, sound judgment, discretion, and the ability to work effectively across all organizational levels.
- Ability to manage multiple priorities, meet deadlines, and maintain accurate, audit-ready records.
- Proficiency with Microsoft Office and Adobe Acrobat; Deltek Costpoint experience is preferred.
