Description
- Plans, directs, coordinates, assigns, supervises, and evaluates the work of assigned staff ;
- Recommends and assists in the implementation of goals, objectives, policies and procedures;
- Participates in the selection of staff and provides or coordinates staff training;
- Recommends improvements and modifications and ensures effectiveness and efficiencies;
- Establishes schedules and methods for accounting services;
- Supervises and participates in the preparation of various financial statements and reports;
- Responds to requests for information and advises City departments, governmental agencies, and the public of City financial and accounting policies;
- Coordinates annual and other special audits; provides assistance to auditors in the annual review of financial records and ensures audits are completed successfully;
- Participates in budget preparation and administration;
- Prepares cost estimates;
- Monitors and controls expenditures;
- Reviews, develops, and modifies accounting and control methods to improve existing procedures;
- Performs technical work in developing, supervising, and participating in internal audits, special accounting procedures, budgetary accounting procedures and systems, and monthly budget report analysis;
- Manages the City's relationships with banking institutions;
- Functions as the process owner for the Financial and Accounting system software; tracks and helps resolve user or system issues;
- Coordinates assigned activities with other City departments;
- Oversees and administers City debt and related tax assessments; maintains records of all City debt including adherence to bond and loan requirements and timely debt service payments;
- Supervises and assists with monthly and year-end general ledger closing process, reconciliation of bank statements and other financial records;
- Participates in the development and implementation of special projects;
- Presents reports to City Council; and
- Performs related duties and responsibilities as assigned.
- Five years of increasingly responsible professional accounting or auditing experience, including three years in a fund accounting environment, preferably at a municipal, county or state level.
- Three years of supervisory experience.
- A Bachelor's degree from an accredited college or university with major coursework in accounting, municipal finance, or a related field.
- A master's degree is desirable.
- For degrees obtained outside of the U.S., an official equivalency evaluation is required.
- Possession of, or the ability to obtain, a valid California driver’s license at the time of appointment.
- Certified Public Accountant (CPA) designation is desirable.
- Ability to work in a standard office environment; ability to travel to different sites and locations.

- Regularly required to talk or hear. Required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms.
