Human Resources Operations Specialist - PTO & Data Integrity

Role Overview

Summary/Objective: The HR Operations Specialist is responsible for the accurate administration, monitoring, auditing, and reporting of multiple Time Off programs (PTO, Paid State Leaves), as well as overall administration and improvement of HR department workflows, data management, and reporting. The role serves as an operational subject matter resource for PTO, leave balances, and overall HR data integrity, who partners cross-functionally to resolve complex issues, improve processes and controls, and implement policy or system changes.

 

This position follows a hybrid work schedule and requires on‑site presence in the office every Tuesday and Wednesday. The remainder of the week may be worked remotely, offering flexibility while maintaining essential in‑person collaboration.

 

Essential Functions: 

• Serve as the HR Operations subject matter resource for PTO and state paid leave programs, responding to complex employee, provider, manager, and HR inquiries and resolving escalated issues.
• Administer state paid leave programs, including monitoring legislative and program changes, coordinating implementation requirements, documenting processes, and supporting ongoing compliance and administration.
• Manage the operational implementation of new state paid leave programs in partnership with Workday, HR Partners, Payroll, Legal, and other stakeholders. Translate program requirements into operational processes and system requirements.
• Complete User Acceptance Testing (UAT) for PTO, leave, and other HR Operations Workday developments and releases. Develop test scenarios, document results, identify defects, and validate corrections prior to implementation.
• Monitor PTO and leave transactions for accuracy and identify potential issues, trends, or system defects. Perform regular audits and coordinate corrections with Payroll, Workday, Operations, and other appropriate teams.
• Generate and maintain PTO and leave reporting, including balances, usage, exceptions, trends, compliance requirements, and other reporting needed by HR and Operations leadership.
• Develop, document, and continuously review PTO, leave, and HR Operations processes to improve accuracy, efficiency, consistency, compliance, and the employee/provider experience.
• Create and maintain standard operating procedures, job aids, training materials, and end-user communications related to PTO, state paid leave, and assigned HR Operations processes.
• Partner with Payroll, Workday, HR Partners, Legal, Finance, and Operations to ensure PTO and leave processes are appropriately coordinated across systems and functions and that downstream impacts are identified and addressed.
• Provide training and guidance to HR Coordinators and other HR team members regarding PTO, leave, and assigned HR Operations processes and ensure appropriate cross-training and backup coverage.
• Represent HR Operations on special projects and cross-functional workgroups, particularly those involving PTO, leave administration, Workday enhancements, compliance, and process improvement.
• Provide back-up support for HR Operations activities, including onboarding, pre-employment requirements, worker status changes, and other HR transactions, as business needs require.
• Continuously evaluate HR Operations processes and recommend improvements, automation opportunities, controls, and reporting enhancements.

Qualifications:

• Bachelor’s degree in human resources, Business Administration, or related field preferred; equivalent combination of education and relevant experience considered.
• 3+ years of Human Resources, HR Operations, leave administration, benefits, payroll, or related experience preferred.
• Experience administering PTO, leave of absence, or state paid leave programs strongly preferred.
• Experience working within an HRIS; Workday experience strongly preferred.
• Experience supporting a multi-state workforce preferred.

Knowledge, Skills and Abilities:

• Working knowledge of PTO, leave administration, and applicable federal and state leave requirements.
• Ability to research and understand new state paid leave requirements and translate them into operational processes.
• Strong analytical and troubleshooting skills with the ability to investigate complex employee, process, and system issues.
• Experience with data auditing, reporting, and reconciliation.
• Strong Excel skills, including the ability to analyze and reconcile large data sets.
• Experience completing User Acceptance Testing (UAT), documenting defects, and validating system changes preferred.
• Ability to create clear process documentation, job aids, and training materials.
• Ability to operate effectively in a fast-paced environment and changing culture.
• The ability to maintain confidentiality in business interactions for improper disclosure would be contrary to professional ethics and would likely cause serious organizational conflict.
