The Civil Service Employment Office is now accepting applications for the position of Water Maintenance and Meter Supervisor. POSITION QUALIFICATIONS
An appropriate combination of education, training, course work, and experience may qualify an applicant to demonstrate required knowledge, skills, and abilities. An example of an acceptable qualification is: high school degree, GED, or equivalent with six (6) years of experience in waterline construction maintenance and repair and supervision of work projects. Must have extensive knowledge of water distribution and metering systems.
Ability to document identity and employment eligibility within three (3) days of original appointment as a condition of employment in compliance with Immigration Reform and Control Act requirements.
LICENSURE OR CERTIFICATION REQUIREMENTS
State of Ohio Commercial Driver’s License, Class 2 Water Distribution Certification.
DISTINGUISHING JOB CHARACTERISTICS
Under direction, supervises activities of Water Maintenance Crew Leader and assigned crew engaged in maintenance to the City’s water distribution and metering system.
ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Supervises water maintenance and metering work crews. Plans, schedules, coordinates, assigns, and oversees work projects, provides direction, and assures projects are completed properly and timely, and in compliance with federal, state, and local laws and regulations. Determines project staffing, equipment, and materials.
  • Provides input into selection and evaluation of employees. Handles complaints within limit of authority and routine work problems. Trains employees regarding proper safety, work standards, and procedures.
  • Determines job priorities and equipment needs to complete work projects and demonstrates work methods for training purposes. Monitors work and equipment operation to ensure compliance with safety practices. Resolves employee concerns and complaints within limitation of authority and approves leave requests.
  • Maintains authority to recommend disciplinary actions and approves leave requests. Reviews time cards and maintains overtime and attendance records.  Records call-in response and prepares reports.
  • Designs new water mains and appurtenances to fit existing infrastructure.
  • Maintains computer records of all valves, hydrants, and pipelines including type of item, location, and maintenance history. Maintains computer records of daily work logs, complaint reports, work orders, and project sheets including valuable measurements for record drawings for layouts of completed work. Explains per special report as requested with data suitable for computer program storage. Develops and implements various forms for record keeping as well as meters installed.
  • Develops water distribution and metering budget and submits to Public Service Director for approval. Makes necessary material and equipment requisitions and monitors expenditures to ensure compliance with approved budgetary guidelines.
  • Recommends purchase of parts, tools, and supplies. Writes or provides data for specifications for bids and recommends capital equipment replacements. Prepares division year-end report and inventory and appraisal reports.
  • Plans long and short range operational changes to maintain or upgrade city water distribution and metering system.
  • Inspects new water main construction completed by outside contractors. Directs contractors as needed in the assembly of water main connections to restore service to customers. Maintains authority to stop contractor work pending adequate provisions for the public’s welfare. Assists in making street cuts, proper backfilling, and concrete/asphalt replacements.
  • Inspects water breaks and other waterline problems or complaints and determines City’s responsibility.
  • Inspects vehicles for maintenance needs and ensures proper utilization of the vehicle fleet. Ensures all equipment is properly assigned, maintained, and safely operated. Arranges with Vehicle and Equipment Maintenance division for the repair and maintenance of equipment and vehicles.
  • Coordinates operations with other departments, divisions, contractors, or other organizations including county and state agencies. Works with utility company representatives in locating and marking utilities prior to excavating. Advises other divisions of Water Division’s workload, priority needs, scheduling problems, and other matters. Coordinates needs to borrow and lend equipment and staff.
  • Resolves routine complaints and provides routine information to general public pertaining to work projects’ purpose and time frames. Provides information to the general public which includes public notification of service interruptions.
  • Conducts research regarding item purchasing (price, quality, etc.), safety regulations, and water distribution standards.
  • Maintains responsibility for safety of water maintenance, water meter, and building maintenance functions.  Organizes and gives safety meetings. Attends monthly Chamber of Commerce meetings regarding safety precautions and related matters. Prepares quarterly safety reports including man hours worked, lost-time accidents, man-hours lost due to work related accidents, and records of  lost-time accidents.
OTHER DUTIES AND RESPONSIBILITIES
 
SCOPE OF SUPERVISION
Direct:  Water Maintenance Crew Leader, Water Meter Service Technicians, Water Meter Readers, Vehicle Operator 1, Water Maintenance Workers.
 
Indirect: All other staff assigned to Water Distribution.
EQUIPMENT OPERATED
Pickup truck, general office equipment. Occasionally operates backhoe, skid loader, front-end loader, tapping machine.
CONTACTS WITH OTHERS
Contractors, Vehicle Maintenance Division, utility company representatives, contractors, Ohio Department of Transportation, County Highway Department, Township trustees, Safety Commission, Fire Department, Police Department, and all other Public Service Divisions, general public.
CONFIDENTIAL DATA
Social Security Numbers, medical records, and other non-public record information contained in personnel files.
WORKING CONDITIONS
Exposure to heat, cold, dampness, fumes, noise, dirt, dust, and other unpleasant conditions. The employee must use standard safety precautions due to exposure to injury from digging into gas lines and other utilities and other work requirements.

While performing duties of this job, the employee sits for extended periods of time when performing administrative duties. When in the field, the employee frequently stands and walks for extended periods of time, uses hands to hold and control equipment, reaches with hands and arms, climbs and balances, stoops, kneels, crouches, and crawls. Vision demands include close, relatively detailed vision with the ability to adjust focus when performing detailed maintenance work.

  • Maintain and promote good public relations as city representative.
  • Perform outdoor work for extended periods of time under varying and possibly adverse weather and working conditions.

Submitting an Application
To be included in the process for the position of Water Maintenance & Meter Supervisor, you must have submitted an electronic application by the deadline date. As a result of their evaluation, applicants will be notified if they have been approved to proceed in the selection process. The civil service exam will consist of a structured interview.
