Description

Manager- Global Health & Safety Program Governance

At Capital One, we dare to dream, disrupt and deliver a better way. Our goal is simple—bring ingenuity, simplicity and humanity to an industry ripe for change. Our Global Workplace Services (GWS) team is a dynamic organization where development matters as much as our ability to provide collaborative and secure environments that drive connection, innovation and business success. Our commitment extends beyond solutions; it embraces a culture of care. We value, celebrate and respect each teammate's unique talents, experience, and contributions.

In GWS, our team manages a diverse portfolio of mixed-use owned and leased properties. We’re constantly transforming our workplace to enable our employees to work the way they work best. But it doesn’t stop there. We don’t just reimagine and create fabulous spaces and amenities, we also manage and operate them and ensure the safety and security of our employees and the community—we’re a well-oiled machine! That’s why our team is looking to add a Manager, Global Health & Safety Program Governance.

In this role, you will have the opportunity to build and shape a global First Line Health & Safety governance program, bringing together existing capabilities under a cohesive framework that strengthens consistency, accountability, and risk management across GWS.

As a key partner to senior leadership and enterprise stakeholders, you will help establish a sustainable governance model that supports regulatory compliance, operational readiness, and continuous improvement across our global footprint.

The ideal candidate should:

  • Demonstrate proven program-building experience, with the ability to design, develop, and implement programs from concept through execution, preferably within risk management, compliance, governance, or Health & Safety.
  • Thrive in ambiguous environments, demonstrating a high degree of autonomy, sound judgment, and a results-oriented mindset to translate strategic objectives into actionable programs and sustainable solutions.
  • Possess exceptional written and verbal communication skills, including the ability to develop and deliver concise, compelling presentations to senior leadership.
  • Demonstrate the ability to lead cross-functional and geographically dispersed teams, establishing accountability, driving performance across complex, matrixed reporting structures, and effectively managing direct reports and leading people as team structures evolve.
  • Demonstrate strong organizational and problem-solving skills, effectively prioritizing competing demands, anticipating challenges, and identifying opportunities for continuous improvement.
  • Build trusted partnerships and influence stakeholders across organizational levels, demonstrating the confidence to constructively challenge existing practices, gain alignment, and drive meaningful improvements.

Key Responsibilities:

Global Program Development & Strategy

  • Lead the development, implementation, and ongoing maturation of GWS’ global First Line Health & Safety governance program.
  • Develop and execute a strategic program roadmap, translating objectives into actionable plans, priorities, milestones, and measurable outcomes.
  • Integrate existing H&S capabilities into a cohesive global governance model while maintaining appropriate functional ownership.

Governance, Policy & Standards

  • Develop and maintain global H&S governance frameworks, policies, standards and minimum requirements to promote consistent practices across GWS.
  • Establish clear roles, responsibilities, decision rights, and accountability across GWS, regional teams, and enterprise partners.
  • Partner with Legal, regional stakeholders, and functional owners to incorporate applicable country-specific regulatory requirements into global governance practices.
  • Drive adoption of global governance requirements, establishing mechanisms to monitor implementation and accountability across regions and business functions.

Risk Management, Compliance & Controls

  • Identify, assess, and monitor H&S-related governance, operational, and compliance risks across GWS’ global footprint.
  • Participate in H&S-related enterprise risk assessments, compliance reviews, control development, and effectiveness monitoring, providing program-specific expertise and risk insights.
  • Lead GWS’ coordinated response to significant H&S regulatory events, inspections, and inquiries, partnering with Legal, operational teams, and enterprise stakeholders to ensure timely escalation, appropriate response, and resolution.
  • Drive remediation of identified governance and control gaps, partnering with accountable owners to establish sustainable corrective actions.

Global Stakeholder Leadership & Program Integration

  • Establish and coordinate a global network of regional H&S representatives to support consistent reporting, accountability, and program execution.
  • Influence senior leaders and cross-functional stakeholders to drive alignment, resolve challenges, and advance program priorities.
  • Partner with operational teams and enterprise functions to align H&S governance with emergency preparedness, life safety, incident management, and workplace safety activities.
  • Develop and deliver executive-level presentations, recommendations, and program updates to support informed decision-making.

Program Monitoring, Reporting & Continuous Improvement

  • Establish monitoring, reporting, and performance measurement capabilities to assess program effectiveness.
  • Analyze performance trends, emerging risks, regulatory changes, and program outcomes to identify opportunities for improvement.
  • Leverage industry benchmarking, stakeholder feedback, and lessons learned to continuously evolve the program and strengthen governance effectiveness.

Basic Qualifications:

  • Bachelor’s degree or military experience
  • At least 5 years of experience in risk management, compliance, or governance
  • At least 3 years of experience developing, implementing, or managing programs, governance frameworks, or risk and compliance initiatives
  • At least 3 years of experience leading teams or cross-functional initiatives, demonstrating the ability to influence stakeholders, drive accountability, and deliver results

Preferred Qualifications:

  • 7+ years of experience in risk management, compliance, governance, or program management
  • Experience designing and building programs from the ground up, including establishing governance frameworks, operating modes, and sustainable processes
  • Experience navigating complex regulatory environments, including partnering with Legal and other stakeholders on regulatory matters, inspections, or significant compliance events
  • Experience influencing senior leadership and driving organizational change across complex, matrixed or global organizations
  • Experience in occupational Health & Safety, Environmental Health & Safety (EH&S), or workplace safety governance
